目的建立自动顶空-气相色谱(HS-GC)内标曲线法测定血中乙醇含量的不确定评估方法。方法从分析测定程序着手,依据不确定度评定的指导性文件,分析不确定度来源,量化不确定度分量,计算检测结果的合成标准不确定度和扩展不确定度。结果各相对不确定度来自于检材重复性检测为3.4%,乙醇标准溶液为0.71%,检材为0.61%,叔丁醇内标溶液为0.41%,标准曲线为1.1%,气相色谱仪为1.3%,血液中乙醇的相对扩展不确定度为3.9%。结论血液中乙醇含量的不确定度主要来源于检材重复性检测、气相色谱仪、乙醇标准曲线。  相似文献

Limited attention has been devoted to the dimensionality of the low self-control scales commonly constructed in two nationally representative datasets routinely used to test self-control theory (SCT) – Add Health and NLSY79. We assess the measurement properties of the low self-control scales by comparing a series of exploratory and confirmatory models that are appropriate for the categorical nature of the observed items, including unidimensional, correlated factors, second-order factor, and bifactor models. Additionally, based on these results we explore the predictive validity of the respective scales on adolescents’ delinquent behavior. The results indicate that the low self-control scales in these data have acceptable levels of internal consistency but do not represent unidimensional latent factors. Rather, scales are best represented by a second-order factor structure. When measured this way, our Add Health scale is associated with delinquency in a cross-sectional context and our NLSY79 scale predicts delinquency longitudinally. This study reveals that low self-control is best conceptualized as a multidimensional construct within these data. The results of this study provide guidance to researchers measuring low self-control in either dataset (or other data sources) and inform the larger SCT measurement literature.  相似文献

Abstract

Since Transparency International first released its annual Corruption Perceptions Index (CPI) in 1995, the CPI has quickly become the best known corruption indicator worldwide. The CPI has been widely credited with making comparative and large-N studies of corruption possible, as well as putting the issue of corruption squarely in the international policy agenda. Despite its enormous influence on both academic and policy fronts, the CPI is not without critics. One often noted critique is that the CPI relies solely on surveys of foreign business people and the expert assessments of cross-national analysts; as such, the CPI mainly reflects international experts’ perceptions, not the perceptions of each country's citizens. This study examines the above critique in closer detail. Data from the Asian Barometer Survey is employed to analyze whether international experts’ corruption perceptions were similar to those of domestic citizens. The Asian Barometer Survey is a public opinion survey on issues related to political values, democracy, and public reform in 13 different areas around East and Southeast Asia (Cambodia, China, Hong Kong, Indonesia, Japan, South Korea, Malaysia, Mongolia, the Philippines, Singapore, Taiwan, Thailand, and Vietnam). Data analysis indicates that global and local perspectives are only moderately aligned in the 13 areas studied. International experts and domestic citizens differ, to varying degrees, in their evaluation of the extent of public sector corruption in several areas, suggesting the presence of a corruption perception gap. Four implications about the existence of this gap can be drawn for future corruption measurement.  相似文献

Abstract

This article identifies and describes the utilisation of performance measurement in Florida local governments. Two research questions are considered here: which factors influence Florida city governments to use performance measurement? And how do the factors associated with cities that are city-wide users differ from cities that are selective users? The paper develops a framework constructed from literatures in performance measurement and management innovation to develop hypotheses that are tested with 2005 Florida local government data. This study finds strong support for the role of community attributes, form of government and internal capacity as contributors to the use of performance measurement. The study also finds the factors that influence city-wide users are different from factors that influence selective users, especially with regard to revenue size and the reward/incentive system.  相似文献

Abstract

First, the importance of understanding what the key differences are between individuals in any ethnic population is highlighted. Next, the concept of assimilation is introduced as a construct by which these differences may be accounted for. Following this, the literature on the measurement of differences within ethnic markets is surveyed and classified in light of the assimilation construct and a set of conclusions based on this survey are drawn up. Finally, based on these conclusions, a set of recommendations is developed to guide researchers in the future who might wish to rigorously measure the major differences within any ethnic population group.  相似文献

ABSTRACT

The development and validation of empirically sound measures that operationalize the Triarchic model of psychopathy among youth is currently in the nascent stage. The present study aimed to examine the psychometric properties of a brief refined measure of the Triarchic model of psychopathy based on the Youth Psychopathic Traits Inventory (YPI-Tri-S) among a mixed-gender school sample of 782 youth (M?=?15.87 years, SD?=?1.72) from Portugal. Confirmatory factor analysis offered support for the theoretically expected three-factor structure. Cross-gender measurement invariance using the present sample and cross-sample measurement invariance of the YPI-Tri-S using a previously collected forensic sample of institutionalized males was established. The YPI-Tri-S showed adequate psychometric properties in terms of discriminant validity, convergent validity, concurrent criterion-related validity, known-groups validity, and internal consistency. Findings indicate that YPI-Tri-S is a valuable brief and psychometrically reliable and valid self-report measure of the Triarchic model of psychopathy for use in diverse samples of youth.  相似文献

There are many obstacles to promoting learning as an outcome of performance measurement in non‐governmental organizations (NGO) social service providers, especially in less developed countries. Building upon a conceptualization of accountability as a multifaceted set of relationships through which funders, or principals, and non‐profit providers, or agents, jointly shape organizational learning, and performance, this study expands our understanding of how accountability mechanisms affect learning within service providers. This paper explores the role that funders play in shaping performance measurement, or monitoring, practices within NGOs serving disadvantaged children in developing countries. We examined the experience of service providers in Egypt and Colombia to assess how the barriers to use of performance data and learning may be addressed. We conducted interviews using the same protocols with program managers in six non‐profit providers in each country that provide services to children, and we also interviewed major donors in the arena of children's services in the USA. We probed the NGO managers' experiences with performance measurement to identify obstacles and potential solutions to improve the use of the data to promote learning. Our findings support previous research about the potential for upward accountability mechanisms to influence internal learning. We suggest that funders should be held accountable for how the incentives and disincentives they provide to grantees affect their internal learning about how to improve their services. This notion of ‘reverse accountability’ means that funders need to be strategic and intentional when they design reporting mechanisms that affect the learning behaviours within their grantees. In line with our call for reverse accountability, we offer a model demonstrating our notion of the two‐way flow of accountability and we offer recommendations to help improve the performance reporting environment for NGOs who are addressing complex problems with less than adequate capacity. Who needs civil society? What is civil society useful for? While the foregoing and similar dilemmas dominated the early civil society literature on sub-Saharan Africa, this was soon followed by a steady shift to the analysis of non-governmental organizations. The shift foreshadowed the recent methodological approach to civil society research which emphasizes ‘measuring’ and ‘surveying’ civil society. In this essay, I contend that this approach, to the extent that it seems to totalize civil society as component voluntary associations that can be measured, deepens the crisis of understanding which it aspires to transcend. Yet, although I critique—and reject—this approach, I argue nonetheless that it ought to be seen as an opportunity to reinstate a more theoretically robust and politically driven imagination of civil society, one that problematizes, not just civil society organizations that are, ultimately, only an aspect of civil society, but the civil domain as a whole. While conceding that ‘measuring’ civil society has its own merits, I insist that it comes with a real danger of, first, reducing civil society to organizations, especially organizations that can be measured; and second, distracting students of African societies from the politicality that underpins much of the continent's socio-economic woes.  相似文献
