There is reason to suspect that lower levels of exposure to criminogenic peer‐based risks help explain why immigrant youth are less involved in crime and violence. However, it also is possible that if and when they do encounter these risks, immigrant youth are more vulnerable to them than are native‐born youth. Drawing from literature on the adaptation experiences of immigrant adolescents, we hypothesize that immigrant youth will be relatively more susceptible to the effects of both 1) exposure to deviant peers and 2) unstructured and unsupervised socializing with peers when compared with their nonimmigrant counterparts. Using a sample of approximately 1,800 adolescents from the Project on Human Development in Chicago Neighborhoods (PHDCN) study, we find support for our first hypothesis but not the second. Specifically, in both cross‐sectional and longitudinal models, we find that exposure to deviant peers has a greater impact on violence among immigrant youth than it does for native‐born youth. Furthermore, this pattern of results is supported with supplemental, sensitivity analysis using the AddHealth data. In contrast, there are no statistically significant differences across immigrant generation status with regard to the effect of informal socializing with peers on violence.  相似文献

Research Summary Precursors to serious and chronic delinquency often emerge in childhood, stimulating calls for early interventions. Most intervention efforts rely solely on social service programs—often to the exclusion of the juvenile justice system. The juvenile justice system has been reluctant to become involved in the lives of relatively young children fearing net widening or further straining resources that could be used for older youth with documented delinquency histories. We report here the results of an early intervention program sponsored by and housed in a district attorney's office in Louisiana. Using a quasi-experimental design, we examined outcomes associated with program involvement as well as whether the obvious involvement of the prosecutor's office was associated with further reductions in problem behavior.
  • 1 : The results revealed that significant reductions in problem behaviors of young children could be attributed to program participation.
  • 2 : The obvious involvement of the district attorney's office, however, was associated with limited, albeit significant, reductions in specific problem behaviors.
  • 3 : These findings show that successful early intervention efforts can be made part of the juvenile justice system and that in some limited situations prosecutorial involvement can result in positive outcomes.
Policy Implications The expansion of early intervention programming into the juvenile justice system offers opportunities to address early problem behavior. Our study and its results have the following policy implications.
  • 1 : Closely coupled partnerships between schools and the juvenile justice system can effectively address, mitigate, and perhaps prevent an early onset of antisocial behavior.
  • 2 : Even so, coupling early intervention efforts to the mission of the juvenile justice system warrants debate. Net-widening, resource diffusion, and the potential for officials to rely too heavily on the deterrent characteristics of the justice system represent serious threats to the integrity of effective early intervention programs.
  • 3 : We suggest substantial debate and consideration is given before coupling early intervention efforts to the juvenile justice system.

The present study examined the effects of institutional pressures on homeland security preparedness among law enforcement agencies in Illinois. The data come from the Illinois Homeland Security Survey (IHSS). Specifically, the study employed three theories to explain homeland security preparedness: contingency theory, resource dependence theory, and institutional theory. We hypothesized that institutional pressures will lead to isomorphism as agencies attempt to conform to institutional expectations about appropriate activities in a homeland security era. To evaluate these theories and their impact on homeland security practices, the authors used confirmatory factor analysis. The IHSS data lend strong support to the application of organizational theory as a lens through which homeland security preparedness can be understood. Institutional pressures, such as professional and government publications, training, professional associations, and the actions of peer agencies, significantly influenced municipal and county agencies in Illinois. Funding, while often thought important to encourage preparedness, was not a significant predictor. The results of this analysis advance our understanding of homeland security preparedness via institutional theory by suggesting that the larger environment is salient.  相似文献

Restorative justice processes, and family group conferences in particular, have become increasingly common in justice system practices across the globe. There has also been significant scholarly interest. Yet, with several notable exceptions, much of the research has been characterized by relatively weak designs, and questions related to the impact of family group conferences on re‐offending remain unanswered. This research is intended to begin to address these issues. The study is based on an experiment conducted in Indianapolis, Indiana whereby young, first‐time‐offending youths were randomly assigned to either a family group conference or one of a number of court‐ordered diversion programs. Nearly 800 youths participated in the experiment, and the cases were tracked for 24 months following their initial arrest. Survival analysis techniques were used to compare prevalence patterns of re‐offending among the treatment and control groups. The results indicated a significant difference between the two groups with the control group experiencing higher rates of failure (re‐offending). The differences were most pronounced during the period of 3–8 months following the initial arrest. Incidence rates were also compared. Assignment to the treatment group was negatively related to incidence of offending. Given the consistent finding of victim benefits in restorative justice processes, the results suggest that conferences hold promise as an effective intervention, at least for young first‐time offenders, and warrant continued experimentation.  相似文献

The relationship between race/ethnicity, community dynamics, and juvenile court processes has long been established. Prior research has relied on city‐ or county‐level measures of community characteristics (e.g., racial composition, poverty) to examine how racial groups are processed within juvenile courts. To date, no study has utilized finer scale measures of geographic areas to examine how characteristics of juveniles’ communities impact court decisions. By utilizing official juvenile court data from a city in the southwest, this study draws upon attribution theory to examine how economic and crime community‐level measures directly and indirectly influence detention outcomes. Findings reveal that the effect of race and ethnicity in detention outcomes varies across communities, and the effect of ethnicity in detention decisions is mediated by economic community‐level measures. The theoretical and policy implications of the study findings are discussed.  相似文献

In 2001, the Clark County Juvenile Court in Washington State implemented the use of “restorative community service” (RCS) as part of its larger adoption of a restorative justice framework. This paper explores the court’s implementation and use of RCS, including: (1) the types of institutional changes made by the court in its development of RCS, (2) the types and qualities of social interactions observed by the researcher through participant observation at several RCS sites, (3) the practical implications of these findings for proponents of restorative justice in the use of community service in youth settings, and (4) the theoretical implications of these findings for sociological and criminological research on community service.  相似文献

Numerous factors have been posited to promote desistance from criminal offending in late adolescence and early adulthood. Research in this area has generally examined these factors for their impact on offending for a period shortly after the occurrence or shifts in possible predictors. The current study takes a slightly different approach. It examines the broad relation of life changes and developmental patterns to wholesale shifts in offending behavior. The current study uses data from the Pathways to Desistance study to compare the developmental patterns of two groups of serious adolescent male offenders: those who are “system successes” with no subsequent criminal justice system involvement and a matched sample for a 7‐year period after court involvement for a felony offense. Findings from growth curve analyses indicate that patterns of change in criminal attitudes, psychosocial development, and legal employment over this extended follow‐up period are related to an absence of offending. These results support further investigation of the synergistic effects of psychological changes and entry into the job market as possible mechanisms promoting desistance during this developmental period. The policy and practice implications of these findings are discussed.  相似文献

Longitudinal research has seriously challenged assumptions that juvenile sex offenders (JSO) are characterized by high level of dangerousness, mental health problems, and crime specialization in sex offenses. The current study examines the longitudinal pattern of offending among a sample of JSO and a sample of juvenile nonsex offenders. The research design includes longitudinal data over a nine-year period allowing the examination of offending patterns and the crime mix from age 12 to age 23. The findings highlight that, while JSO are prone to persist offending in adulthood, there is limited continuity of sex offending. Further, the findings stress the importance of taking into account nonsexual juvenile delinquency, more specifically, youth violence, to make a better assessment of early adult offending outcomes of JSO.  相似文献

The purpose of this study was to identify empirically, for the first time in France, the prevalence of adolescent weapon carrying with particular focus on the contribution of a broad range of social bonding, strain, social learning, and sociodemographic predictors. A multivariate logistic regression model was conducted using a backward elimination procedure to identify the significant predictors of weapon carrying controlling for age, gender, and SES in a sample of 12,706 French youth aged 11–19 years. Results revealed that the odds of weapon carrying increased among adolescents who suffered from past victimization, who had a negative relationship with their mother, and who repeated a grade at school. Moreover, holding pro-delinquent beliefs and having delinquent peers also increased the odds of weapon carrying. Our findings highlight the importance of the interpersonal and social context when examining the determinants of weapon carrying and showed a unique contribution of components of social bonding, strain, and social learning in weapon carrying among adolescents.  相似文献
