家庭暴力这一严重的社会问题日益受到世界各国的关注和重视。要从根本上消除家庭暴力,关键是要把家庭放到社会的大背景中去,了解产生家庭暴力的社会的、经济的、文化的、心理的原因并运用社会力量加以解决。其中产生家庭暴力的心理因素是一个值得注意的重要方面,也是根治家庭暴力的源头。

Remembering 1968 in Mexico: Elena Poniatowska's La noche de Tlatelolco as Documentary Narrative

This article considers Elena Poniatowska's La noche de Tlatelolco [ Massacre in Mexico ] as an example of documentary narrative. It examines the narrative strategies she uses to articulate a tripartite interpretation of the events of 2 October 1968. First, it argues that Poniatowska's text represents the Tlatelolco massacre as a crime against humanity constituted by multiple abuses of human rights. Second, the text is shown to expose the cover-up that occurred as a result of the deliberate manipulation of information by the Mexican state. Third, from a more positive perspective, it is argued that the text represents Tlatelolco as a milestone in the ongoing struggle for democracy. Overall, attention is drawn to the importance of Poniatowska's text in the construction of cultural memory as a counter to official history in narrative representations of this particular trauma in Mexican history.     

我国解决公共健康危机的法律策略探析

对我国解决公共健康危机的国内法律策略进行探析,提出八种解决措施:强制许可、平行进口、专利权的例外、对限制竞争行为的控制、BOLAR例外、禁止反向支付、对传统知识和遗传资源予以知识产权保护以及医药专利审查制度——"事先同意"法律制度。其中前四种措施是国际社会上一直以来倡导的主要措施,后三种是新的解决公共健康危机的法律措施,其创新点在于:第一,呼吁将禁止反向支付纳入法律,并与BOLAR例外相结合使用,促进仿制药品的尽快上市;第二,将公共健康、医药品专利以及传统知识和遗传资源的知识产权保护三者紧密相连,通过对传统知识和遗传资源予以知识产权保护来应对发达国家的医药品专利;第三,"事先同意"法律制度是巴西提出的一种旨在保护公共健康,应对医药专利的新的法律制度,该制度规定凡是涉及医药品专利的申请都必须经过国家知识产权局和国家公共卫生监督局的公共审查,并且国家公共卫生监督局有是否授予专利的最终决定权。     

Elite Co-optation,Repression, and Coups in Autocracies

This article provides an explanation for the significant variation in coups in autocracies. The existing theoretical literature focuses on the strategies that leaders use to thwart mass mobilization and survive in power. However, most autocratic leaders lose power through a coup, indicating that the main threats to political survival in autocracies emerge from insiders and not from outside the incumbent coalition. This article focuses on leaders’ strategies to mitigate elite threats and argues that autocrats’ strategies of co-optation and repression within the ruling elite and the armed forces affect the risk of coups in opposite ways. Elected authoritarian legislatures are instruments that leaders employ to co-opt members of the incumbent coalition and are expected to decrease the likelihood of coups. In contrast, purges of insider actors constitute a repressive strategy that depletes bases of support and increases the risk of coups. We find empirical support for these hypotheses from a sample of all authoritarian regimes from 1950 to 2004.     

Effective Implementation Strategies of Differential Response in Child Welfare: A Comparative Case Analysis

Differential response is a growing approach in child welfare that aims to maintain children safely in their homes when possible. This study examined how the implementation of differential response varies between counties with improved child safety outcomes compared to counties with poorer outcomes. Data was collected from nine counties through semi-structured focus groups with workers and interviews with supervisors. Results indicated that counties with improved outcomes had integrated the following implementation strategies: use of comprehensive assessment protocols; integrated supervisory support and on-going coaching of effective practices; and increased mobilization of resources, including enduring supports for parents, supports to help families meet basic needs and culturally responsive services for families.
