基于整体性治理的新型农村公共服务体系研究——以“服务三角”模型为分析框架

公共治理的碎片化和分散化是导致城乡及区域之间教育、医疗、社会保障、基础设施以及劳动就业等基本公共服务非均等化的根本原因。借鉴整体性治理理论,构建以"服务三角"为宏观旨趣的新型农村公共服务体系的操作策略是:按照农民需求强弱分类提供公共服务,实行政府主导、市场运作和社会协同的服务政策,建立"市、县、乡(镇)、村"一体化服务网络,营造"跨界合作"的公共服务组织文化。     

A balance between candidate- and party-centric representation under mixed-member systems: The evidence from voter behavior in Taiwan

Mixed-member systems are usually defined as electoral systems that combine SMDP and CLPR, both of which are more likely to induce party reputation-seeking. Building on the literature of electoral institutions, this article provides an explanation of how mixed-member systems structure voter behavior and achieve a balance between candidate- and party-centric representation. Using Taiwan as a case of MMS, this article tests hypotheses against survey data and investigates the determinants of voting decisions for the two ballots. By employing a Bayesian bivariate probit model, this article shows that, first, partisan factors affect voter behavior in both nominal and list ballots. However, it is affective rather than rational considerations for political parties that play the major role. Second, personal reputation influences voters' choices of the nominal and list vote, but only negative elements matter for the list vote. Finally, there is a moderately positive correlation between the two ballots, which potentially results from affective, partisan considerations.     

基于Wiki的高校知识管理研究

高校知识管理不仅对于提高高校的整体竞争力,而且对于高校的发展,都起着很重要的作用。但是,目前来看,对高校知识管理的实施并不太好。首先分析了高校知识管理存在的障碍因素,介绍了Wiki所具有的特点,特别是其具有知识管理的社会功能,指出了将Wiki引入高校知识管理的可行性,并对基于Wiki的高校知识管理的意义进行了阐述,最后提出了基于Wiki的高校知识管理模型构想。     

社会信任的重建：社群主义视角

信任为“社会关系”系统的良性运行提供背景支持。当前，我国社会信任范围不断延伸，信任种类不断增多，但存在着普遍的信任危机。出现社会信任危机的原因是：市场经济的冲击、伦理道德规范的缺位、法治社会的不完善，传统的信任模式无法适应现代社会的需要，新的信任模式未建立起来。从社群主义视角出发重建我国的社会信任，可以从确立社群的优先地位、重视社会美德价值、倡导国家积极有为、建设多元性社群等四个方面着力。     

Limited freedom and intolerance in Botswana

Botswana has held ten successive formal elections without fail since independence in 1966. The country has transformed itself from one of the poorest countries at independence to an upper middle income one. On the basis of these, Botswana has been regarded as a political and economic model that has been largely praised for the resilience of her democratic institutions, respect for civil liberties, a high degree of political tolerance and an economic success story by African standards. To this extent, Botswana has been perceived as exceptional compared to most African countries. This paper argues that despite having won international acclaim as an African ‘success miracle’, freedom and tolerance in the country exist within the limits set by the state. It is argued that there is limited freedom and growing intolerance of dissenting views by the political leadership. The Botswana state therefore perfectly fits the model of ‘authoritarian liberalism (Good 1996).

A Study on China's OFDI influencing Factors and the Dynamic Effect of Economic Growth: Based on Principal Component Analysis and VAR Model

This paper selects the influence factors and economic growth effect of OFDI as a starting point, using China’s OFDI and related data, building VAR model, with a principal component analysis, co-integration test, impulse response and Grainger test method to explore the impact factors and the economic growth effect of China’s OFDI. The results show that the basic economic factors, investment environment factors and operating cost factors are the main factors affecting the development of China’s OFDI. At the same time, China’s OFDI and economic growth maintain a positive equilibrium relationship in the long term. In the short term, the economic growth effect of China’s OFDI is still weak, requires further development to better serve the economic restructuring and economic growth.
