高校党的思想建设规律探析

细致分析和研究新中国成立以来高校党的思想建设的基本情况,就不难发现其自身的基本规律:随着经济社会的发展进步,高校党的思想建设的重要性愈加凸显;高校党的思想建设的内容和方法发展变化;高校党的思想建设的难度不断加大。充分认识高校党的思想建设的基本规律,加强党组织在高校的核心领导地位,对于培养和造就中国特色社会主义事业的合格建设者和可靠接班人有重要意义。     

财政法视角下的公共财政界定

公共财政由于具有积极分配财政资源的特殊属性,在促进和谐社会建设、促进社会公平分配等方面有着不可估量的作用。随着我国总体经济方式的调整,财政实践中已基本形成公共财政的思路与目标,财政方式也已随之发生改变,财政干预的活动方式也发生改变。财政法作为主要调整公共财政关系的法律,对保障公共财政具有重要作用。由于财政法理论的特殊性,它不能简单地等同于或借用经济学上的一般分析,财政法视角下的公共财政的界定是财政法首要的问题。财政法理论需要尽快或更多注意公共财政的建设目标与进程,并作为财政法基础理论建构的内容。     

关于生态发展区的土地发展权转移

土地发展权是经济法意义上之权，具有公权和私权的二重属性，其所保护的法益为社会公共利益，它有利于实现社会资源配置的帕累托最优。在构建生态发展区土地发展权转移机制时应坚持经济法的理念和原则，调制的实体内容和程序规范要有法可依，调制行为要符合生态和经济发展的客观规律，调制的绩效要兼顾效率和公平；在推进生态发展区土地发展权转移时必须定位实施主体，明确职责，建立高效、透明的开发区管理制度，科学合理地设立招商引资门槛，以保障生态发展区的发展机会与发展权利。     

利益认同：思想政治教育价值实现的基础

利益认同是思想政治教育存在和发展的前提，是实现思想政治教育价值的基础。在新形势下，要以利益认同为基础，促进思想政治教育价值的实现，就必须努力做到以下几点：一是加强义利观教育，引导人们正视各种利益关系；二是建立健全群众利益表达机制；三是从人民群众的切身利益出发，以实际行动全面满足人们合理的物质、精神生活需要。     

Effects of Budgetary Constraints on HR Reforms in Central Public Administrations and the Importance of Institutional Context

A standard criticism toward New Public Management has been its focus on efficiency and cost saving. As a consequence, other important reform objective aspects and administrative values such as quality, fairness, engagement, trust, and sustainability would be neglected. In the field of HRM, this again would result in many (un-)intentional reform effects, such as more demotivation, less engagement, and less trust of the workforce in leadership. Unfortunately, many of these claims have not been tested empirically.Especially in the field of HRM, there is very little comparative evidence on how costs are being cut on a grand scale in different institutional contexts, Human Resource Management policies, with regard to different HR instruments and how these cuts impact on Human Resource Management.This study investigates the current HR reforms in central public administration in 32 OECD countries. Using recent OECD data (OECD Data Set, 2015), the study analyses the impact of budgetary constraints with regard to 40 HR issues and HR instruments. These issues were grouped into different HR bundles. The analysis reveals a strong correlation between budgetary constraints and cost-cutting measures. As a consequence, HRM as such is changing dramatically in some countries. Whereas the past reform trends in most OECD countries were characterized by a move away from the classical bureaucratic model, the present focus is on the implementation of ad hoc reforms in order to save resources. Neither is there a common trend toward one alternative high-work performance model nor a reformed universal “bureaucracy-lite mode.” Overall, data show that HR management is not seen as a strategic factor in the reform process in many countries. In fact, most countries have focused on cost reductions and downsizing and not on responsible restructuring.     

政府促进公平分配权力的体系性思考

对社会财富分配规则进行研究,从中提炼能够统辖所有分配规则的抽象的权力范畴,可以提升有关优化收入分配结构、促进收入公平分配的法律问题的理论研究深度。散见于社会财富三次分配中的货币发行权、公共投资收益权、政府采购决定权以及劳动力定价权、征税权、财政补贴决定权、社会保障支出权、税式支出权等一系列权力,可以提炼为公平分配促进权,包括基础性权能和调控性权能的二重结构,各种权力协调运行有助于促进社会财富公平分配。     

多元文化背景下大学生理想信念教育研究——以复旦大学为例

在多元文化背景下,大学生的理想信念受到了不同文化的冲击,我们通过对复旦大学部分学生的问卷调查和走访调研,发现大学生的理想信念状况主流是健康的,积极向上的,但也存在一些问题。因此,本课题试图通过对影响复旦大学学生理想信念的多元文化梳理来找出对大学生进行理想信念教育更有效的方式方法。     

转型时期刑事涉案财物扣押冻结问题研究

针对转型时期经济发展中出现的新型刑事案件和复杂的侦查工作局面,公安机关如何正确理解、适用法律,把握法律、政策界限,做到合法、合理地扣押冻结及妥善处理刑事涉案财物,是公安机关当前需要研究的课题。     

文化安全视域下高校宗教文化热的反思

从文化安全视域下，高校宗教文化热对高校马克思主义意识形态的稳固、高校科学精神的培养以及大学生对民族文化的认同存有负面影响。本文认为，高校党政领导和各职能部门应准确理解和把握党和政府的宗教理论和政策，从文化战略高度，加大科学无神论的研究和宣讲力度，弘扬优秀传统文化，以维护高校文化安全。     

Civil society and state-centred struggles

This article is about civil society and state-centred struggles in contemporary Zimbabwe. I first identify and outline three current understandings of civil society. Two understandings (one Liberal, one Radical) are state-centric and exist firmly within the logic of state discourses and state politics. A third understanding, also Radical, is society-centric and speaks about politics existing at a distance from the state and possibly beyond the boundaries of civil society. This civil society-state discussion frames the second section of the article, which looks specifically at Zimbabwe. It details civil society as contested terrain (from the late 1990s onwards) within the context of a scholarly debate about agrarian transformation and political change. This debate, which reproduces (in theoretical garb) the key political society (or party) fault-lines within Zimbabwean society, has taken place primarily within the restricted confines of state-centred discourses.
