Democratization and women’s representation in presidential cabinets: evidence from East and Southeast Asia

This article examines patterns of women’s cabinet representation across all presidential democracies in East and Southeast Asia since democratization. It demonstrates how the choice of female ministers differs across career backgrounds in presidential systems and further examines why young presidential systems in Asia are conducive to women’s access to ministerial power through professional career tracks. We argue that despite women’s successful performance in national legislative elections, women have been restricted to access the power resources necessary to target other political goals, such as cabinet positions, whereas democratic transition has provided broader avenues for women to emerge as professionals outside party politics. By analyzing original data on female ministers in East and Southeast Asia, the study finds that the share of women among professional ministers has increased over time, but women’s share among political ministers has not changed significantly. Additionally, the different qualifications of female politicians and professionals also make them eligible for appointment to different types of policy areas in terms of prestige and gender. Our analysis suggests that women’s cabinet representation has improved overall since democratic transition in Asia, but this improvement disguises contrasting outcomes in women’s cabinet status according to their career backgrounds.     

“The pluses of pulses”: haricot beans and women’s empowerment in Ethiopia

This practical note demonstrates the role that haricot beans play in assisting women to become food and nutrition secure, to generate income, and to have sustainable livelihoods that are resilient to shocks. Based on qualitative research among female and male beneficiaries of a pulse innovation project implemented in southern Ethiopia, the note provides a summary of the critical voices of farmers, and the role that haricot beans play in empowering women. It also outlines some of the challenges that the project faced in achieving its empowerment objectives.     

The role of foreign donors in rebuilding the Ukrainian nation-state

The viewpoint discusses the role of foreign donors in rebuilding the Ukrainian nation-state. It argues that a gardener’s care is needed – not guidance, traditional teaching, or direction, but assistance. Foreign donors’ activities should be oriented principally to the support of internal points of growth, social and economic. The task of empowering actors that show promise to propel socio-economic development from within can and should be prioritised. The policies of empowering local actors (as opposed to financing the government and established businesses) involve first and foremost supporting bottom-up initiatives and start-ups that have demonstrated their relevance and promise.     

Demands,responsibility, and influence in Malawi’s participatory agricultural extension services

Participatory governance offers the potential to deliver responsive and accountable services. This article tests this expectation by looking at how members of participatory extension platforms in Malawi understand the meaning of “demand-driven” services, and allocate responsibility and influence in service provision. Results show that most respondents agree on bottom-up extension services that respond to expressed farmers’ needs (86% of respondents), and assign responsibility and influence widely across state and non-state actors. While these findings suggest that these participatory mechanisms can promote responsiveness to farmers’ needs and accountability, they also point toward different governance challenges in extension services.     

Accountability mechanisms in community-driven reconstruction in eastern Democratic Republic of Congo

A lack of accountability is often considered a root cause of conflict. Many post-conflict reconstruction efforts therefore aim to enhance accountability between authorities and the population through community-driven reconstruction programmes. This article examines the accountability mechanisms in the Tushiriki community-driven reconstruction programme in eastern Democratic Republic of Congo. The ethnographic research found little impact of formal programme accountability. Rather, accountability was shaped differently and had its own context-specific meaning. To make accountability more sustainable, stronger embeddedness in local institutions and more appropriate translations of abstract concepts into the local context are needed.     

Trumponomics and China-US Economic and Trade Relations

Since he took office,the new US president,Donald Trump,has unveiled his broad economic policy-now called Trumponomics.It emphasizes neoliberalism at home,less government regulations,more growth and weakening the welfare state.Internationally,Trumponomics embraces protectionism and nativism with a focus on US economic interests.Trumponomics caters to the lower-middle classes,a reflection of the country's current economic and diplomatic challenges.Trumponomics will bring uncertainty to China-US economic and trade relations.China should carefully study the policies of the Trump administration and prepare contingency plans.     

Security in the name of human rights: the discursive legitimation strategies of the war on terror in France

This article aims to question the discourse on “the war on terror” developed by the French President in the wake of the two terrorist attacks that occurred in France in 2015. Drawing from critical discourse analysis, it explores the discursive legitimation strategies deployed by President Hollande to legitimate France’s securitarian response to the two attacks. It reveals how the defence of human rights served as an overall justificatory framework, through rationalisation, appeals to authority, and moralisation. It argues that Hollande implemented a discursive manipulation of reality to shield his actions from criticisms of illiberalism, all the while reframing the notion of human rights, undermining it and paving the way for an authoritarian-driven executive.     

Sovereignty,bare life and the Arab uprisings

Five years after people took to the streets in protest at political organisation across the Middle East, the consequences of these actions remain. As the protests gained traction, states began to fragment and regimes sought to retain power, whatever the cost. While a great deal of focus has been upon what happened, very little attention has been paid to the role of agency within the context of the fragmenting sovereignty and political change. This article contributes to these debates by applying the work of Giorgio Agamben to the post-Arab Uprisings Middle East, to understand the relationship between rulers and ruled along with the fragmentation of the sovereign state. The article argues for the need to bring agency back into conceptual debates about sovereignty within the Middle East. It concludes by presenting a framework that offers an approach building upon Agamben’s bare life.     

Patriarchal unions = weaker unions? Industrial relations in the Asian garment industry

This paper explores how gender ideologies shape industrial relations in the Asian garment industry. Drawing on ethnographic research, it illustrates how widespread norm perceptions of acquiescent women and assertive men reinforce patriarchal, authoritarian unions. Even if privately critical, women may be reluctant to protest if they anticipate social disapproval. Such beliefs reinforce patriarchal unions, curbing women workers’ collective analysis, engagement, and activism. This weakens the collective power of labour to push for better working conditions. Tackling norm perceptions and building more inclusive unions may help strengthen the labour movement.
