产业技术公共服务平台作为公共科技服务平台体系中的重要组成部分,在区域创新体系中发挥着重要作用。陕西省产业技术公共服务平台建设应在整合现有科技资源的基础上,采用企业主导、项目驱动的平台运作方式,同时结合省内不同产业发展情况,探求建设产业技术公共服务平台的具体模式,并以健全法律法规、完善运营机制、激励机制等方面为主要抓手。

随着时代的发展，信息技术已经渗透到我们生活中的各个角落，其中网络作为重要的媒体工具，已经越来越融入人们的生活，对人类的生活产生较大的影响，现如今更是与电视平台相辅相成，履行着服务大众的义务。对于网络上存在的不健康、虚假、夸张的信息与新闻，亟需进行整治，要通过思想教育加以引导；而面对时代的发展，思想政治工作也应借助网络电视平台不断创新。

改良EVO150-8方法在DNA自动化检案中的应用

目的探讨改良EVO150-8方法在批量生物检材DNA检验中的应用价值,建立一种自动化、简单、快速的DNA提取方法。方法采用改良EVO150-8自动化核酸提取纯化仪器与DNA IQ磁珠法纯化试剂盒,对各现场提取的880份血迹、烟蒂、口香糖、精斑（混合斑）、组织、骨骼、脱落细胞等常见生物检材进行DNA提取与纯化,采用Identifiler试剂盒进行扩增检验,用3130XL电泳,GeneMapper ID V3.2分析软件进行分析比对。结果在880份生物检材中,有836份检材成功获得STR分型;检验92份检材仅需时128min。结论改良EVO150-8适合批量生物检材的自动化提取。     

基于综合保税区的内陆开放平台体系建设

综合保税区叠加整合了此前各类特殊监管区域的全部功能和政策。在内陆设立综合保税区是建设开放平台体系、构筑开放高地的重大机遇。这些机遇集中体现在"三个有利于"。要加快内陆开放平台体系建设,应当借鉴先进经验,从加快综合保税区基础设施建设、加快建设无水港、虚拟空港、公路口岸、内河港口等方面,因地制宜采取有效措施。     

The Power of Smears in Two American Presidential Campaigns

This article compares the two main cases of deceitful negative campaigning that characterized the American presidential campaigns of 2004 and 2008. These are, respectively, the attacks led by the Swift Boat Veterans for Truth against the military career and the subsequent pacifist turn of John Kerry and the smear, initially spread around the web, that claimed that Barack Obama was Muslim. This research describes the origins, developments, and outcomes of the two smear campaigns, focusing on the differences and similarities between them in terms of their content and their communication strategies. It then investigates the role played by the different media platforms employed by the negative campaigners, the importance of a prompt answer by the recipients of the accusations, and the response of public opinion. Finally, the comparison of the cases allows pointing out some conditions for the success or failure of mudslinging in contemporary American political communication.

Why Do Some Terrorist Attacks Receive More Media Attention Than Others?

Abstract

Terrorist attacks often dominate news coverage as reporters seek to provide the public with information. Yet, not all incidents receive equal attention. Why do some terrorist attacks receive more media coverage than others? We argue that perpetrator religion is the largest predictor of news coverage, while target type, being arrested, and fatalities will also impact coverage. We examined news coverage from LexisNexis Academic and CNN.com for all terrorist attacks in the United States between 2006 and 2015 (N?=?136). Controlling for target type, fatalities, and being arrested, attacks by Muslim perpetrators received, on average, 357% more coverage than other attacks. Our results are robust against a number of counterarguments. The disparities in news coverage of attacks based on the perpetrator’s religion may explain why members of the public tend to fear the “Muslim terrorist” while ignoring other threats. More representative coverage could help to bring public perception in line with reality.

随着电子商务的发展,网络购物平台的知识产权侵权问题越来越受到人们的关注。2010年出台的《侵权责任法》第36条为判断电子商务平台服务提供者的责任提供了法律依据。但近来国内发生的几起案例对相关法条做出了不同的解读,对这些案例进行了梳理并提出若干判断电子商务平台服务提供者侵权责任的标准。

人的全面发展理论是马克思主义发展理论的核心内容。人的全面发展必须以现实的制度平台为基础,当前加强对人的全面发展的理论研究,应避免陷入人的本性、人的本质等一系列抽象的理性思辨中,而应以现实的制度平台作为理论研究的切入点。
