Bilateral relations between France and either Germany or the UK are the backbone of European security and defence cooperation. From a strategic and cultural point of view, these relations are not self-evident. In this article, we track the memory-framing processes accompanying the creation of major bilateral initiatives. Leaders such as Adenauer and De Gaulle, Mitterrand and Kohl, Blair and Chirac, and Sarkozy and Cameron imagined bilateral communities of fate informed by mutually understandable historical memories: the World Wars for the Franco-German relationship and the Empire for the Franco-British relationship. Based on these memory frames, Franco-German identity undergirds a policy-based integration of core state powers while Franco-British identity informs capacity-building and force projection (a resource-based integration). These bilateral identities led to earmarking national military forces for common purposes and intertwined defence industries. In some cases, they also provided an impetus for EU cooperation in the context of the Common Foreign and Security Policy or the Common Security and Defence Policy. 相似文献

ABSTRACT Conventional wisdom claims that reputation leads sovereign states to full debt repayment. However, defaults are recurrent, some debtor countries take a lot of time to end them, and some extract costly concessions from investors. This article argues that these differences are largely explained by the political regimes in the borrowing countries. While previous research examines whether democracies make more credible commitments, we analyze how democracies affect bargaining with foreign investors after a default occurs. Democracies, with their institutional checks, electoral uncertainty, greater transparency, and public deliberation, make swift decision-making harder, create incentives to pander and posture, and give leverage to minimize the win set of viable agreements. We test our theory on a comprehensive dataset of debt restructurings with private creditors in the period 1975–2017. The event history analysis indicates that democracies experience longer restructurings and the double-hurdle regression analysis shows that democracies obtain larger creditor losses. Further, there is interesting variation among democracies and autocracies. Our findings suggest that political regimes are crucial to explaining why cooperation fails in international debt markets. 相似文献

This paper compares and clarifies differences revealed in proposals from different regions on a future multilateral climate regime, after the year 2012. More than 100 articles in English were collected, categorized according to the lead authors region, and then reviewed to identify the general tendencies of each region. Proposals on emission allocation rules were the most popular in Europe, while rules related to international emissions trading dominated proposals from the United States. Few articles came from other Annex I countries, but these generally provided only the most basic aspects of a future regime. Meanwhile, concerns for equity and the relevance of any new regime in terms of sustainable development were clear in proposals from non-Annex I countries. Differences among regions were considered to be a reflection of current circumstances in each authors region. The capacity and culture of authors in some regions were considered to be other possible factors in differences. The paper concludes that recognition of regional background that formulate respective preferences and concerns regarding a future climate regime will be important to help reach a multilateral agreement in future official negotiations. 相似文献

Italy, Portugal, Greece and Spain have enacted reform laws during the last 20 years with the intention of turning their health insurance systems into national health services. Universalisation of access to public health care was at the centre of the political debates which led to the passing of the reform laws. This article analyses the policy-making processes that allowed for such institutional change, as well as achievements and shortcomings of the implementation processes that followed.
