The 15 July abortive coup and post-truth politics in Turkey

Contemporary developments throughout the world have been marked by post-truth politics. Epitomized by a disregard for truth coupled with a reliance on emotive arguments, the term ‘post-truth politics’ has not yet been adequately reflected upon by political or social theory. This article uses Turkey’s 15 July (2016) abortive coup as an entry point to address this gap and argues that the post-truth has altered both the grammar and vocabulary of politics. The term denotes the contemporary shift from a ‘regime of truth’ to a ‘regime of common sense’, which also operates as the discursive ground of new populisms. While treating three contending narratives of 15 July – ‘kamikaze coup’, ‘staged coup’ and ‘controlled coup’ – this article focuses on the post-truth elements in the government’s narrative performance that obstructed the pursuit of truth and set the conditions for a particular interpretation of the events of 15 July.     

Continuity and change in instrumentalizing ‘The Precedent’. How Russia uses Kosovo to legitimize the annexation of Crimea

The article contributes to the efforts of understanding Russia’s legitimization endeavours by looking at the policy narratives centred around the so-called Kosovo precedent and the way they were perceived by different actors from Ukraine, Russia, and international experts. The aim of the paper is to scrutinize the process of politicization of contested international norms (in particular, territorial sovereignty and the right to self-determination) in the case of Russia’s legitimacy claims in Ukraine. In assessing the instrumentalization of the ‘Kosovo precedent’ in the Crimea crisis, we focused on three main elements identified in the selected policy narratives: the reinterpretation of history, the humanitarian and ethnic factor and the reinterpretation of Western actions in the Balkans.

The persistence of reified Asia as reality in Japanese foreign policy narratives

Abstract

Asia is narrated in Japanese foreign policy pronouncements as an opportunity as well as a threat. Despite the purported transformation from militarism to pacifism since August 1945, the reified images of Asia as an ‘entity out there’ remain resilient. The image of a dangerous Asia prompted Japan to engage in its programme of colonialism before the War and compels policy makers to address territorial disputes with Asian neighbours today. Simultaneously, Asia persistently symbolises an opportunity for Tokyo to exploit. Hence, despite the psychological rupture of August 1945, reified Asia remains a reality in Japanese foreign policy.     

Alternatives to abstinence: the practice of (un)safe sex in prison

Correctional rules and regulations requiring sexual abstinence for prison inmates, coupled with unsupported beliefs about the risks of condom provision, keep most inmates in a dangerous muddle of criminalized sexual expression, covert efforts at erroneous myth-based safe sex practices, and high risk of sexual disease contraction and transmission. With the vast majority of inmates eventually released to re-enter communities across the US, these health concerns are not quarantined to the correctional environment, but rather contribute to what has been described as the hidden epidemic in public health . Using inmate voice from a large-scale national examination of inmate sexual behavior, the current study explores inmates’ attempts at ‘safe sex’ in an environment where sexual behavior, though prohibited, frequently occurs, and where no sex is the only accepted form of ‘safe’ sex. Inmates identify many approaches to safe sexual practice including barrier protection, partner selection, and risk reduction strategies. Unfortunately, many improvised, though innovative, inmate protection strategies reflect a very rudimentary understanding of safe sex for the purpose of reducing disease transmission and contraction, frequently exacerbating these risks. Policy implications include widespread condom provision and expanded inmate education and programming around sexual health and disease prevention.     

Factors that influence engagement in pre-proceedings practice: presenting the roles of professionals working within the family justice system through personal narratives

Public discourse around changes introduced as part of a drive to tackle spending on welfare, reflect a less than tolerant attitude towards welfare generally, but more specifically towards parents who require state involvement to care safely for their children. The introduction of a deadline of 26 weeks for the completion of care proceedings, together with a clear steer to resolve disputes wherever possible prior to making an application to court has introduced further instrumental approaches to working with parents. In this paper we explore practitioner experiences and understandings of working within the new legislative frameworks and consider the dominant cultural narratives they are working within. However, in some cases professionals felt able to challenge the economic narrative of the pre-proceedings protocol, and they experienced the legal and policy changes as an opportunity to engage in a helping alliance with families with the provision of support that otherwise they would not have been able to offer.     

Shared History Project: A PRIME Example of Peace-Building Under Fire

Minimal peace building during a violent conflict is suggested as a strategy for future post-conflict peace processes. This paper describes a process of five workshops in which Palestinian and Jewish-Israeli teachers developed a joint school textbook of two narratives (an Israeli and a Palestinian) in regard to three dates in their mutual conflict: the Balfour Declaration, the 1948 war and the 1987 Intifada. The teachers developed these two narratives to be taught in their classrooms. All these activities took place under severe conditions of asymmetry of power relations of occupation (of the Palestinians) and of suicide bombers (against Israelis) throughout the project. The Two-State solution requires in our view textbooks of two narratives, so students learn to respect the narrative of the Other.     

Narrative dynamics in European Commission AI policy—Sensemaking,agency construction,and anchoring

Artificial Intelligence (AI) is arguably one of the most powerful and disruptive technologies of our times which may pose challenges as well as opportunities to contemporary political organizations. Studying AI from a lens of perceived uncertainty, this article studies the policy response of the European Commission toward this fast-paced emerging technology. By empirically focusing on the Commission's policy process from start to end, from initial communication to concrete proposal, the article shows how different types of narratives are used to construct the new policy area of AI policy. A novel theoretical framework is constructed building on a combination of narrative organizational studies and narrative policy studies, displaying how narratives play a key role in organizational sensemaking, agency construction and anchoring. The paper finds that the Commission broadly makes sense of AI technologies with a future-oriented discourse, establishes agency to existing and new forms of political organizing and anchors the policy response within the overarching frame of the EU single market policy. The main contribution of the paper is that it shows how political organizations settles uncertainty through narratives and sketches a way forward through establishing policy goals and anchoring them within pre-existing lines of political mobilization.
