Efforts to incorporate “political thinking” into policy-making and practice in OECD-DAC development agencies have increasingly focused on the use of “political economy analysis” (PEA) frameworks and tools. While recognising the fundamental value of promoting politically informed programming, this article nevertheless highlights how contemporary efforts to this end have largely ignored another central development agenda: the ownership paradigm. Emphasising the highly donor-centric nature of PEA design and methodology, we explore critiques and justifications of this state of affairs, ultimately arguing that donors would benefit from embracing a more flexible and context-specific understanding of ownership. 相似文献

NGOs aided by external economic aid can play a critical part in post-accord peacebuilding situations. This article explores the impact of the International Fund for Ireland and the European Union Peace III Fund in nurturing sustainable peace through development in Northern Ireland and the border counties of the Republic of Ireland by examining the perceptions and experiences of 107 local NGO leaders and 13 funding agency development officers. During the summer of 2010, 120 people were interviewed using semi-structured interviews in Derry city and nine border counties. The article explores the role of external economic international assistance aids in building sustainable development, reconciliation, and peace in Northern Ireland and the border counties. 相似文献

This practical note discusses some of the challenges evaluators face when their values clash with those of their employer. A case example where the author was commissioned to complete an evaluation for a community development project within a welfare-minded NGO highlights evaluation issues for welfare-minded NGOs attempting to deliver community development programmes. A fundamental issue is the differing interpretation of key terms including evaluation, participation, and empowerment. The note discusses how the author attempted to navigate between maintaining community development principles in the evaluation process while at the same time fulfilling quantitative evaluation requirements mandated by the organisation and funders. 相似文献

This article defends the Responsibility to Protect (R2P) doctrine (adopted by the United Nations in 2005) against critiques by Fabrice Weissman in this journal, and against similar criticisms of humanitarian intervention and human rights norms made by postmodern thinkers in the Nietzschean tradition, such as Alain Badiou and Anne Orford. I argue against Weissman that R2P can be effective in stopping or preventing mass atrocities, and in particular that opposition to military intervention in Syria during the 2013 debates was a terrible mistake. Moreover, the moral ground for humanitarian aid efforts is the same as the basis for forceful rescue from mass slaughter, ethnic cleansing, and persecution (when other conditions of just war can be met). Weissman's critiques misinterpret just war theory on key points and rely on inflated rhetorical strategies inspired by extreme forms of cultural and moral relativism that are intellectually bankrupt—both in blaming “Western imperialism” for most crimes against humanity committed by tyrants, and in leaving hundreds of thousands without the only protection that could prevent their murder and exile. These extreme positions and the strained rhetorical devices used to defend them do not deserve the wide respect they command in some parts of academia. 相似文献

This study examines university students’ perceptions of the Ghana police service in contrast with general population studies that explain citizens’ attitudes toward the police. Two research questions guided this study: (1) What are university students’ perceptions of the police? and (2) What factors influence university students’ perceptions of the police? Using data collected from one large university in Ghana between the months of December 2012 and February 2013, the study found several intriguing findings. First, students have moderate trust in the Ghana police. Second, students critically evaluated police procedural fairness and effectiveness. Multivariate regression models revealed that vicarious experiences of police corruption, marital status, level of education, and ethnicity predicted students’ trust in the police as well as influenced their perceptions of fairness and effectiveness. In their paper Beyond Procedural Justice, Bottoms and Tankebe specified two interrelated dimensions of legitimacy: audience legitimacy and self-legitimacy. Criminologists have given considerable attention to audience legitimacy, but police officers’ belief in their own legitimacy remains understudied. This paper extends Bottoms and Tankebe’s theory and reports findings on some of its key propositions, using survey data from a UK police force. Three key findings emerge. First, contrary to previous studies, feelings of recognition by supervisors and clientele did not predict self-legitimacy; self-legitimacy was found to depend on feelings of peer recognition and acceptance. Second, self-legitimacy predicted officers’ commitment to external procedural justice but not their moral orientations towards crime victims. Finally, perceived police effectiveness but not supervisor recognition – that is, internal procedural justice – was the key predictor both of external procedural justice and of normative orientations towards crime victims. A nation’s cultural policy is derived from its political and governance history, and its past practices. Taking the genealogical traits of South Korean cultural policies into account, the authors examine the contributions and risks of a public-led arts incubator program. One of the Arts Council Korea’s grant programs in the arts-incubating structure was involved with a public funding scandal of political intervention during the grant review process. Consequently, questions were raised about the current bureaucratic system for cultural policy. Our aim was to investigate whether early detection was feasible in prison and whether it could improve mental health outcomes in young prisoners. A secondary aim was to explore whether it can reduce returns to prison. Between 2011 and 2014, a total of 2115 young prisoners were screened, 94 (4.4%) met criteria for ultra-high risk for psychosis and were offered an intervention, 52 actually received it. Return to prison data were sought on the 52 participants, receiving a formal intervention. Of the 52 prisoners who received an intervention, 30.8% returned to custody compared to national average reconviction rates of between 45.4 and 66.5%. Our results suggest that early detection is a feasible option in a prison setting, improving mental health outcomes and reducing returns to prison. Mental health outcomes were recorded for a sub-sample of those receiving the intervention. The results indicated statistically significant improvements on measures of depression, anxiety and psychological distress. 相似文献
