提升城市文化 建设学习型城市

当今世界,城市文化已成为整个社会的主流文化。城市文化往往体现着国家的文化水平。城市是物质文化、制度文化、精神文化和信息文化的主要载体。提升城市文化,是促进城市现代化的必经途径。提升城市文化直接关系到提升市民乃至国民的文化素质。为把提升国民素质作为最终目标的城市文化建设必须与学习型城市建设融为一体。学习型城市是以教育和学习为主导的城市现代化发展模式。建设学习型城市的基本目标在于：树立先进的学习理念,营造全民学习的良好氛围,建立健全终身学习体系,形成社会化学习网络,实现教育资源共享,通过学习提高人的素质,促进人的全面发展,充分发展人力资源潜力,为经济社会发展做出积极贡献。建设学习型城市的重要途径之一是完善公共文化服务体系。     

陈云关于党员干部学习的论述

陈云在不同历史时期对党员干部的＂学习＂问题进行了系统论述。他认为学习是共产党员做好工作的必要条件和责任;党员干部要加强马克思列宁主义理论、中国历史、时事政治、自然科学和哲学知识学习;要学习马克思主义观察问题的立场、观点和方法;到实践中向人民群众学习;坚持批评与自我批评等等。这些论述对于我们推进学习型党组织建设具有重要意义。     

高职学生英语自我效能感与学习策略运用情况的相关性研究

本研究采用调查问卷法,对北京市某高职院校372名学生英语自我效能感与其学习策略运用情况进行调查。研究结果发现自我效能与学习策略之间呈显著的正相关关系,表明了学生的自我效能感越强,越能够有效地使用英语学习策略。此外,还对如何提高学生的英语学习自我效能,进而改善英语学习策略的使用提高英语水平提出了合理化建议。     

从建立马克思主义政党到建设马克思主义学习型政党——马克思主义政党学说与实践的历史演进和经验启示

马克思、恩格斯创立了马克思主义政党学说。列宁提出了建立新型革命政党和执政党建设的理论。中国共产党开启并推进了马克思主义政党学说的中国化、时代化、大众化。马克思主义政党学说与实践发展历程的经验启示我们:必须着重从思想上建党,保持思想统一;必须努力学习各种知识,掌握真实本领;必须坚持与时俱进,不断进行理论创新。     

关于进一步加强农村文化建设的思考

目前农村普遍存在的伦理道德危机和信仰危机,凸显我国农村文化的一些缺失,因此,加强农村文化建设显得尤为紧迫。深刻分析农村文化建设面临的诸多问题、困境及其原因并有针对性地采取谎话,尽快消除城乡二元体制,加强农村文化建设,成为当前新农村建设的重要课题和当务之急。     

我院大学生思想道德建设的现状与思考

加强大学生思想道德建设,是学校育人的中心环节,必须把它作为21世纪国家前途和命运的大事,作为社会主义精神文明建设的一项战略任务抓紧抓好、抓出成效。笔者在对我院大学生思想道德建设的现状进行深入分析的基础上,提出了加强和改进我院大学生思想道德建设的具体思路。     

诚信：社会主义核心价值的基本道德取向

在社会主义核心价值所规定的社会主义道德取向和公民道德的基本规范中,诚信无疑是其中最为基本的道德取向。诚信作为道德建设的根本,对于立身、治国意义重大,对于发展社会主义市场经济意义重大。诚信观是贯穿于社会主义荣辱观之中的一根主线。诚信是维系和谐社会的基础,真正意义上的和谐社会必须首先是诚信社会。     

Constitutional Directives: Morally‐Committed Political Constitutionalism

About 37 state constitutions around the world feature non‐justiciable thick moral commitments (‘constitutional directives’). These directives typically oblige the state to redistribute income and wealth, guarantee social minimums, or forge a religious or secular identity for the state. They have largely been ignored in a constitutional scholarship defined by its obsession with the legitimacy of judicial review and hostility to constitutionalising thick moral commitments other than basic rights. This article presents constitutional directives as obligatory telic norms, addressed primarily to the political state, which constitutionalise thick moral objectives. Their full realisation—through increasingly sophisticated mechanisms designed to ensure their political enforcement—is deferred to a future date. They are weakly contrajudicative in that these duties are not directly enforced by courts. Functionally, they help shape the discourse over a state's constitutional identity, and regulate its political and judicial organs. Properly understood, they are a key tool to realise a morally‐committed conception of political constitutionalism.     

Detection of frame deletion in HEVC-Coded video in the compressed domain

In this paper, we propose an algorithm for detecting frame deletion in HEVC-coded video in the compressed domain. Specifically, we focus on the frame type changes occurring upon frame deletion, which cause slight differences between the coding patterns in original and forged video. Then, we identify discriminating coding patterns for use as features, which are classified by machine learning classifiers. Furthermore, we propose video sequence integrity detection on a group-of-picture basis, which is computationally efficient and robust even when applied to static videos and videos with genuine scene changes. The experimental results show that the proposed technique can classify HEVC-coded videos more accurately than previous methods. In addition, the results demonstrate that the selected features work harmoniously in discrimination and that the learning-based classifiers are more robust and reliable than model-based classifiers.
