An Analysis on the Path of Floating Population Service and Management from the Perspective of Social Integration——A Case Study of Yuyao

The rapid increase of migrant population provides sufficient labor resources to the economic and social development. At the same time, it brings the social management with a new topic. Zhejiang Yuyao city conducted an analysis on the path of service management of the floating population from the perspective of social integration, and formed some basic experience. These experiences can be summarized as: the construction of system security system, improve public services, strengthen the positive publicity, and establish the multiple social organizations. The experience of Yuyao and some institutional innovation not only has the enlightenment significance to the service management of the floating population, also produces beneficial enlightenment on the building of a harmonious society: take the specific work, adhere to the principle of "justice" concept, promote the construction management system, and strengthen the multiple governance subjects cooperation. It is the way to construct active governments.

应急管理能力是应急管理主体为履行应急管理职能、实现应急管理使命而应具备的知识、资源和技能的总和,包括在国家、应急管理部门和应急管理职业人三个层次上的45种能力。在国家层面上,应急管理能力可视为在重大危机状态下的国家治理能力,包括13项关键指征。在应急管理部门层面上,需要发展的核心能力有20种,分布在日常的风险治理、应急准备和突发事件发生后的应急响应多个阶段。应急管理人应当掌握三类知识体系、三类科学素养和六类领导能力。在推进应急管理体系和能力现代化的过程中,我国需要在多个层次上提升应急管理能力。

A Positive,Communitarian Right to Security in the Age of Super-Terrorism

Post-9/11, and especially with the dramatic rise of Islamic State in Iraq and the Levant (ISIL), the author advocates a collective right to security. Plotting a course through state absolutism and liberalism, one finds communitarianism as a philosophy to support this right to security. The communitarian right to security is based on an interpretation of European human rights law, particularly positive duties of the state, to protect the rights to life of individuals from violations by non-state actors such as suspected terrorists. But for reasons of practical enforcement, limitations to the exercise of the right are also articulated.

Are Power Asymmetries a Reason for the State to Intervene?

Power asymmetries between farmers and slaughterhouses have led the Swiss government to install an independent agency that evaluates the quality of pig and cattle carcasses. This case is used to explore public interventions to mitigate power asymmetries. The independent classification is described and its economic rationale explored. The positions of the most important stakeholders in the system are depicted and the counter-arguments analyzed by objective hermeneutics. It is concluded that public interventions against power asymmetries are no panacea but can be useful to create a just and effective system.
