Increasing expectations of citizen involvement as well as demographic changes brought by population ageing make evidence about the factors impacting on seniors’ participation increasingly important for local governments. In particular, knowledge about motivations for involvement can assist local governments in attempting to attract input from more than just the usual suspects, and to determine whose interests are represented. This article reports on an Australian study exploring seniors’ motivations for participation in governance processes, using a two-phase mixed method approach. Findings from this study suggested that seniors’ participation was motivated by both self- and other-directed, and both practical and abstract factors. Comparison of the sources highlighted nuances in the data which reflect questions about representation, representativeness and inclusion. Findings are discussed in relation to these questions, and implications for local government engagement practices are addressed.  相似文献

The literature provides both theories and empirical assessments that link national electoral cycles and opportunistic incumbents' behaviour. However, at the subnational level the literature is scarce. Using a panel of 238 Spanish municipalities over the period 1992–2005, this paper investigates for the first time in Spain whether electoral events contribute to shape municipal debt policies. We show that the electoral cycle influences the municipal debt per capita. Furthermore, both weak (no-majority) and wealthier municipal governments have higher levels of debt per capita. Finally, our data show that the 2001 Spanish Budgetary Stability Law (stemming from the European Stability and Growth Pact) appears to have reduced the electoral effect on municipal debt per capita.  相似文献

The health of political parties and the institutions of representative democracy have been extensively questioned during the last decade due to evidence of a widespread decline in voting turnout, political trust, and party membership as well as identification. An often-proposed, but also often-questioned, strategy to strengthen representative democracy is for political institutions to offer alternative forms of political participation through so-called participatory initiatives. The literature suggests that participatory initiatives will have little impact on representative democracy if no adaptation among political representatives is apparent. This paper explores the consistency between participatory initiatives in Swedish municipalities and the attitudes, practices and role-taking of local councillors, comparing pioneer municipalities where extensive numbers of participatory initatives have been executed vis-à-vis hesitator municipalities where few initiatives have been implemented. The study indicates that local participatory initiatives may stimulate political representation by creating new channels for citizen input and communication between citizens and representatives that are supported by local councillors in the pioneer municipalities. However, the core roles of parties and councillors in representative democracy appear not to be challenged by these initiatives, being similar in both groups of municipalities. The article is concluded by a discussion of the implications of these results for the function of participatory initiatives in local democracy.  相似文献

In the context of drastic cutbacks many Dutch municipalities consider citizens’ initiatives (CIs) as an attractive alternative for municipal policies aimed at improving the livability and safety in neighbourhoods, simultaneously building responsible citizenship. In this paper we combine different theoretical perspectives to analyse the institutional settings in which CIs are being realised, and how municipalities try to facilitate such initiatives. Municipalities can do this by either trying to structure the relevant networks or by various forms of process management. This analysis sheds light on how municipalities use a variety of instruments to mobilise citizens to participate in CIs. In using such instruments they can influence various factors (like motivations, personal resources, social capital and expected responsiveness; cf. Lowndes et al.’s CLEAR model) that increase the likelihood of civic engagement.  相似文献

This paper concerns amalgamation impacts on local public expenditures. The empirical analysis is based on the extensive 1952 municipal reform in Sweden. The 1952 reform amalgamated municipalities in a way that they had at least 2,000–3,500 inhabitants. This was done in the belief that larger municipalities would improve administration efficiency and public services by exploiting economies of scale. The results show that the reform had a negative impact on expenditures as long as the municipalities did not exceed a critical size.  相似文献

The article explores a new, dynamic conceptual framework to understand the relations between local government and the European Union (EU). It argues that, first, the fusion approach explains the systemic linkages between European integration and corresponding change within cities, counties and municipalities. Secondly, fusion dynamics are slowly emerging across European and local levels, whereby competencies and resources are merging and policies become synchronised under Europe 2020 and the European Cohesion Policy. Thirdly, the fusion approach provides an understanding of the attitudes of local actors towards European integration. In order to show the relevance of fusion, the article presents the findings of five empirical indicators: the absorption of EU policies and legislation; attention towards EU policies; institutional adaptation; EU-related action of local government and attitudes towards European integration. It also compares local government in two contrasting regions with regard to their political autonomy – North Rhine-Westphalia in Germany and the North West of England.  相似文献

Functional advantages and drawbacks are commonly mentioned to rationally justify or condemn municipality amalgamations. However, many consolidation projects are resisted by local governments or citizens on the grounds that amalgamation would dampen local identity. A municipality’s name change is probably the most visible sign of the loss of community bond experienced by citizens at amalgamation time. This article aims to put a value on this loss by measuring citizen willingness to pay for their city name. This methodological approach innovates upon the literature on municipal amalgamation and place branding by exploiting the versatility of the so-called contingent valuation method (CVM). CVM confronts respondents, in a survey setting, with a hypothetical market in which a characteristic of interest is exchanged. Here the characteristic is the possibility to retain one’s city name for an amalgamated jurisdiction. The article presents the estimates provided by a survey conducted in four Swiss cities.  相似文献

Local party systems are not necessarily copies of their country's national party system. Some national parties do not field candidates in all municipalities, while in other municipalities there are non-partisan lists/local parties. In this article it is hypothesised that the larger the municipality (in number of inhabitants), the more the local party system will resemble the national party system (and vice versa). The hypothesis is tested using data from the 2001 local elections in Denmark. For this purpose, an index of local party system nationalisation is developed. The index is formulated in general terms so as to make it applicable in other settings and in comparisons between countries and over time.  相似文献

Using pooled data from four separate nationwide surveys of local election candidates conducted from 2006–09 the paper assesses the role and importance of parties in the recruitment and selection of candidates. In many respects candidates are similar to councillors with men outnumbering women in a two to one ratio, with very few non-white candidates coming forward for selection and an age bias towards older rather than younger people. Candidates are found generally to have higher educational qualifications and to be employed in professional and managerial populations than in the public at large. Although a majority of candidates are resident in the ward that they contest a large fraction live elsewhere, suggesting that local parties cast the net widely during the recruitment process. The data suggest that the recruitment networks used by parties are relatively closed with many candidates reporting prior experience as local party officer holders or as members of charitable organisations and local public bodies. For two-thirds of candidates the initial decision to stand follows from a request by someone else, often a fellow party member. Women are more likely to be asked than men. Although candidates are aware of the current under-representation of some social and ethnic groups they are generally against using affirmative action measures to redress any imbalance. Although local parties are sometimes seen as contributing towards the problem of under-representation of some groups on council benches the data suggest than an increase in independent candidates would be unlikely to improve the situation and could perhaps cause it to deteriorate still further.  相似文献

This article exemplifies the importance of viable coalitions in processes of neighbourhood development and local governance. Elaborating on the notion of the ‘everyday maker’, discovered in Danish local politics by Bang and Sörensen, this article further explores the characteristics and conditions of organising capacity, using the case of the Neighbourhood Development Corporation in the Dutch city of The Hague as a paradigmatic case. This case shows that individual actors, ‘everyday fixers’ or ‘local heroes’, can make a real difference in local politics if they are well connected to a supportive structure and if they are sensitive to the logic of the situation at hand. Context matters, sometimes impedes, but smart individuals can also make it work.  相似文献
