Obama's Legacy The Foreign Policy of the Late-Term Obama Administration

The year 2014 was a tipping point for the Barack Obama Administration-that was the year when it strove to forge a legacy of the Obama era but came up against challenges arising from major changes that were taking place internationally and domestically.The Administration was then focused on maintaining a fragile balance between creating this legacy and responding to these challenges.Obama stuck to his fundamental principles when dealing with overseas affairs,but he also came up with new responses.The dynamic balance struck between these two formed the basis of the global strategy of the late-term Obama Administration.The Administration's focus at this time highlights the dilemma it faced in forging a legacy.Further,the foreign policy of Obama and Trump are actually not so different;they both supported some degree of isolationism with a focus on domestic issues.

本文认为非物质文化遗产的保护工作是在科技和经济有了长足发展的时代背景下,人为地保护那些濒临消亡的文化遗产。而对非物质文化遗产进行包装、改造,使其适合现代消费者的口味,适合时代的需要,并带来经济效益是对非物质文化遗产的开发利用。保护和开发利用可以并行不悖,但是开发利用代替不了原汁原味的保护和传承。

后位继承与补充继承均为遗产继承中财产利益移转的两种特殊方式，而且两者均渊源于罗马法。后位继承与补充继承充分尊重遗嘱人处分个人财产的意志自由，是继承法遗嘱自由原则的重要体现。我国未来民法典应当确立后位继承与补充继承制度。     

Legacies Versus Politics: Herbert Hoover, Partisan Conflict, and the Symbolic Appeal of Associationalism in the 1920s

The concept of a policy legacy has come into widespread use among scholars in history and the social sciences, yet the concept has not been subject to close scrutiny. We suggest that policy legacies tend to underexplain outcomes and minimize conventional politics and historical contingencies. These tendencies are evident in the revisionist literature on American politics in the aftermath of the First World War. That work stresses continuities between wartime mobilization and postwar policy, especially under the auspices of Herbert Hoover and the Commerce Department. We maintain that a rupture marks the transition between the war and the Republican era that followed and that the emphasis on wartime legacies distorts the political realities of the Harding–Coolidge era. We conclude by noting the risks of policy legacy approaches in historical analysis.

本文以20世纪50年代中期出现的中药避孕为研究对象,探讨知识生成与国家权力之间的复杂关系。中药避孕在此时的兴起,既是中华人民共和国成立初期政府推行节制生育观、改变家庭结构的具体实践,也与当时国家提升中医药至"祖国医学遗产"的地位有直接关系。中医药成为中国共产党作为执政党进行国家转型的政治标志之一。但是,这种由国家权力自上而下推行的中药避孕知识,在流传过程中遇到了自近代以来形成的以实验为核心的"科学"观挑战。据此,中国共产党依据马克思主义辩证唯物观对中医进行新的科学化阐释,并由此夯实了中医在中华人民共和国成立初期的政治地位。

天水在拥有大量物质文化遗产的同时,还拥有大量的非物质文化遗产,需要发掘和整理。应当根据不同特点进行申报、保护,使天水文化更加发扬光大。     

论自由主义与中国传统文化的排异性——兼论20世纪中国自由主义的历史命运

自由主义并非中国土生土长。在西方殖民主义一步一步使中国沦为半殖民地半封建社会过程中,自由主义在中国传播并成为中国自由主义思想体系。中国传统文化天性豁达的包容性没能挽住自由主义失败的历史命运。近代以来,中国自由主义没有化解传统文化、传统文化也没有吞噬自由主义的结局为我们重新理解、阐释自由主义的原则和内容,重估它在中国传统文化现代化过程中的影响留下充足的研究空间。     

The Legacy of the Northern Way?

Abstract

The Northern Way (NW) was a pan-regional, multi-level initiative between three English northern regions, set up to promote economic growth and close a £30 billion output gap. Some limited research on progress prior to 2006 exists, but hardly anything about achievements between 2008 and closure in 2011. This paper redresses the limitations with data from existing evaluations and key stakeholder interviews. Findings reveal that partners developed good collaborative working, gathered robust data on critical economic and social issues, and learnt much during 2004–2008. Between 2008 and 2011, activities were refocused on a narrower set of critical priorities and partners developed real policy learning and became a credible voice for the Northern regions. After closure, it became evident that NW left a ‘vacuum’ as an effective coordinator of evidence and views from three Northern regions. Many issues that it sought to address remain as critical today as they did when it was created.
