用傅立叶变换红外光谱法检验激光打印机墨粉

采用傅立叶变换红外光谱法对8个厂家的16种型号的激光打印机墨粉进行检测。研究结果表明,根据红外吸收光谱图中在特征频率范围内吸收的差异可以将这16种型号的墨粉分为五大类,根据指纹区吸收峰的差异可以对同一类别中的不同墨粉进行进一步的区分鉴别。该研究对激光打印机形成的文件检验具有现实意义。     

对计算机打印变更伪造文件的检验

随着计算机应用普及率的不断提高及社会作用的逐渐增大,计算机处理文字的优越性也给不法分子刻意变更伪造文件提供了机会。文章提出了计算机打印追加变更伪造文件内容的传统检验方法,从计算机打印的呈现特点入手,对传统机械比对法进行论述,并用案例对此问题加以论证。根据案例分析和实验结果证明传统人为机械比对法是检验的有效途径之一,这种检验方法不但对促进文检工作有一定现实意义,而且对预防犯罪也有一定的积极意义。     

Effective HRM Implementation by Line Managers: Relying on Various Sources of Support

We explore one of the key underlying mechanisms that mediate the HRM–performance link, namely HRM implementation by line managers. The purpose of our study is to examine the role of various sources of support in explaining effective HRM implementation by line managers. Results indicate that HR, supervisor, and coworker support are relevant in explaining line managers’ HR role performance. In addition, younger line managers and those with greater supervisory experience are found to perform better in their HR role. Hence, organizations should consider developing a broad support network to ensure effective implementation of HRM by line managers.     

中国"反贫困"社会救助法律制度——农村最低生活保障制度实施的制度障碍分析

中国农村最低生活保障制度的建立是"反贫困"进程推进的必然结果,也是促进社会公平,构建和谐社会的必然要求.虽然我国早在20世纪90年代初期就开始了农村低保的试点工作,但各地农村低保制度在实施过程巾遇到了诸多障碍,很多地区的农村低保工作都处于基本停滞状态.我国各地地方政府应拓宽农村最低生活保障资金来源渠道,科学划定农村最低生活保障线,合理选择农村最低生活保障救助对象,不断完善本地区的相关制度,推进农村低保工作的顺利进行.     

The East China Sea Issue: Japan-China Talks for Oil and Gas

Japan and China argued for oil and gas in the East China Sea. The issue flared up in 2003. Between 2004 and 2007 the two sides held 11 rounds of official talks in order to resolve the issue. They sought demarcation of the sea and joint development in the disputed area. The gap between positions remained wide. China claims its continental shelf; Japan proposes a median line. By closely monitoring different rounds of talks, remarks, developments, maneuvers, negotiators and dates, it is possible to construct a broad picture of the issue to measure progress and predict outcomes. It is found that improving relations not only facilitate negotiations but somehow exert pressure for a settlement. The general relationship did affect the pace of talks, which could produce a partial solution.

民主政治视域下践行党的群众路线的长效性机制研究

党的群众路线与我国的民主政治之间存在着高度的契合性和内在的一致性,是发展中国特色民主政治的基础和关键。当前,全党在践行群众路线的过程中,往往受到一些因素的干扰,如传统"官本位"政治文化的影响、群众利益的多元化、权力关系认识的错位以及群众政治参与制度的不健全等。究其根源,在于缺乏一套行之有效的民主保障机制和动力机制。对此,通过破除"官本位"思想,提高民主执政能力,发展人民民主,保障人民群众的主体地位,规制权力失范,加强顶层制度设计,无疑会给党践行群众路线提供内在的长效动力。     

海外学者对群众路线的政治学评价

在海外中共研究中,学者们从政治学的视角对群众路线赞誉有加。主要观点有:群众路线是马克思主义中国化的一个核心问题;是中国现代化的一条组织原则;是对西方民主的一种抗衡;是一种决策模式;构成政治参与的基础;是政治合法性的重要来源;是治理的一种方法,影响着近代以来中国政治的运作与发展,今天仍是中共强有力的政治资源,并将继续主导中国政治发展的进程;群众路线还产生了一定范围的世界影响。总体而言,海外学者的观点是比较客观,也是基本正确的,其观点和视角值得国内学者在研究中参考和借鉴。     

Examination of heterogeneous crossing sequences between toner and rollerball pen strokes by digital microscopy and 3-D laser profilometry

The determination of line crossing sequences between rollerball pens and laser printers presents difficulties that may not be overcome using traditional techniques. This research aimed to study the potential of digital microscopy and 3-D laser profilometry to determine line crossing sequences between a toner and an aqueous ink line. Different paper types, rollerball pens, and writing pressure were tested. Correct opinions of the sequence were given for all case scenarios, using both techniques. When the toner was printed before the ink, a light reflection was observed in all crossing specimens, while this was never observed in the other sequence types. The 3-D laser profilometry, more time-consuming, presented the main advantage of providing quantitative results. The findings confirm the potential of the 3-D laser profilometry and demonstrate the efficiency of digital microscopy as a new technique for determining the sequence of line crossings involving rollerball pen ink and toner.     

Personal identification by the comparison of facial profiles: testing the reliability of a high-resolution 3D-2D comparison model

Identification from video surveillance systems is frequently requested in forensic practice. The "3D-2D" comparison has proven to be reliable in assessing identification but still requires standardization; this study concerns the validation of the 3D-2D profile comparison. The 3D models of the faces of five individuals were compared with photographs from the same subjects as well as from another 45 individuals. The difference in area and distance between maxima (glabella, tip of nose, fore point of upper and lower lips, pogonion) and minima points (selion, subnasale, stomion, suprapogonion) were measured. The highest difference in area between the 3D model and the 2D image was between 43 and 133 mm(2) in the five matches, always greater than 157 mm(2) in mismatches; the mean distance between the points was greater than 1.96 mm in mismatches, <1.9 mm in five matches (p < 0.05). These results indicate that this difference in areas may point toward a manner of distinguishing "correct" from "incorrect" matches.
