Multisectoral partnerships with local government have emerged as a strategy for solving ‘wicked’ problems in communities, although research about these types of public–private partnerships is limited. Available evidence suggests that differentials in power and status, value bases and perspectives on priorities have been problematic in partnership building with community. This paper examines the role of local government as the funded, lead organisation, in a public–private partnership for planning, designing and constructing a business accelerator in one of Australia’s growth regions. Partnership scope, role and outcomes were measured against a conceptual framework mapping success indicators. Findings show core principles for successful partnership were achieved and supported by the role, capacity and commitment of local government to forming strong working relationships with consortium partners. Relationship building and commitment to collective project outcomes were pivotal to success. Further research is needed to assess whether emerging trends hold and consolidate over time.  相似文献

权力和利益是政治学和政治哲学中的两个极其重要的问题,两者之间有着密切的关联。本文重点论述了权力和利益的内在关系,指出利益关系是权力关系的基础,权力既是获取利益的主要手段,也是解决利益矛盾的基本手段,追求利益是追求权力的基本动力和深层原因,利益矛盾是促使权力变异的主要原因。追根溯源,权力问题的许多根子在利益问题上,因此,解决权力的分配、变异和制衡等问题应选择利益作为突破口,以利益的获得和损失作为制衡权力的切入点。  相似文献

Personality profiles of women with multiple abusive relationship histories (N = 42) were compared to either abused women with 1 abusive relationship (N = 33) or a control group (N = 52) on the Coolidge Axis II Inventory (Coolidge & Merwin, 1992, J. Pers. Assess. 59: 223–238), a self-report measure based on the Diagnostic and Statistical Manual of Mental Disorders (DSM-IV; American Psychiatric Association, 1994). Women with multiple abusive relationships had higher rates and greater levels of dependent, paranoid, and self-defeating personality disorders than women in the other 2 groups. Women in multiple abusive relationships had significantly more depression, and women in this group with posttraumatic stress disorder (PTSD) had significantly more personality disorders than women with single abusive relationships with PTSD. Women in single abusive relationships did not exhibit more psychopathology than women in the control group with matched marital status. Theoretical and methodological issues, and treatment recommendations are discussed.  相似文献

Research Summary This study capitalized on differences in domestic violence prosecution policies between two boroughs of New York City. In Brooklyn, arrest cases generally are filed, but in the Bronx, cases typically are not filed when the victim does not want to proceed. We sampled 272 intimate partner cases declined by the Bronx prosecutor and 211 similar cases filed by the Brooklyn prosecutor. The Brooklyn policy is more costly, and most cases ultimately were dismissed. After 6 months, rearrest rates did not differ significantly between the two boroughs, although victims offered qualified support for the universal filing policy. Policy Implications Prosecutors face conflicting pressures when victims do not support prosecution. Victim empowerment and resource conservation favor declining such cases, but sending a message of zero tolerance favors filing. Our results support an intermediate policy of filing most cases but dropping them sooner to give victims a voice while avoiding heavy investments in cases headed for dismissal.  相似文献

Despite increased public awareness and professional intervention, men's violence against their female partners continues to be a grave reality that challenges those involved to seek better solutions. In recent years, restorative justice has become an established alternative to the criminal justice system for dealing with a number of crimes, and is now starting to be applied to cases of intimate partner violence. However, given the unique social, relational, and psychological contexts of these crimes, doubts are also emerging around the appropriateness of these applications. This paper addresses this debate by reviewing the evidence supporting the use of restorative justice models for various populations, and their ability to address the particular concerns of those affected by intimate partner violence. It explores the fit between restorative justice principles and processes, and what is known about the needs and capacities of this group of victims, offenders, and the communities to which they belong. It is concluded that while the restorative justice model shows promise, there is insufficient evidence at this time to support its use in situations of intimate partner violence.  相似文献

In this paper we describe and analyse IP-based spin-offs as a relatively new phenomenon for transferring knowledge from science to industry. We argue that the effectiveness of this mechanism is subject to a complex array of institutional factors. These factors entail national, sectoral, regional and managerial institutions. Based on an indicative comparison between the Netherlands and the United States we find that is especially the combination of national and sectoral institutions that condition whether an IP-based spin-off is established in the first place, whereas regional and managerial institutions condition its subsequent chances of success. We finish by formulating some notions for public policy.  相似文献

This article considers the transgressive and transformative possibilities in the sexual silences of the U.K.’s Civil Partnership Act 2004. The absence of a consummation requirement and adultery as a specific ground of dissolution do open up some possibilities but are not unproblematic. These issues are explored in the context of the England and Wales Law Commission’s apparent ‘return’ to a conjugal model in its forthcoming consultation on cohabitation. It is concluded that though the Act may open up possibilities for expanding the legal recognition of relationships beyond those that are sexual, this raises concerns about the further privatisation of care as well as increased state intervention in relationships. Instead, I argue that the purpose and function of relationship recognition should be deconstructed and separated from ideology and romantic mythology about what families and relationships are and should be. If it does wed itself so closely to the conjugal marriage model in the consultation document, the Law Commission will miss a valuable opportunity to ask important questions about the purpose and function of relationship recognition.  相似文献
