社会主义和谐社会视阈下的网络舆情引导

以和谐社会理念为指导,正确引导网络舆情,应该做到:开放包容,切实维护网民的合法话语权;信息公开,抢占网络舆情引导的主动权;依法治网,增强网络舆情引导的规范性;防患未然,创建不良网络舆情预警机制。     

Health‐Care Data Protection and Biometric Authentication Policies: Comparative Culture and Technology Acceptance in China and in the United States

A proliferation of health information technology (HIT) policies to implement dimensions of e‐health, including electronic medical records, electronic health records, personal health records, and e‐prescribing—along with expanding initiatives on mobile health in developed countries and emerging technologies—has sparked academic inquiry into the protection of privacy and data and the technology to protect privacy and data. This article examines HIT policies in the United States and in China and the use of authentication technologies to assess biometrics as privacy's friend or foe in different political frameworks with varying conceptions of privacy. An analysis of privacy in the context of health data protection, challenging relations of trust between patients and providers, the increasing perspective of health data integrity as a cyber‐security issue, and the growing rate of medical fraud and medical identity theft may yield findings of a convergence of views of privacy and biometrics unexpected of contrasting political cultures.

“Sorry,wrong number”: Why media polls on gun control are often unreliable

Abstract

How scientific are the polls reported in the media on the gun‐control issue? Without arguing for or against gun controls, this article examines the interviewing and sampling methods used by media polls and finds that some polls claiming impressive majorities in favor of severe gun controls may not be accurate.     

Cuba's Medical Internationalism: Development and Rationale

Since 1960, Cuba has been involved in providing medical support to the developing world, and at present has some 40,000 personnel in 74 countries – more than all of the G-8 countries combined. This article traces the evolution from its first (1960) mission to the current stage. The article also analyses various explanations for this extraordinary mixture of diplomacy and humanitarianism.

舆论引导，从本质上说是一种社会控制行为。公安机关的舆论引导更加直接涉及政府形象和公共安全。党的十六届六中全会提出构建社会主义核心价值体系的重大战略，对做好新时期公安舆论引导工作提出了更高更明确的目标；互联网时代的舆情环境给公安舆论引导工作提出了新的要求：新闻传播学原理中的“议程设置”理论、“沉默的螺旋”假说和“培养分析”理论为公安舆论引导工作提供了有益的启示。     

我国的医疗保险制度亟待立法保障

建立医疗保险法律体系对于基本医疗保障制度的形成非常重要。本文指出我国已基本建立起城镇职工医疗保障制度,但仍存在许多问题。根据我国的现状,我国亟待制定医疗保障法,并依法构建全民基本医疗保险制度。
