近些年来，省部级高官腐败已经成为社会各界广泛关注、反映强烈的热点问题之一。据不完全统计，改革开放30年以来，约有130名省部级高官因为腐败问题而落马，其中90余人因腐败被追究刑事责任。本文从对高官加强监督不能从根本上杜绝省部级高官腐败入手，提出只有限制和缩小高官权力，削弱、制约其既有权力才是解决高官腐败根本出路。

县委书记和县长作为县域党、政主官,是域外经济、政治和社会因素作用于此县域治理的基本桥梁,两者能否形成共同行动理念和行动路径,强化行动执行是县域治理效能实现的关键。传统静态的体制机制分析无法解读其行动效应影响,需要实现行动者视域的相适转换。以全国百位优秀县委书记及所在县域县长的102个组合数据为共同面板样本,对两位行动者背景特征差异对治理效能的影响进行分析。县域党、政主官组合搭配时长、平均学历、毕业院校、经济学、管理学或法学专业、本地晋升与治理效能正相关。适当增加县领导班子的搭配合作时长,组建县领导班子时考虑官员学历背景,组建县域领导班子时考虑官员专业背景的搭配,优先选择本地晋升。
