Van Parijs’s Linguistic Justice for Europe and the World furthers a nascent examination of multilingualism within political philosophy, drawing on continental European contexts where multilingualism is the norm. Van Parijs argues, in effect for linguistic cosmopolitanism via English as the current world language, and this seems ostensibly to be a considerable improvement on ‘the untrammeled public monolingualism’ of Anglo-American political theory. However, Van Parijs’s account is flawed in four key respects. First, there is the fundamental problem of his reductionist account of language – by which language is viewed only in terms of its communicative uses and reach and not in relation to its symbolic and identity functions. Second is his simplistic advocacy of English as a global lingua franca, which ignores issues of power and inequality, along with related delimited access to high-status English language varieties. Third are the inherent limitations associated with his advocacy of linguistic territoriality, which recognizes state-sanctioned languages but little else, thus failing to mitigate existing linguistic hierarchies. Finally, the wider argument for English as a global lingua franca is inevitably underpinned by a monolithic/hegemonic view of English itself. This monolithic conception of English stands in contradistinction, not only to the actual plethora of Englishes in the world today, but also, more importantly, to their widely varying status and use in furthering cross-communication and related notions of social and economic mobility. The latter thus fatally undermines Van Parijs’s central argument linking social and economic mobility ineluctably to access to English.  相似文献

This article argues that New Zealand (NZ) could be an important case for drawing health system reform lessons from for the English National Health Service. Reasons for this are outlined, including the close similarities between the two countries and their health systems. The article describes the diverging health reform agendas of conservative governments in both countries, noting a series of lessons for England that might have been drawn from NZ. Traditionally, the debate over English devolution has been framed by mainstream parties, favouring a top‐down approach. However, this scenario has recently started to change, particularly in the areas with stronger regional identities such as the North of England. In 2014, the first regionalist party (Yorkshire First) was created, followed by the North East Party and the Northern Party. Such actors overtly challenge the narratives of regionalisation that have prevailed so far, and endorse bottom‐up regionalism. This article offers the first analysis of these ‘new regional voices’ in the North, and seeks to assess emerging tensions between regionalisation and regionalism in the devolution debate. To achieve this, it concentrates on the case of Yorkshire First, drawing on documentary analysis and the results of a membership survey. It will be argued that, although still limited in its impact, the rise of Yorkshire First signals the presence of a political vacuum in the region which has been left open by mainstream politics, and that regional identity and territorial cleavages do matter in the current debate on devolution in the North of England.  相似文献

As the government announces a programme to teach Muslim women to speak English, this article examines how such a policy can be implemented successfully, arguing that lessons can be drawn from both academic research, especially that carried out with Muslim women themselves, and previous successful policy application. It focuses on two projects carried out in the recent past for the Learning and Skills Council (LSC) and Jobcentre Plus, and outlines the key factors that led to their success. The LSC project involved one of the largest in‐depth surveys of Muslim women's attitudes towards work, and their views on life in Britain, that has ever been undertaken. The Jobcentre Plus project was a highly successful and innovative employment training initiative for ethnic minority women piloted in Sheffield, the very kind of ‘targeted’ approach that Mr Cameron has claimed his government's new language initiative will be.  相似文献

长期以来,中国法律法规名称英译版本缺少统一规范,英文译名混乱的状况常给来自法律界和学术界的人士带来诸多疑惑,特别是给外国读者带来一些理解上的困难。目前,中国具有较高效力层级的现行法律法规——由全国人大及其常委会制定的法律和国务院制定的行政法规——的名称英译版本存在一些问题,比较突出有:(1)英译名称冗长且极具中国特色;(2)名称格式词后的介词使用混乱;(3)“Law”的前置定语表述形式多样。文章尝试以法律法规名称的英译文本存在的问题作为切入点,对其进行归类,找出目前存在的问题,并与普通法系国家的法律法规名称进行对比,分析中国存在这些问题的原因,同时提出解决问题的相关建议:(1)引用英文名称时参考权威机构编译的版本;(2)尽量简化译文名称的长度和结构;(3)制定不同格式词的一致结构标准;(4)尽量统一“Law”的表述形式。  相似文献
