Europeanisation of a Non-EU Country: The Case of Swiss Immigration Policy

Although studies of the influence of Europeanisation on domestic politics and institutions are numerous, a consistent and systematic analytical framework is still lacking. This article tries to overcome this weakness and presents a comprehensive framework that examines the conditions under which Europeanisation is likely to lead to national adaptation. We identify three main independent variables, including domestic power configurations, mediating domestic institutions, and actors' strategies. This model is applied to the agreement on the free movement of persons between Switzerland and the European Union. Our results suggest that it is not the number of veto points as such that matters most, but the strength of the actors that activate them or threaten to do so, and the counter-strategies available to actors favouring change.

Gaining access or going public? Interest group strategies in five European countries

Interest groups differ in the strategies they use to influence public policy. Some mainly try to gain access (i.e., have direct contact with decision makers), whereas others tend to ‘go public’ by launching campaigns that aim to mobilise the broader public. In this article it is argued that group type – namely the distinction between business associations, professional associations and citizen groups – is a major determinant of the choice of strategy. The effect of group type, however, is conditional on the group's endowment with material resources and the issue context: the differences across group types are largest for resource‐rich associations and associations active in distributive policy fields. Original data from surveys of national associations in five European countries (Austria, Germany, Ireland, Latvia and Spain) enable the assessment of this argument. The theoretical expectations are supported, with the results having relevance for the normative evaluation of political systems and the positive study of interest group influence.     

Spinning on the Conference Circuit

ABSTRACT

Making sure political parties receive comprehensive and favourable media coverage is a full-time activity that extends beyond the period of election campaigns. In the era of the permanent campaign the annual autumn conferences of the main British political parties represent a publicity opportunity. The undivided media coverage of these events provides a platform for the political parties to sell themselves and their policies to a national audience beyond the conference venue, but also presents considerable risks. To ensure that they successfully exploit this publicity opportunity the party managers, with the aid of communication experts, both control the conferences and implement media management strategies. This article examines how the parties have adapted their conferences to sell themselves and their policies. It highlights the public relations techniques that are employed to ensure that party policy gains the desired positive news coverage and that the coverage of potentially damaging events is minimized. It concludes by considering the impact this marketing driven logic has on the party conferences and their media coverage.     

元认知学习策略研究(英文)

Meta-cognitive learning strategies hold an important position among learning strategies. It is self-evident that the researches on overall use of strategies should begin with the meta-cognitive strategies. This paper is aimed to investigate into the meta-cognitive strategies by, firstly, reviewing the definition and classification of meta-cognitive strategies; secondly, studying the factors affecting the use of learning strategies; thirdly, presenting the previous relevant researches which have been done at home and abroad; finally, giving recommendation for further research in this field.
