The Africa-China relationship: challenges and opportunities

The dramatic growth in the relationship between Africa and China is one of the great stories of the twenty-first century, part of the profound transformations taking place in the global political economy. It has been greeted with excitement, consternation, and confusion. To its cheerleaders, it represents the enduring partnership between Africa and China, spawned by the historical affinities of struggles against Western imperialism and humanistic aspirations for development. To its critics, it is reminiscent of European colonisation a century earlier, in which Africa serves as a cheap source of raw materials, a lucrative export market for Chinese manufactured goods, and an outlet for its surplus capital. Rather than a development partner, some see China as Africa's biggest development competitor, whose explosive growth and insatiable quest for global markets threatens Africa's industrialisation and competitiveness. This paper examines the factors behind the development of Africa-China relations, especially its economic magnitude, and the challenges and opportunities it offers both regions.     

Neo-Islamism in the post-Arab Spring

The Arab Spring revealed the rise of Islamists and a wave of Islamic movements across the region. The Islamist agenda is debatable on issues regarding their commitment to democracy, pluralism and individual freedom. Central to this is understanding their evolving definition of Islamism and how the players view themselves. The article provides a brief background on which to describe and define the modern Islamist. The features of Islamist political parties are described. The article offers a definition of neo-Islamism that reflects its most modern trends, including these key characteristics: non-traditional religiosity, gradualism, Islam modernization, nationalism and pragmatic relations with the West.     

Trading in development: norms and institutions in the making/unmaking of European Union–African,Caribbean and Pacific trade and development cooperation

This paper offers a contribution to recent debates on European Union (EU) external trade and development policy, with a specific focus on the African, Caribbean and Pacific (ACP) group of countries. The question asked is why the EU encountered such difficulties in the attempt to translate its normative preferences for freer trade and closer economic integration into a series of binding agreements? Drawing on both economic constructivist and historical institutionalist insights, it is argued that the case for reform initially rested on a strong convergence between institutions and ideas, enabling the EU to discursively present desired policy reforms as necessary to satisfy World Trade Organisation trade rules. However, in due course, the institutional dynamics behind the latter began to diverge from the EU's policy preferences and blunt its norm-based argument – thus creating the space for transnational coalitions to, first, question and, ultimately, undermine aspects the EU's trade and development prospectus for the ACP.     

Grabbing back: essays against the global land grab

ABSTRACT

Extensive research, mainly undertaken by nutrition scientists and economists, indicates that the presence of a home garden is positively associated with improved household nutrition in rural households of the global South. However, this literature is relatively silent on the contexts that influence home garden uptake. This is problematic given rapidly changing social and economic landscapes, which reshape the place and scope for home gardens within households’ livelihood and food provisioning arrangements. Original research from Myanmar reported here reveals that emergent socio-economic contexts for rural households are posing heightened challenges for home gardens to contribute to food and nutrition security.     

The ‘rule of experts’ in making a dynamic micro-insurance industry in India

India is reported to have the most dynamic micro-insurance market in the world and the largest weather-index insurance market among developing countries. This is interesting because, paradoxically, reports readily suggest that the primary hindrance for the industry is the widespread lack of effective demand for insurance. This paper seeks to identify, understand and problematize the paradox of resolutely promoting micro-insurance and its apparent rapid growth despite a manifest absence of demand for insurance. Neo-classical theories about risk-averse behaviour do not explain the current lack of appeal of insurance among the poor. Rather, I draw on a postcolonial political economy framework to argue that expert investment in getting prices and culture right while safeguarding micro-insurance supply currently explains the celebrated dynamism of Indian micro-insurance. I argue that promoting comprehensive institutional reform for an ideal investment and entrepreneurial climate involves securing mutually beneficial linkages, collaborations and knowledge within a broad assemblage of profit motives, insurance expertise, policy-makers and professionals. Insurance experts rule by promoting the micro-insurance sector while simultaneously investing in and gaining from discursive, material and pedagogical construction of this industry. Future research should address whether such processes and products are effective in managing financial risks of the poor.     

浅谈落实党的工人政策——学习党的十八大工作报告的体会

党的十八大报告,是夺取中国特色社会主义新胜利和全面建成小康社会的纲领性文件,是代表人民、为人民谋利益的政策指南。报告就实现好、维护好、发展好工人劳动者的积极性和创造性方面重申和提出了许多方针和政策性要求。改革开放30多年的实践中,我们在依靠工人阶级方面也出现了一些杂音和问题。贯彻落实党的十八大报告精神,必须坚定不移地贯彻宪法,切实落实工人劳动者的主人翁地位;必须进一步贯彻党的"依靠"方针,更好地形成"劳动光荣"、"尊重劳动"、落实工人劳动者合法权益的良好社会环境,积极推进工人劳动者逐步实现自身的现代化;同时还要重视和发挥工会组织代表维护工人劳动者合法权益的职能作用,使党的工人政策真正落在实处。     

Corporate raiding and the role of the state in Russia

To what extent are Russian state agencies involved in predatory behavior, and what are the determinants of their activities? Analyzing a novel data-set comprising 312 cases of illegal corporate raiding (reyderstvo) between 1999 and 2010, this article identifies a shift both in the regional and sectoral distribution of raids over time, as well as an increasing participation of state agencies in criminal raiding attacks. Using panel regression analysis to look at the determinants of increasing state involvement, this article shows that election results for the ruling president and his party, as well as the degree to which elections are manipulated throughout Russia's regions, are significantly and positively correlated with the number of raids in a given region, while regions with governors that have stronger local ties are characterized by a smaller number of attacks. A potential interpretation of these findings is that the federal center may tolerate a certain degree of predatory activities by regional elites, as long as these elites are able to deliver a sufficiently high level of electoral support for the center, with the effect being weaker in regions where the governor is interested in the long-term development of the regional economy.     

Local Government and Local Governance: 1944–2011

Abstract

Since the establishment of the tri-partite system of state education after the Second World War, the once simple relationships between central government and local government and the individual school have become increasingly complex. This article considers the key governance issues for schools and colleges in England and how they have been affected by the redistribution of power between central government and local government. The principal foci are the main legislative changes and the impact they have had on the respective powers and responsibilities of central government, local government and schools and colleges. The radical developments since the formation of the coalition government in May 2010 have accelerated the shift of power to central government from local government and by the end of the first term of the coalition the local authority will have little more than a vestigial role in the provision of secondary education and a diminishing role in primary and special education. As academy status becomes the norm (as it already is for secondary schools in some authorities) central government will be dealing directly with autonomous schools and academy chains. With more schools directly employing staff and with funding levels set nationally, the pattern and nature of public education will have been irrevocably changed.     

How Public Officials Gain Policy Influence—Lessons from Local Government in Sweden

That public officials influence public policy is generally agreed upon, but the issue of how individual officials gain this influence is less developed in the literature. Here, the stories and experiences of 10 officials, active in local environmental governing in Sweden, are used to identify, describe, and discuss key strategies for gaining policy influence. The result shows the importance of accessing key politicians; avoiding isolation within the administration; developing long-term strategies; and being skilled in communication, networking, and generating external resources. The way these officials act and think challenges some well-established theoretical notions and adds empirical insights to the democratic dilemma of bureaucratic power.     

“Use words. Not your body”: The hunger that has no name

This essay examines the competing readings of food refusal that emerged from a student hunger strike held at Columbia University in fall 2007. The invisibility of the act of food refusal forces hunger strikers to adopt performance strategies that make their (non)action visible as protest. To make the politics of their food refusal legible, advocates for the hunger strike promoted their actions as part of a 40 year tradition of student protest. However, that same invisibility allowed the protest's detractors to deride the hunger strikers as anorexic. At the center of the protest and the commentary about it was a wasting female body that confused for spectators the line between the political and the pathological. Attention to this body raises questions of how community is created and disciplined through performative acts, how easily female protest is evacuated of political meaning and the uneasy role of whiteness in popular attention to anorexia.
