海岛居民生活质量的现状分析与对策研究——以浙江舟山为例

人口生活质量,是影响一个国家或城市经济社会发展的重要因素。通过对浙江海岛舟山的居民人口生活质量的现状研究,发现海岛舟山存在人口整体文化素质偏低、人才资源结构性矛盾比较突出、居民道德落后于经济社会发展要求、存在自信而又自卑的心理等问题。并就提高海岛舟山居民的人口生活质量从教育投入、人才引进、素质提高和意识培育四个层面提出具体对策。     

关于我国城市社区居家养老服务问题与对策的思考

近年来,随着我国人口老龄化速度的加快,传统的以家庭为主的养老模式已无法满足老年人的生活需求,居家养老正成为我国城市养老模式的最佳选择。目前,全国各主要城市在多年实践的基础上已初步建立起居家养老服务体系,但是在居家养老服务资金、机构、内容、评估等方面还存在一系列问题,需要作出进一步的改进和完善。     

四川涉藏地区民警心理健康需求特点

采用自编四川涉藏地区民警心理健康需求半开放式问卷,随机对400名四川涉藏地区公安民警进行调查,并对结果进行卡方检验,结果发现,认为自己需要心理健康服务的民警有175人(47.8%);最困扰民警的心理问题依次是工作压力问题、亲子教育问题、情绪问题(紧张、焦虑、抑郁等)、家庭问题等;民警常用娱乐消遣、寻找亲人和朋友的支持、运动排解和不管它等方式处理心理问题;民警希望得到压力管理教育、不良情绪调控、心理常识教育和人际教育等心理服务内容和情绪调控、压力管理、职业技能训练等心理训练内容;民警最希望能够通过音乐放松、与专业人员交流、心理健康讲座等方式得到心理健康服务。不同群体民警间的部分心理问题及心理需求存在显著性差异(p<0.05)。四川涉藏地区民警对心理健康服务有需求,且存在明显的人群差异性,心理干预需充分考虑其差异,以提高其适用性。     

中国"反贫困"社会救助法律制度——农村最低生活保障制度实施的制度障碍分析

中国农村最低生活保障制度的建立是"反贫困"进程推进的必然结果,也是促进社会公平,构建和谐社会的必然要求.虽然我国早在20世纪90年代初期就开始了农村低保的试点工作,但各地农村低保制度在实施过程巾遇到了诸多障碍,很多地区的农村低保工作都处于基本停滞状态.我国各地地方政府应拓宽农村最低生活保障资金来源渠道,科学划定农村最低生活保障线,合理选择农村最低生活保障救助对象,不断完善本地区的相关制度,推进农村低保工作的顺利进行.     

Judith Scott’s What is Property?: an inquiry into principles of dependency,propriety, and self-possession of an “outsider” artist

The essay addresses the politics of biography in the interpretation and reception of “outsider artist” Judith Scott’s work. Drawing from feminism, disability studies, and Alexander Kluge and Oskar Negt’s History and Obstinacy (1981) and its political economy of labor power, the essay proposes a new method of analysis which would foreground Scott’s work as a mode of institutional critique. Kluge and Negt ask “Can capital say ‘I’?.” The essay argues that Scott’s work compels a concomitant questioning of this “I” and the very terms of biography, authorship, and ownership that undergird the myths – and the institutions – of the “outsider” and her “art.”     

Going online. Does ICT enabled-participation engage the young in local governance?

Local governments increasingly use online strategies to strengthen political participation of citizens in policy and politics. Young people, however, are generally under-represented. This article studies age patterns of participation across offline and online forms of action to test whether online initiatives are able to overcome this age bias. We first report a case study of online and offline problem reporting to local authorities. We find that simply going from offline to online participation reinforces rather than mitigates age bias. We then report a case study of message posting on an online political forum. In this case, age bias disappears. In contrast to the traditional instrumental modes, a forum is an expressive form of online participation. The young seem to value the act of participating over the outcomes of participation. For practice, these findings suggest a need for participation policies that speak to these expressive needs of young. In recent years, social media have reinforced the potential for expressive participation.     

城乡公共服务一体化问题探讨

城乡公共服务一体化是我国经济社会一体化的必然要求,是统筹城乡发展、构建和谐社会的内在需求。文章讨论了公共服务均等化与城乡公共服务一体化的关系,论证了城乡公共服务一体化的现实必要性,同时围绕我国城乡基础设施、公共教育、公共卫生和社会保障等方面公共服务的现状及对策展开了探讨。     

Does IPSAS Meet Heritage Assets’ User Needs?

Public organizations need to custody and protect heritage assets. This article questions the appropriateness and quality of the unique International Public Sector Accounting Standards (IPSASs) in delivering financial reports that meet the user needs in regard to heritage assets. By refining the earlier findings in Italian local governments with data from a completely different region being Flanders, the results highlight that the IPSASs are lacking an important area of expectations from a relevant user need perspective, being the local ruling politicians. Finally, current article improves previous publication by examining the different kinds of responses in the light of certain municipal characteristics.

Does Mirror Imaging a Radiograph Affect Reliability of Age Assessment Using the Greulich and Pyle Atlas?*

Abstract: Age estimation is routinely undertaken by comparing radiographs of the individual in question to published reference samples of individuals of known age. This study examines the reliability of age estimation utilizing the Greulich and Pyle atlas in relation to both left‐ and right‐hand/wrist radiographs and explores whether reversing right‐hand/wrist radiographs, so that they are in the same anatomical orientation as those images used in the atlas affects reliability. A total of 403 left‐hand/wrist radiographs and 415 right‐hand/wrist radiographs were age assessed using the Greulich and Pyle atlas. Analysis showed that there is no significant loss in reliability when radiographs of the right hand (women R² = 0.887 and men R² = 0.907) are utilized instead of the left (women R² = 0.939 and men R² = 0.940) or when they are assessed as mirror images to those printed in the reference atlas (reversed female left hand R² = 0.929 and reversed male left hand R² = 0.931).
