Comerciar con la sangre de nuestros hermanos: Early Abolitionist Discourses in Spain's Empire

The proposal of Agustín de Argüelles to abolish the slave trade in 1811 was crucial in defining a new ideological stance within the Spanish political debate by adopting the moral condemnation elaborated by the British abolitionist movement. His initiative was the result of a coordinated strategy with the British authorities and was key in the construction of early abolitionist discourses in Spain. This article explores the political, ideological and diplomatic influence of Britain in the development of early anti‐slavery and anti‐slave trade discourses in Spain and the centrality of Argüelles' proposal.     

Mining against the State? Gold Mining and Emerging Notions of Territoriality in Southeastern Venezuela

The current economic crisis in Venezuela has drawn members of Pemón communities to the practice of informal (illegal) gold mining, as mining, undertaken alongside other ‘traditional’ economic activities, is a more effective source of income than waged jobs. The increased involvement of Pemón people in informal mining has encouraged their partial retreat from the state's frontiers, and it reveals transformations in the ways in which local people imagine and relate to the Venezuelan state. These transformations are embodied in both a reorganisation of the space, and in burgeoning notions of land ownership.

校园固定网络发展到今天已经比较完善，但无线网络还是比较少，随着802．11n无线传输协议的提出，校园无线网络的优势凸现出来，校园无线网络具有覆盖范围广、兼容性好、可扩展性强、支持多种服务等优点。随着无线协议标准的成熟化，尤其是802．11n协议得到批准，无线网络对于国内高校未来而言，将有着划时代的战略意义。     

Measuring Environmental and Economic Opinions about Hydraulic Fracturing: A Survey of Landowners in Active or Planned Drilling Units

We investigate how Eastern Ohio landowners affected by the recent boom in high‐volume hydraulic fracturing (HVHF) view the industry and the factors that affect their attitudes. Our unique sample almost exclusively contains individuals whose land is under lease for and/or experiencing HVHF. Nation‐ and state‐wide surveys that investigate HVHF attitudes tend to find nearly even splits between opposed and supportive respondents, whose views are strongly influenced by political partisanship. These trends largely do not manifest among Eastern Ohio landowners, for whom personal experiences with HVHF crucially influence attitudes. Most respondents support HVHF and say it has benefited their community economically. Political partisanship does not significantly impact HVHF views. Contrary to arguments in the literature that economic considerations drive variation in support for HVHF, landowners’ support for the industry also appears influenced by perceptions of its environmental and infrastructure impacts. Environmental concerns appear to more powerfully shape attitudes than economic benefits.     

Organized elite power and clean energy: A study of negative policy experimentations with renewable portfolio standards

Renewable Portfolio Standards (RPS) is one of the most widely adopted clean energy policies in the U.S. However, organized elite power groups, backed by ample political and economic resources, have been known to lead RPS termination efforts. In the context of state renewable energy politics, organized elite power includes legislators affiliated with American Legislative Exchange Council (ALEC) and anti-renewable energy business groups. Focusing on the roles of organized elite power, this study investigates the drivers of the formulation of RPS rollback (goal freeze) and termination bills, which we refer to collectively as negative policy experimentations. We find that RPS termination attempts are explained by the presence of ALEC legislators and anti-renewable energy business groups, whereas RPS goal freeze bills are better explained by conditions of policy operations. This study contributes to the policy process theory by providing critical insights into the post adoption decisions, including policy termination and rollback legislations, with a focus on the role of organized elite power.

Der Beitrag er?rtert einige dogmatisch interessante, zugleich aber auch praxisrelevante Fragen, die dieses vollkommen neuartige Rechtsinstitut aufwirft.
