From the mid-17th until the beginning of the 20th century, French censuses became increasingly more frequent and organized. This article focuses on the purposes of the first censuses (military), how the population was conceived of, and what variables were collected. The main characteristics of included individuals, the data considered important during each period, and the major categories chosen are examined. Also included are the evolution of reasons for knowing the precise age of individuals and how age groups were standardized because these aspects are closely linked to census operations. Finally, we will see how censuses have been used to obtain an overview of the population and, during the 19th century, how they were central to the discussion of the decline in fertility and, more generally, the changes occurring in the French population. How each new question led to the invention of a new variable and how data were presented is also examined. 相似文献

For many years, corporate taxes have been an important source of Government revenue in Barbados. The variables, namely, rate of corporate tax, real income and the rate of interest were selected when applying an impulse response function to the model for corporate taxes. The function revealed the following results after respective new equilibria were attained: First, corporate taxes would contract if the rate of corporate tax had experienced an upward shock. Second, corporate tax inflows would rise sharply from an upward shock to real income. Finally, an upward shock to the rate of interest would result in a steep contraction in corporate taxes. 相似文献

Problems arise when a regulatory agency acts in the interests of the industry it is charged with regulating, rather than in the public interest. When a governmental agency established to regulate an industry for the benefit of society acts instead for the interests of the industry it is regulating, it has been “captured” by the industry. This article examines the level of input received from the regulated community and the tendency of regulatory agency capture. Here, the proposed zone of effectiveness suggests a balance between the two scopes by incorporating a stronger focus on public interest. 相似文献

It was after much anticipation that members of the new Jacob Zuma foreign policy executive announced that, for the duration of their term, South Africa's foreign policy would be based on the doctrine of advancing ‘the national interest’, conceptualised simply as the ‘most vital needs’ of the country. However, almost two years since taking control of the levers of policy and political power, the South African government has yet to spell out in detail what constituted the national interest or how such interest would be pursued. In spite of this lacuna, senior members of the new foreign policy inner-elite continue to proclaim the national interest, and proceed to spell out grander foreign policy goals that they would pursue under the banner of a ‘new’ developmental agenda. These include consolidating the African agenda; deepening South–South cooperation; expanding South–North relations; strengthening foreign political and economic ties generally; and participating in a global system of governance. To date, this proclamation that the national interest will be the beam that will guide foreign policy has remained little more than a statement of intent and much conjecture. The challenge is to move beyond rhetoric and intentions and to define the national interest and to articulate a coherent foreign policy going forward. This will require concrete proposals on the basis of thorough-going domestic–foreign policy linkages. 相似文献

Abstract Through a review of some of the tangible and intangible results of Federal reduction in force (RIF), this article demonstrates that while the use of RIF procedures has resulted in a smaller Federal civilian workforce, it is a cumbersome and expensive process which negatively impacts the reputation of the Federal government as an employer. At one time, the Federal government was a model, progressive employer. Repeated RIFs have made the government a less desirable employer. This is an important loss, not only to Federal employees, but to the entire American workplace. If government cannot attract and retain a quality workforce in a stable environment, then critical programs cannot help but be negatively impacted. 相似文献

Abstract The mobility information needs of American immigrants with Limited English Proficiency (LEP) are of interest to state governments because these individuals constitute a growing share of public transit users. This article relates a project sponsored by New Jersey's Department of Transportation to learn the specific needs of the state's LEP transit users in order to serve them better. Using survey and focus group methodologies the research uncovered significant perceived need in the areas of formal and informal transit information and in the area of transit service provision to LEP communities. The authors hope that insights gained from the New Jersey survey and focus group discussions will provide preliminary information to help other transit agencies serve LEP travelers better. 相似文献

Student engagement occurs when students are significantly motivated to invest in their learning behaviorally, cognitively, and emotionally. Although research has shown that higher engagement leads to deeper learning, the importance of student engagement in role plays has been underestimated in negotiation pedagogy. More specifically, role plays that fail to provide authentic experiences or to capture students' interest may lead to suboptimal learning due to a lack of engagement. To help foster learning from role plays, we propose two frames of reference for improving their design: ecological validity and vested interest. Using these frameworks, we suggest strategies to create more authentic and interesting role plays and thus promote richer learning for students. 相似文献

Abstract The present study compared a viewing time (VT) measure with the Sexual Deviance Card Sort (Laws et al., 2000) and past sexual behaviour. Twenty-six adult males who committed a contact sexual offence (19 of whom had child victims and seven with adult victims) each completed the self-report card sort and viewed 640 slides of nude and clothed males and females, ages 5, 9, 13 years and adult. The offenders were unaware that their viewing time was being recorded. VT allowed for greater consistent classification of sexual interest: for gender preference, 79% for individuals with child victims, 86% for individuals with adult victims; for age preference, 84% for individuals with child victims, and 57% for individuals with adult victims. Results demonstrated that a combination of nude and clothed computer-modified imagery can provide accurate sexual interest classification. 相似文献
