空间碎片是指位于地球轨道上的非功能性人造物体,近年来其对人类的外空活动构成重大威胁。目前,关于空间碎片的立法尚不完善。文章对空间碎片问题的现状、涉及空间碎片致害的国际责任问题和空间碎片造成的空间环境污染问题的现行法律规定进行了探析,认为有必要明确空间碎片的概念界定,并从现行国际条约的局限性入手,对空间碎片作出系统的法律规制。  相似文献

全球治理是国际社会应对全球问题而变革传统治理模式的一种构想,它的兴起为全球反洗钱控制与治理提供了重要的理论指导。在跨国反洗钱控制的全球治理模式中,国家和政府间、国际组织间的制度性合作机制仍然占据主导地位,发挥着不可替代的规范性与约束性的治理作用。但值得注意的是,非国家行为主体在跨国反洗钱的全球治理中日益发挥着越来越重要的促进作用和参与作用,并能在一定程度上缓解传统治理模式的"民主赤字"问题。  相似文献

As long as one lives within the confines of a single culture it is difficult to achieve cross-cultural awareness. Multiculturalism is often simply the tolerance of a dominant culture for minority cultures. Cross-cultural awareness is a state of mind in which one is alert to alternity , the existence of others possessing different and equally valid world views and ways of life. This can be acquired living within or alongside other cultures, when one's own and others' strangeness become readily apparent. Culture shock involves just such a realization. The challenge for the teacher of international relations is to convey the possibility of alternity to students in the classroom. After all, international relations is above all about the interaction between communities possessing separate identities and autonomous wills. The article discusses ways of cultivating cross-cultural awareness, comparing the difficulties of doing so in a society under siege—Israel—with the greater scope available in the cosmopolitan setting of an elite American university.  相似文献

This article explores the concept of "human security" as an academic and fledgling policy movement that seeks to place the individual—or people collectively—as the referent of security. It does this against a background of evolving transnational norms relating to security and governance, and the development of scientific understanding that challenges orthodox conceptions of security. It suggests that human security is not a coherent or objective school of thought. Rather, there are different, and sometimes competing, conceptions of human security that may reflect different sociological/cultural and geostrategic orientations. The article argues that the emergence of the concept of human security—as a broad, multifaceted, and evolving conception of security—rreflects the impact of values and norms on international relations. It also embraces a range of alliances, actors, and agendas that have taken us beyond the traditional scope of international politics and diplomacy. As a demonstration of change in international relations, of evolving identities and interests, this is best explained with reference to "social constructivist" thought, in contradistinction with the structural realist mainstream of international relations. In a constructivist vein, the article suggests that empirical research is already building a case in support of human security thinking that is, slowly, being acknowledged by decision-makers, against the logic of realist determinism.  相似文献

This article explores the teaching and learning challenges for the discipline of international studies (IS) that arise from the contemporary social, economic, and political changes usually labeled "globalization." The focus is upon the challenge posed to IS by a transformation in the nature of the relationship of teachers and students to the subject matter that they study: that is, teachers and students increasingly experience and contribute to globalization in the course of their daily lives as they simultaneously teach and learn about it. Significantly for the study of globalization in IS, pedagogical debates surrounding active teaching and learning highlight the potential for strategies that actively engage students' interests and everyday experiences with the subject itself. On this basis, the article outlines some potential routes into the active teaching and learning of globalization in the field of international political economy, illustrating these with examples from classroom activities and exercises.  相似文献

This paper follows forest conditions, agricultural practices, and livelihoods in a Nepali village between 1980 and 2010. A survey was administered to all village households in 1980, 1990 and 2010; semi-structured interviews were also conducted. Tree species frequency, density and dominance were determined for eight forest patches during each survey. Over this period the population of the village remained stable; the number of children decreased, and the number of people over 50 increased. Famers keep significantly fewer livestock, and have become less dependent on farming and more engaged in commercial activities. In 1980 the number of out-migrants was so few that they were not recorded; by 2010, 29 percent of the adult male population was engaged in migration. Nepal initiated an acclaimed Community Forestry program in the early 1990s; by 2010 about half the village’s forests showed improved tree density and size. Contrary to expectations and published literature, the study found that forest conditions in half of the village’s forests were not improved; and while livelihoods appeared to be better in 2010 than in 1980, they are not more secure as they are increasingly dependent on remittance incomes and hence at the whims of the international labor market.  相似文献

This article offers an overview of the literature on international democracy promotion in relation to the Middle East and North Africa (MENA). It draws on the criteria of process tracing to evaluate the mechanisms, processes and episodes of democratization associated with international democracy promotion in the region. It finds that the literature lacks a clear account of how international democracy promotion relates to conditions for democratization and could pay greater attention to the role of media in either supporting or counteracting democracy promotion activities which impact democratization processes in the region.  相似文献

Educational approaches that enable students to actively and directly participate in “real-world” projects are increasingly recognized as valuable pedagogical tools and, as such, being incorporated into university curriculums worldwide. Though not traditionally associated with political science courses, project-based international service learning presents a tremendous opportunity to bring classroom concepts and theories to life, provide an active approach to addressing international challenges, and assist students in the development of the hands-on, problem-solving, team-based, critical-thinking skills that are increasingly important to employers across all sectors. This article seeks to encourage political science faculty to incorporate international service learning—and/or project-based approaches—into their educational offerings. Through examination of the course Global Synthesis in Liberal Arts and Engineering Studies at California Polytechnic State University, we have identified multiple factors that can help promote successful execution of project-based international service learning as a pedagogical tool, and provide additional suggestions for faculty interested in adopting specific aspects of these educational approaches, and/or in doing so closer to home.  相似文献

This article aims to inform the long‐standing and unresolved debate between voluntary corporate social responsibility and initiatives to impose binding legal obligations on multinational enterprises. The two approaches share a common feature: neither can fully specify its own scope conditions, that is, how much of the people and planet agenda either can expect to deliver. The reason they share this feature is also the same: neither is based on a foundational political analysis of the multinational enterprise in the context of global governance. Such an analysis is essential for providing background to and perspective on what either approach can hope to achieve, and how. This article begins to bridge the gap by illustrating aspects of the political power, authority, and relative autonomy of the contemporary multinational enterprise. The conclusion spells out some implications for the debate itself, and for further research.  相似文献
