Protecting Eyewitness Evidence: Examining the Efficacy of a Self-Administered Interview Tool

Given the crucial role of eyewitness evidence, statements should be obtained as soon as possible after an incident. This is not always achieved due to demands on police resources. Two studies trace the development of a new tool, the Self-Administered Interview (SAI), designed to elicit a comprehensive initial statement. In Study 1, SAI participants reported more correct details than participants who provided a free recall account, and performed at the same level as participants given a Cognitive Interview. In Study 2, participants viewed a simulated crime and half recorded their statement using the SAI. After a delay of 1 week, all participants completed a free recall test. SAI participants recalled more correct details in the delayed recall task than control participants.     

THE MEDIATOR'S ASSESSMENT OF SAFETY ISSUES AND CONCERNS (MASIC): A SCREENING INTERVIEW FOR INTIMATE PARTNER VIOLENCE AND ABUSE AVAILABLE IN THE PUBLIC DOMAIN

Screening for intimate partner violence and/or abuse (IPV/A) in family mediation is important, perhaps particularly among cases without attorney representation. While most mediators agree that it is ideal to consider IPV/A in case planning, there is less agreement regarding the need to universally and systematically screen for IPV/A among all cases. Such attitudes are of concern, given research in other fields (e.g., medicine, couples therapy) and our own research in a family mediation clinic, which documents that the lack of consistent and formal IPV/A assessment results in underdetection of IPV/A. While a variety of IPV/A screening measures exist, each has shortcomings. Thus, our research and clinical experience led us to develop a new IPV/A screening measure, the Mediator's Assessment of Safety Issues and Concerns (MASIC). We discuss features of the MASIC and provide the full measure in the Appendix. The MASIC is a behaviorally specific IPV/A screen that assesses various types of abuse (e.g., coercive control, stalking, physical violence) over the course of the relationship and in the past year. It is administered as an interview to build rapport and assesses lethality indicators and offers optional recommendations for procedural changes in mediation based on IPV/A. Although we have begun relevant research, it is important to note that the MASIC has not yet been validated. Nonetheless, we recommend the use of systematic IPV/A screens in family mediation and suggest that such measures may prove especially important in providing unrepresented parties a safe and appropriate environment for mediation.     

Trichobezoar in Vagina: Assessment for Child Sexual Abuse and Diagnostic Result of Forensic Science

Vaginal discharge and bleeding in children require a through and thoughtful evaluation to diagnose the underlying problem including infections, sexual abuse, and vaginal foreign bodies. We report a 6‐year‐old girl presenting with bloody vaginal discharge, carefully evaluated for sexual abuse, and finally diagnosed as a vaginal foreign body after vaginoscopy. A rolling hair ball was extracted from the vagina and was diagnosed as trichobezoar pathologically without any endo–ecto‐mesodermal residual tissue. The hair ball was genetically detected and diagnosed to belong herself by containing no foreign structure. Child sexual abuse was ruled out by forensic interview at CAC and report of forensic science that reported genetic structure belonging to the child. Medicolegal assessment helped in final diagnosis to exclude child sexual abuse.

面试合分方法的合理性辨析

在目前的面试工作中,有两种合分方法：“总分去高低分法”和“分项支高低分法”。究竟哪一种面试合分方法更为科学,已经成为当前面试工作关注的问题。通过对这一问题的数学分析,得到如下研究结论：在面试合分方面,“分项去高低分法”是消除各考官之间的相对不合理性的最佳途径,要比用“总分去高低分法”进行面试合分更趋于合理。     

An analysis of how the police ‘caution’ is presented to juvenile suspects in England

In England and Wales, suspects must be given a police caution before they are questioned. The purpose of the caution is to explain a suspect's right to silence as a protection against self-incrimination. However, the evidence on whether the caution fulfils its purpose is limited. The aim of the present study was to describe how cautions were delivered in interviews with juvenile suspects in England. First, the study set out to describe how the caution was delivered to suspects during actual police interviews. Second, the study examined whether suspects claimed or demonstrated understanding of the caution. Third, the study analysed how the caution was explained by police officers. In total, the study examined 38 cautions from 31 interviews. The results indicated that police officers delivered the caution at a speed that is likely to be too fast for juvenile suspects to comprehend. Juvenile suspects often claimed to understand the caution, but when asked, failed to demonstrate comprehension. On the other hand, police officers often explained the caution to juvenile suspects, but not always correctly. Both suspects’ and police officers’ explanations of the caution revealed several misconceptions. The results suggest that the caution may not safeguard suspects as intended.     

The enhanced cognitive interview: could individual differences in visuo-spatial working memory explain differences in recalling an event?

The Enhanced Cognitive Interview (ECI) is one of the most useful witness interviews, consisting of 5 techniques (context reinstatement: CR; report everything: RE, mental imagery: MI, change order: CO and change of perspectives: CP) aimed at increasing both the quantity and the quality of elements recalled. All the techniques require mental imagery skills. The present study investigates the relationship between forward and backward visuo-spatial working memory (VSWM) and correct elements recalled through the ECI with respect to its techniques. 99 college students (48 males) watched a color videotape of a fictional crime and performed a visuo-spatial working memory task. The following day they were interviewed about what they had seen. Results showed that high forward VSWM capacity has a role in favoring the total amount of correct information recalled, specifically in the MI technique. This suggests that maintaining and processing mood-related contents in VSWM is easier for individuals with high working memory skills.

投资环境是影响外商直接投资区位选择决策的关键要素。针对厦门市台资企业的调查访谈结果表明：台资企业对厦门市的经济环境、公共服务环境与基础设施条件基本认可,对于投资“软环境”中的产业经营环境的评价则较低。为了切实改善厦门市的区位投资环境,应遵循先软后硬的改善路径,当前应着力于政府行政观念、作风和效率的提升,人力资源的开发储备,产业集聚与产业供应链的培育,以及城市国际化程度的提高。     

Basic Social Security and Welfare Governance in the Context of Equal Share of Public Services: A Study Based on the Telephone Interview of the Public in Zhejiang During 2014—2016

Based on three years’telephone interview data during 2014-2016, this paper made a study on the evaluation of the public in Zhejiang on the development of basic social security from perspectives of family income, health care and elderly care, and found that during the period the public’s evaluation on the basic social security continues to rise, the gap of the evaluation results between different groups is narrowed obviously, and the government grassroots organizations become the preferred channel of social assistance of vulnerable groups. But it also found that the development gaps among structures of basic social security and among different social groups still required attention. From the perspective of the theory of welfare governance, this paper argued that we should give full play to the unique function of the government, non-government, market, and informal organizations, and collaborate with those organizations to achieve the goal of equal share of the economic and social development results among various social groups.
