我国法学教育的窘境与出路

法学教育关乎我国的法治建设和广大法学生的切身利益。近年法学教育处境尴尬,原因主要是盲目扩招、错误的培养方向以及落后的教育方式。改革势在必行,要转变观念,对法学教育目标重新定位。借鉴国外成功经验,法学教育应以培养社会需求的应用型和技能型人才为主。为此,应适当限制招生规模,改革传统的教育和教学模式,大力发展和培养实务型师资队伍,多管齐下,力争培养出受社会欢迎的应用型法律人才。     

An Assessment of a Drastically Changed Federal Workplace in the United States

Abstract

Written by four experienced government employees, this article discusses many alarming changes that have been forced on the Federal government workplace over the past 20 years. The article identifies actions by elected and appointed officials that have greatly changed and weakened a workplace that was a model for America. Several attributes of the Federal workplace of the past and of the present are compared and contrasted.     

Conclusion: Getting It All Together

Abstract

As the aticles of the symposium present a wide variety of conclusions on whether public administration has “grown up,” this overview article does not attempt a unified synthesis of the authors’ views but rather makes a composite analysis of contrasts and patterns among them. Attention is then shifted to the organizing metaphor itself, that of maturation. Following a review of how each article employs it, some general reflections are offered on its usefulness.

经济发展的市场化取向在发挥其积极作用时,也使基层政府深刻卷入社会矛盾和冲突中,基层政府面临着来自上级政府与基层群众两个方面的压力。基层政府的行政责任和行政能力之间存在着一系列不对称,导致基层政府调处社会矛盾的能力弱化、机制失效。应当调整对基层政府的考核标准,改革基层行政管理体制和财政制度,加强与公民社会组织合作,推动基层政府向管理本位回归。     

HELPING CLIENTS TRANSITION TO INDEPENDENT LIVING

There is growing recognition and concern that too many of the 20,000 foster youth who age out of the child welfare system each year 1 in this country do so without the basic necessities of housing, education, employment, and health care. The purpose of this article is to outline the problems facing foster youth as they leave care and to detail, as a case study, the steps taken by KidsVoice, a Pittsburgh legal services organization representing almost 5,000 dependent children each year, to help youth in foster and substitute care transition more successfully to adulthood and independent living.
