International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help. 相似文献

This article analyses welfare impacts of fertiliser adoption using data collected from 838 cocoa farm households in the four key cocoa-producing regions in Ghana. Using propensity score matching (PSM), the study indicates that application of fertiliser leads to significant gains in farm yields, farm income, consumption expenditure, consumption expenditure per capita, and value of productive farm assets. The article concludes that cocoa-specific programmes such as Cocoa High Technology (Cocoa Hi-tech), initiated to intensify the application of improved farm technologies such as fertiliser, should be strengthened through effective and efficient management systems. 相似文献

This article investigates trust among dairy value-chain actors to understand the innovative process in a local productive sector in Tunisia. It uses a sample of 45 smallholder farmers chosen randomly nearby existing collection centres in the region. A trust variable is constructed employing 11 ordinal variables based on principal component analysis, and institutional arrangements then modelled to examine the effect of trust on contracting decisions and cooperative membership. The results show that trust is defined by values such as “integrity”, “competence”, and “existence of credible information”, which are preconditions to sustainable contracts. The article contributes to the growing literature which considers social capital, networking and trust as determinants of farmer’s behaviour, as opposed to the classical model of rationality. 相似文献

This viewpoint reflects on how to improve the process of introducing facilitated industrial symbiosis programmes (FISPs) to small and medium enterprises (SMEs) in developing countries. Although FISPs are a long-established industrial practice, their formal introduction to SMEs in developing countries has only recently begun, mostly through support from international development agencies. 作为一种极端的解构力量,恐怖主义对于国际秩序的威胁和损害不仅在于通过制造恶性事件以破坏国际社会的安全稳定,更在于借助销蚀主流价值而削弱国际秩序的观念基础。因此,国际社会有必要将评估和应对恐怖主义的社会解构纳入反恐治理的基本范畴。其中,以“伊斯兰国”组织为代表的恐怖主义力量进行社会解构的行为策略,可以分为以动摇当代领土政治、颠覆主流生命伦理和创设替代政治秩序为主要构成的重释再造,以动员恐怖袭击、滋长恐怖气氛和催生仇恨敌对为主要构成的“木马”植入,以“黑色经济”“黑色宣传”和“黑色技术”为主要构成的反向利用。目前,国际社会的反恐路径注重结合预防恐怖主义的内向防御逻辑与打击恐怖主义的外向进攻逻辑。沿着这一思路,国际社会可以综合采取加强反恐实践中的逆向战略、修正反恐叙事中的敌意话语和联通反恐治理中的不同系统等多种举措以应对恐怖主义的社会解构。 相似文献

The American University of Beirut's emergence as a hub of Arab national and cultural identity in the first half of the twentieth century has been well documented by historians. The simultaneous Zionist presence on campus has been largely overlooked. Zionist ideas were predominantly promoted by Palestinian Jewish students who formed a small but vocal minority at AUB prior to 1948. Faculty and non-Jewish students also regularly collaborated with and traveled to Zionist institutions in Palestine for academic, athletic, and leisure purposes. For Arab students on campus, therefore, Zionism was not an abstract concept, but rather a national identity embodied by fellow classmates and friends on campus. As the conflict in Palestine increased in the 1930s and 1940s, so too did political activism and tensions on campus between Zionist and Arab nationalist students. This article analyzes this unique period of exchange, collaboration, and friction at AUB, which came to a swift end with the outbreak of the 1948 War. By focusing on the interactions between Arab and Zionist Jewish students at AUB, I seek to extend the ‘relational’ approach towards Jewish-Arab contact beyond Palestine's borders. 相似文献

This article traces the development of the Conservative party's 'broken society' narrative, from its roots in William Hague's early invocations of 'social justice' to the evidence-based approach adopted by David Cameron. It considers relevant social trends over the period since 1970; summarises the Conservative party's attitude to family policy in government between 1979 and 1997; and shows how the Conservatives in opposition from 1997 onwards have become more focused on support for the marriage-based family, now a central tenet of Conservative social policy under David Cameron's leadership. 相似文献

Critics of consociational power-sharing institutional arrangements in deeply divided societies argue that such arrangements solidify the underlying conflict cleavage and render it all-important for party competition and voter behaviour. I find evidence to the contrary in the case of voter behaviour at the historic 2007 Assembly election in Northern Ireland. At least in the unionist bloc, I find the effective disappearance of the ethno-national conflict cleavage as a determinant of voter choice. This suggests that consociational arrangements have led to both inclusion and moderation, rather than polarisation and ‘ethnic outbidding’. 相似文献

The return of devolution to Northern Ireland in May 2007 marks an important turning point in the Northern Ireland peace process,
but there remains the issue of the “on-the-runs”—a term used to describe persons suspected of committing a range of terrorist
acts during the Troubles, who were never arrested, charged, prosecuted, or tried. It is thought that the On-the-Runs want
to return to Northern Ireland, but determining the conditions for their return is a difficult and controversial issue, raising
legal and moral concerns and causing strong and painful reactions among the victims of terrorist violence on all sides of
the Northern Ireland conflict. It is also an issue that is complicated by the fact that while the Belfast Agreement of 1998
did not address expressly the situation of the On-the-Runs, it did provide for the accelerated release of a significant number
of paramilitaries, both republican and loyalist, from prisons in both Ireland and Northern Ireland. This paper reviews the
possible options in law for addressing the situation of the On-the-Runs, including extradition and prosecution, as well as
trial and amnesty, and pardons. While the paper makes clear that the political offence exception to extradition is no longer
the obstacle it once was, it also concludes that politics, rather than law, or simply the passage of time is more likely to
offer the solution to the problem posed by the On-the-Runs.

This article considers the immediate forces influencing China’s food system and food security. By immediate is meant events of the reform period, from the late 1970s to 2008. It begins by asking the question that has preoccupied specialists since the publication of Lester Brown’s Who Will Feed China? in 1995: How much arable land does China have? Is that land area sufficient to insure grain sufficiency? To insure food security? The article focuses on the human pressures on the food production environment, and then treats the effects of socioeconomic change: land, air, and water degradation. The core of the article examines six responses of the state to both perceived and actual environmental stressors: policy restricting arable land conversion, China’s one-child policy, investment in irrigation systems, the South–North Water Diversion Project, large-scale afforestation and reforestation campaigns, and the program to convert marginal agricultural lands to forests and grasslands. 相似文献
