The changing dynamics of international politics such as the expansion of the European Union, the growing importance of Asia, and the post-11 September environment have raised great concern about US soft power all over the world. At the governmental level, transpacific relationships may have encouraged military, economic and sociopolitical collaboration. The Asians' perceptions about US soft power at the individual level, however, may not be consistent with the governmental level. By using the 2003 AsiaBarometer survey, this article examines the factors that contribute to individuals' perceptions about US soft power in seven Asian nations – China, India, Japan, Malaysia, South Korea, Sri Lanka and Thailand. Three main factors – military, economic and sociopolitical – are considered. Higher assistance by the US government engenders positive responses from the respondents. For causal relationships, economic and sociopolitical variables, rather than the military variable, enforce individuals' positive perceptions about US soft power, according to the multilevel estimates. 相似文献

The aim of the paper is to examine leadership at the level of CEOs and effectiveness in healthcare setting. Previous studies suggest that there is relationship between leadership style, situation and circumstances. The relationship between leadership and performance is probably not straightforward and may be influenced by both environmental and contextual factors, yet no irrefutable support on this assumption can be found. In our paper we examine relationships between leadership, environment, organizational context and effectiveness in Polish healthcare organizations. Multifactor leadership questionnaire which has been used in a great number of researches relating to the public sector on leadership was employed in this research. Many American courts face funding obstacles as they try to create and implement unified family court processes that have not been part of the traditional family court adversarial process. To create new staff positions, build and equip adequate facilities, and create and implement innovative programs, grant funding may be available to supplement what local and state governments provide. While social science research confirms that children are adversely affected by exposure to high‐conflict family litigation and domestic violence, many communities have few affordable and available resources to address these issues. ABSTRACT Good governance is a value-laden concept that is characteristically nebulous; it can mean different things to different people, depending on the context in which it is used. The same applies to leadership. Concepts, as Pauw (1999a, 465) puts it, are ‘tools of thinking’ and contexts are ‘the environments or frameworks in which they [concepts] operate’. Lucidity in the meanings of concepts is fundamentally important for shaping debate and enriching discourses. To maintain their power, concepts must be used in their proper contexts. This necessitates an understanding of the art of contextual discourse. Good governance is used in NEPAD as a principle and emphasised as a sine qua non for sustainable development in Africa. On the other hand, NEPAD premises Africa's re-birth or Renaissance on good governance and leadership, with a vision and commitment to repositioning the continent in global power balances. In this article good governance and leadership are considered as concepts. NEPAD is a textual context within which the two key concepts are used and should, consequently, be engaged. The article attempts a critical review of African scholarship engagement with good governance and leadership within the NEPAD context to determine the extent to which contextual discourse is practised. It further grapples with the immediate historical background to scholarship on Africa's development between the 1960s and early 1990s. The exercise reveals that much of the accumulated body of African scholarship and scholarship on Africa's development reviewed does not suffciently contextualise discourse on good governance and leadership within NEPAD, and its key assessment and monitoring device, the African Peer Review Mechanism (APRM), and offers an alternative framework. 相似文献

国家建构主义法治表征着法治进程中对建构理性和国家权威的倚重,具体是指在坚持党的领导的大原则下,以国家治理体系与治理能力现代化为目标,基于国家(权力)自上而下建构法治模式。国家建构主义法治的现实语境是:以中国共产党为轴心的意识形态基础;集中力量办大事的行动策略;党委领导下的多元一体治理格局。高度复杂的社会治理是需要全社会各个功能子系统之间的结构耦合所进行的治理,系统间通过党委的领导予以协调。中国共产党领导的合法性基础应当由绩效合法性向法理合法性转型,中国共产党的自我认知相应地应当由革命型政党向法治型政党转变。国家建构主义法治在具体操作过程中的"两账本"方式还带有一些人治的色彩和政治任务的味道,但客观上起到了督促下级政府快速形成"法无授权不可为"的心理强制作用。国家建构主义法治不排斥社会和个人的协同参与,三者形成了结构和功能上的共轭。国家建构主义法治在未来较长一段时间还会是中国法治发展的基本道路选择。 相似文献

检察垂直领导理论是列宁检察权思想的精髓和重要组成部分,不仅构筑为苏俄和前苏联时期乃至于当代俄罗斯检察制度的理论基点,而且对新中国成立初期检察制度的建立和检察体制的形成产生了重大影响.我国检察系统曾经两度实行垂直领导体制,但是中国检察制度借鉴列宁检察垂直领导理论的历史实践并不顺畅,最终演化为目前的双重领导体制.在当下中国司法改革的宏观背景下,如何推进检察领导体制的改革是一项重大法治课题.重温列宁检察垂直领导思想及其理论逻辑,对于中国检察体制改革的进一步发展和完善,具有重要的理论借鉴价值和实践指导意义. 相似文献
