While scholars developed an understanding of the processes moving issues from the systemic to the institutional agenda, we know little about the inner workings of the institutional agenda. Winnowing theory addresses this gap by examining the leadership, bill sponsor, and contextual factors helping bills move through the institutional agenda. By expanding winnowing theory to incorporate a fragmented policy domain, the environment, we find that multiple referral status actually helps a bill's chances of receiving attention and passing through the committee. 相似文献

Multiple citizenship has in recent decades moved from an unwanted phenomenon in international relations to a fairly common transnational status. Multiple citizenship has nevertheless so far been studied mainly as a political and juridical status by comparing national legislations. Much less notice has been given to actual dual citizens' citizen participation and construction of citizens' identities. Only when citizenship is studied as these kinds of practices do the hypothetic possibilities and problems associated with the status get their meanings and contents. This paper concentrates on examining dual citizens' identifications to their respective citizenships and how these affiliations transfer into possible citizen participation. Results are based on extensive analysis of survey (n = 335) and interviews (n = 48) carried out among dual citizens living in Finland. Contents and forms of dual citizens' national identification and citizen participation were reviewed through ideal types: resident-mononationals, expatriate-mononationals, hyphenationals, and shadow-nationals. 相似文献

Criminological research has historically drawn a connection between race/ethnicity and gang membership. The focus on specific racial/ethnic groups and particular gangs in distinct geographical locations within ethnographic research, along with the lack of a comprehensive explanation, however, has limited this research. Thus, the true nature of the relationship between race/ethnicity and gang membership remains unclear. This research expands the contemporary literature regarding race/ethnicity and gang membership by utilizing multisite survey data to examine Vigil’s (1988, 2002) multiple marginality framework of gang involvement for Whites, African Americans, and Hispanics. Results suggest that multiple marginality is a viable explanation for current gang membership. When examining the applicability of this theory for members of various racial/ethnic groups, important differences appear when examining current versus ever gang membership. For current gang membership, significant differences between racial/ethnic groups exist, with ecological/economic stress variables being significant for Whites and social control/street socialization elements representing the important predictors for African Americans and Hispanics. This pattern changes when examining those reporting ever being in a gang. For “ever” gang membership, social control/street socialization elements predict membership for all groups.
