大学生参与非法传销的成因分析和防范处置对策

传销,就是多层次直销(MultievelMarketing),传销组织通过多层次、独立的传销来销售或提供劳务,传销员除了赚取货物销售的利润外,还通过介绍、训练他人为新的传销人,并从下线的销售业绩中按事先的约定提取相应比例的报酬。非法传销最大的危害不是行动上的,而是思想上的。在经济社会转型期,传销迎合了某种浮躁的商业文化与暴富心态,扭曲了正常的社会需求和价值观念,对社会诚信造成极大冲击。大学生参与非法传销,是传销组织改变策略,将发展对象转向另一个免疫力相对较差的社会群体的明显信号,必须引起认真思考并加以防范。     

增强基层思想政治工作的实效性

基层思想政治工作应该突破现有思想政治工作自上而下逐级渗透的模式,采用逆向思维的工作方法,从班组到基层逐级向上反馈职工思想动态,是最切合实际也最具实效性的现代思想政治工作新思路。     

ELISA抗体水平评价口蹄疫灭活疫苗免疫效果的可行性分析

为了探讨免疫抗体评价口蹄疫灭活疫苗效果的可行性,分别用5批次的口蹄疫O型-亚洲1型二价灭活疫苗(OS/99株+JSL/06株)、5批次的猪口蹄疫O型灭活疫苗(OZK/93株+OS/99株)免疫动物,在攻毒的同时采血分离血清,用液相阻断ELISA测定抗体效价,以分析抗体效价与免疫保护的关系。统计学分析表明,二价灭活疫苗的O型免疫抗体值与攻毒保护率(概率单位)之间呈正相关关系(P<0.01),相关系数为0.986;亚洲1型免疫抗体值与攻毒保护率(概率单位)之间呈正相关关系(P<0.05),相关系数为0.997,猪口蹄疫O型灭活疫苗免疫抗体值与攻毒保护率(概率单位)之间不呈正相关关系(P>0.05)。结果表明,应用抗体水平评价二价灭活疫苗的免疫效果是完全可行的,但用其评价猪O型灭活疫苗的免疫效果不具有可行性。     

The domestic politics of international negotiations: The effects of state structures and policy making processes

Putnam's metaphor of a two‐level game that state representatives play when they face the dual constraints of international bargaining and domestic pressures has been applied across different political systems. This paper argues that it is important to take into account differences in state structures and political processes in the study of international negotiations. That state structures and processes are important has become a common theme in current research on foreign policy, decision making, and international conflict. Building on this literature, this study involves a meta‐analysis of existing case studies of two‐level games. The previously completed cases provide evidence of variation in the characteristics of two‐level games. Independent measures of the institutional structures of the states involved in the set of case studies are collected from the POLITY III dataset. Hypotheses on how differences in state structures might influence the characteristics of two‐level bargaining are then examined. The study finds that differences in state structures do influence the dynamics of two‐level games. Some of the results support the conventional wisdom on this relationship, while other results suggest counter‐intuitive insights. A framework conceptualizing state characteristics at three levels is proposed for future research.     

The Impact of Deterrence Policies on Reckless Driving: The Case of Portugal

In this paper, we test the effect of three different criminal deterrence theory policy tools: criminal certainty, severity, and celerity of punishment. Whereas most criminal deterrence studies in this field focus on the former two components of deterrence theory, this study also examines the potential deterrent effect of the latter component. Using a time-series design with monthly data, we estimate the effects of an increase in the threat of punishment for traffic offenses resulting from a general increase in fines for traffic offenses, an increase in the probability of getting caught with a blood-alcohol concentration (BAC) level outside the legal limits, and the enactment of an “on-the-spot” fine payment policy in Portugal. We find strong evidence to support a severity effect. An increase in the statutory severity of sentence maxima for traffic violations leads to a decrease in accident and injury rates—approximately an average 0.5 percent reduction in monthly accident and injury rates. Changes in the BAC levels and the mandatory swift payment policy did not produce any convincing deterrence impact.

STR Profiles from DNA Samples with "Undetected" or Low Quantifiler™ Results

Abstract:  Screening methods capable of identifying DNA samples that will not yield short tandem repeat (STR) profiles are desired. In the past, quantitation methods have not been sensitive enough for this purpose. In this study, low level DNA samples were used to assess whether Quantifiler™ has a minimum quantitation value below which STR profiles would consistently fail to be detected. Buccal swabs were obtained and the DNA extracted, quantified, and serially diluted to concentrations ranging from 0.002 to 0.250 ng/μL. Samples were analyzed once with Quantifiler™, followed by Profiler Plus™ amplification and capillary electrophoresis analysis. An absolute minimum value below which STR results were unobtainable could not be defined. From the 96 low level samples tested, STR loci (including one full profile) were successfully amplified and detected from 27% of the samples "undetected" by Quantifiler™. However, no STR alleles were detected in 73% of these "undetected" samples, indicating that Quantifiler™ data may be useful for predicting STR typing success.
