媒体导向与维护警察合法权益

新闻媒体的导向在维护警察合法权益方面发挥着重要的作用,但从现实情况来看还存在着一些问题和误区。为了使新闻媒体更好地在维护警察合法权益方面起到积极的导向作用,公安机关应进行多方位、多形式的新闻媒体公关,加强与新闻媒体的沟通和协作,充分利用新闻媒体引导公众配合公安民警执法和维护警察的合法权益。     

论侦查工作的传媒监督

加强传媒对侦查工作的监督符合现代法制的潮流,但是侦查工作与传媒人介入之间又存在着不容忽视的冲突。鉴于新闻传媒与侦查工作的特殊关系,以及我国的现状,应当完善我国的传媒对侦查工作的监督机制,规范其运作,保持两者的互动关系。     

The Messenger Overwhelming the Message: Ideological Cues and Perceptions of Bias in Television News

Survey research has demonstrated that citizens perceive ideological bias in television news, specifically with regard to CNN and Fox News Channel (FNC), which allegedly represent the liberal and conservative viewpoint, respectively. In this paper I argue that attaching the CNN and FNC labels to news stories sends an ideological cue to the viewer regarding the content of the story. Utilizing an experimental design that allows manipulation of the network attribution of actual FNC and CNN content, I am able to demonstrate that the CNN and FNC labels function as ideological signals to the viewer, with this signal being most pronounced among ideologues whose views are supposedly at odds with those attributed to the network.

Interpreting UKIP's ‘Earthquake’ in British Politics: UK Television News Coverage of the 2009 and 2014 EU Election Campaigns

UK broadcasters came under fire for the amount of airtime UKIP and its leader Nigel Farage received after the party won the most votes in the 2014 EU election. Our content analysis of television news during the 2009 and 2014 campaigns found little bias in terms of soundbites, but in the more recent election Farage visually appeared in coverage to a greater degree than other party leaders. Moreover, two core UKIP policies—being in or out of Europe and immigration—dominated coverage in 2014. We suggest the ‘UKIP factor’ and the media's fascination with Nigel Farage help explain why the 2014 campaign was more visible on television news than was the case in 2009 and was largely reported through a Westminster prism. Although television news bulletins attempt to impartially report elections, the 2014 campaign agenda was largely contested on UKIP's ideological terrain and the party's electoral fortunes.

论清代前期报刊法制的体系与特点

经过从顺治至道光朝近200年的努力,到鸦片战争爆发前,清政府已经形成了包括调整和建立报刊运行体制、对报刊内容进行管理和控制、查处违反报刊管理和运作规定行为、提塘建设和管理以及查处民间小报等方面的报刊法制体系。与明朝的报刊法制相比较,表现出“清因明制”、“斟酌损益”和“严刑峻法”的特点。

新闻媒体对司法活动的监督存在"双刃剑"的作用,它一方面有利于促进司法公正,另一方面却会妨碍司法独立.本文对这两种作用进行理论上的分析,探求新闻监督对司法独立造成侵害的原因,并就解决新闻监督侵犯司法独立的措施提出构想.     

公共危机事件中的政府新闻发言与议题管理

政府新闻发言是一种议题传播管理行为。这种议题管理包括政府对公共危机事件传播过程中的议题设置、议题培养和议题引导等多种传播管理行为。政府新闻发言在公共危机事件可以通过议题设置,实现政府对公共危机事件的传播管理。积极有效的政府新闻发言体现了政府作为公共管理机关应该承担的公共信息告知、保证公众对公共危机事件的知情权、稳定社会、引导社会舆论、强化社会管理等职能。     

News Management and New Managerialism

Abstract

This article examines the public communication activities of “Quangos” (Quasi-Autonomous Non-Governmental Organizations). These non-elected organizations fulfill diverse public functions-such as, providing services, advising policy makers, regulating other institutions, representing the interests of certain social and cultural groups, supporting private enterprise, and promoting pro-social values and practices.

Focusing mainly on news management strategies in the sector, the article shows that the popular image of quangos as highly introverted organizations needs revision, and that many place considerable emphasis on public communication issues. However, this recognition contextualises rather than invalidates concerns about accountability within this tier of government, as publicity activities in the sector are geared towards facilitating the external promotion of organizations' roles rather than scrutiny of their conduct.
