论中国海外公民与企业免受袭击的执法保护

保护海外公民和企业安全越来越成为执法为民的主要体现。公安机关在促进海外公民与企业安全的过程中,日渐重视海外频遭袭击案件的执法合作效率与能力。只有公民与企业的利益在全球的任何角落得到安全的保证,才能算是中国执法合作职能的完整体现。中国公民与企业在海外所遇到的安全威胁度在逐渐显现。从公安机关执法合作的角度构建应对措施,是新的历史时期实现功能转型的必然。     

The Forensic Pathology of Fatal Attacks by the Large Mammals Inhabiting the Nordic Wilderness—A Literature Review

Fatalities due to animal attacks are rare in forensic medical work but have been known to pose problems due to their potential to mimic homicide. This review summarizes reported cases of fatal attacks by large mammals that inhabit the Nordic wilderness, namely brown bear, moose, wild boar, and wolf, and attempts to elucidate injury patterns that can guide the forensic pathologist to identifying the species and modus operandi of the attacker. A tendency toward a species‐specific injury pattern was observed. Injuries by bear and especially wolf are dominated by biting whereas moose and wild boar do not seem to bite their victims. The bear uses its paws, both for hitting, resulting in crush injury and fractures, and clawing with resulting excoriations and possible penetrating injuries. Crush injuries and fractures appear, on the other hand, to be minimal or absent in attacks by wolf and wild boar.

非传统自杀恐怖袭击是指使用生化、放射性等物质所实施的一种自杀恐怖袭击。恐怖分子使用非传统自杀恐怖袭击 ,大多是基于一种所谓的威慑与心理战的考虑。未来一段时间恐怖分子采取大规模非传统自杀袭击的可能性不是很大 ,但警方未雨绸缪是必要的。

在社会主义市场经济条件下构建和谐社会，就要正视专业市场存在着复杂的治安新问题。要加强专业市场的治安管理，就要理顺市场管理体制．创造治安齐抓共管的局面；加强警力，加大市场管理的执法力度；落实治安责任，减少不安全因素；加强群防群治组织的建设．增强公安机关控制市场治安的能力；强化专业工作，发挥公安机关打击整治的职能作用。     

Young British Partisan Attitudes to Negative Election Campaign Advertising: A Tri-Party Perspective

This article presents an empirical investigation of young partisan first-time voter attitudes toward the use of negative attack advertising in a British general election. Partisanship, particularly in relation to negative advertising and third-party effects, is significantly under-researched, yet it advances understanding of youth electoral interaction. Our study confirms that young British partisans are not passive recipients of information, but are actively involved in information processing, interpretation, and counter arguing. Our findings also highlight a third-party effect among young partisans in their evaluation of the attack advertising. Overall our young partisans broadly reject image-attack election ads, which raises a “health warning” on its use in future election campaigning. The findings of this study are of significant interest to election campaign strategists in their planning for future elections and to political researchers striving to advance understanding within the field of political marketing.

“套牌车”的增多,不仅给道路交通安全带来了威胁,也损害了国家和群众的利益。文章从法律的角度出发,通过分析“套牌车”大量涌现的原因及其危害,旨在找出防范和打击的相应措施。     

Nonfatal Bites by a Sicklefin Lemon Shark Negaprion acutidens on a Surfer in Makemo Atoll (French Polynesia)

Identifying the species and size of sharks responsible for biting humans is essential for developing strategies to prevent these incidents. Here, we use bite wound characteristics and genetic analysis of a tooth fragment extracted from the wounds to identify a sicklefin lemon shark Negaprion acutidens as the perpetrator of nonfatal bites on the legs of an adult male surfer at Makemo atoll (French Polynesia) in January 2018. The bite was superficial, and N. acutidens are fish predators not known to feed on large prey; hence, foraging is an unlikely explanation for this incident rather linked to territoriality. Lemon sharks are occasionally aggressive toward humans and are site attached with relatively small home ranges; hence, avoiding surfing in the area of a previous bite incident is recommended to decrease the risk of future injuries.     

Bear attack--A unique fatality in Finland

Fatalities due to animal bites, the vast majority of which are associated with dogs and big cats, are relatively uncommon and rarely described in the literature. Especially rare are fatal bear attacks on humans. We herein present a forensic investigation of a fatal assault, involving numerous bites on a 42-year-old man in Finland by an European brown bear (Ursus arctos arctos).
