知识吸收能力对服务型企业的服务创新绩效有着重要的影响.本文选择企业竞争优势和客户满意度作为衡量企业服务创新绩效的重要指标,从理论上分析了知识吸收能力对企业竞争优势和客户满意度的影响,并以服务外包企业为例,运用结构方程模型进行了实证研究.研究结果表明:知识吸收能力的提高有利于增强服务外包企业的竞争优势和提升客户满意度,进而提高企业的服务创新绩效.  相似文献

Does the EU governance of the Central and Eastern European candidate states unleash a process of Europeanisation? It is argued here that the current enlargement has generated its own mode of governance, characterised by asymmetry and conditionality. Enlargement governance has recently focused on developing administrative capacity or 'institution-building', defined as the creation of institutions necessary for the adoption and implementation of the acquis communautaire. This article examines horizontal administrative reform and attempts to define the conditions determining the success or failure of the EU's efforts in institution-building. The absence of common EU rules and norms, and the variation of domestic preferences about administrative reform, lead to varying degrees of success in administrative institution-building.  相似文献

This paper is an attempt to describe the nature of a new calculative background that is currently coming into existence, a background that will both guide and constitute what counts as ‘thinking’. It begins by providing a capsule history of how this background has become a more and more pervasive quality of Euro-American cultures as a result of the rise of ‘qualculation’. It then moves on to consider how this qualculative background is producing new apprehensions of space and time before ending by considering how new kinds of sensorium may now be becoming possible. In this final section, I illustrate my argument by considering the changing presence of the hand, co-ordinate systems and language, thereby attempting to conjure up the lineaments of a new kind of movement-space.  相似文献

ABSTRACT

Malawi's Vision 2020 document, a national document that serves as a vehicle to project a future for a more developed, secure and democratically mature nation, laments the tendency of Malawians to denigrade local products and glorify all things foreign. Yet, paradoxically, the document does not address the important issue of promoting Malawi's indigenous languages. This silence can be interpreted as reflective of the population's inclination to ascribe greater value to foreign culture. In Malawi, as in many other African countries, indigenous languages are not considered worthy as media of education, subjects of advanced study or critical vehicles for national development. They are still victim to a discrimination rooted in Africa's 500 plus years of European enslavement and colonisation. Against the backdrop of the pursuit of an African Renaissance, this article looks at Malawi's language policies since independence in 1964, and at how, ten years short of an idyllic national vision, Malawi measures up on the important issue of language.  相似文献

This article explores why the Arabs chose to keep a common language, while the Serbs, Croats, Bosniaks and Montenegrins chose not to. The study argues that the main reason for this can be found in the ideological constrains resulting out of the salience and interaction between different religious and ethnic group building projects in former Yugoslavia and the Arab states. Political elites in both regions favored the ethnic and religious category to different extents. Language planning reflected and implemented the respective ideological imperatives resulting out of these processes. This led to different approaches in defining the common language and its subsequent standardization.  相似文献

This article develops a linguistic injustice test. Language policy measures passing the test conflict with the normative ideal of equal language recognition. The first part of the test checks for external restrictions – language policies that grant more recognition to one language group than to another. The second part of the test checks for internal restrictions – language policies that grant more recognition to some members of a language group than to other members of the same group. The article then applies the linguistic injustice test to two models of linguistic justice: linguistic territoriality and linguistic pluralism. It is argued that real-life cases of linguistic territoriality tend to pass the test. It is argued that instantiations of linguistic pluralism tend to fail the test.  相似文献

Abstract

This article examines the relationship between government performance and quality of life in the American states. We contend that the management capacity of state governments should have direct, tangible impacts on the overall social and economic well‐being of state citizenry. In order to test this idea, we examine the influence of state management capacity (using the 1999 Government Performance Project grades), alongside other economic and political variables, on two prominent measures of state quality of life—The Morgan Quitno “Most Livable State” Index and State Policy Reports' (SPP) “Camelot Index.” We find that both state economic conditions and governmental policy priorities have significant impacts on state performance levels. But, our results clearly indicate that the management capacity of state governments also contributes directly to improving the overall quality of life for state citizens.  相似文献

Abstract

Public management occurs within institutional and spatial contexts that define constraints and shape opportunities for public action. Importantly, the creation, adaptation, and nurture of institutions are socially valuable results of governmental action. Similarly, all human action occurs in and has effects in spatial contexts. The quality of life available to humans is dramatically affected by location and making places more valuable is an important goal of much public policy. Analyses at the nation state level find government creation and maintenance of institutional rules supporting democratic polities and market‐based economies are the most important factors in the long‐term economic performance of nations. When considering institutional context at the regional and local levels, or in specific policy arenas, at least three measures—(1) existing capacity for collective action; (2) complexity; and (3) volatility—need to be considered. Spatial contexts can be usefully analyzed along several dimensions, including structure of the economy, distribution of assets/liabilities and public, business, nonprofit and household activities, geography and population dynamics, among others. Estimating transaction costs of collective action can be a common entry point into analyses of institutional and spatial contexts. Both analysis and practice of public management will be advantaged by systematic attention to institutional and spatial context.  相似文献

This paper examines how the political opposition innovated strategies to overcome obstacles presented by Russia’s uneven electoral playing field. Using evidence from two municipal elections in Moscow, I argue that members of the opposition have coordinated around local contests in response to political opportunities created by the Kremlin, including the anti-electoral fraud protests of the winter of 2011–2012 and the resurrection of gubernatorial elections in 2012. Following these openings, grassroots electoral initiatives recruited and trained opposition-minded individuals, first focusing on established activists and then on politicized individuals, to run for municipal council seats. The campaigns provided training using ad hoc educational seminars and later developed electronic tools that lowered barriers to political participation. As a result of these campaigns, electoral competition has boomed at the local level in Moscow even as regional and national contests have become less competitive. The campaigns demonstrate the continued vulnerability of authoritarian regimes that rely on elections for political legitimacy. Furthermore, the development of highly portable online tools for campaigning has potentially long-term democratizing consequences.  相似文献
