This article investigates the determinants of parliamentary support for international fiscal aid. Departing from the literature on presidential systems, it analyses an exemplary case of a parliamentary system, Germany. Two theoretical accounts are distinguished. The first perceives MPs as policy-seekers and focuses on the positioning of government and opposition parties and individual MPs on an economic left?right and a pro- versus anti-EU dimension. The second regards MPs as vote-seekers and presumes an electoral district connection. The statistical analysis of a new data-set containing information on 17 Bundestag roll-call votes from 2009 to 2015 finds support for the first account: voting in favour of fiscal aid measures is mainly driven by government membership and EU support. By contrast, neither economic ideologies, nor district or mandate characteristics influence support for fiscal aid. The article contributes to a growing literature on the domestic politics of international political economy.  相似文献

Few political parties are willing to lead the public debate on how the European Union should develop and parties rarely publicly discuss issues on the EU agenda. This is probably one of the most important democratic problems in the contemporary EU. When and why parties are willing (or not willing) to discuss European cooperation is therefore an essential issue in which political science should engage. Previous research has shown that parties that are internally divided on EU issues downplay these issues in order to avoid internal disputes. At the same time, parties that have severe intraparty conflicts over the issue are unable to contain the debate. Thus, parties that are unified in their position on EU issues and parties that are heavily split speak about the EU, but others do not. Also, earlier research has shown that political parties downplay issues in response to internal divisions among their supporters. It is argued in this article that the focus should not be solely on intraparty conflict or whether or not a party's voters are hesitant or disunited, but rather on how these factors interact in order to better understand how parties act strategically regarding EU issues. Using a new dataset that relies on quantitative content analysis of quality newspapers during the national election campaigns in the period 1983–2010 in France, Germany, the United Kingdom and Sweden, it is found that parties that have a high degree of internal dissent on European issues, while at the same time having an equally divided electorate, are the parties that are most present in the public debate. Hence, it is the interaction between these two important factors that explains much of the variation in the amount of attention paid to European issues in national election campaigns.  相似文献

Under what conditions is decentralisation a salient issue for state‐wide political parties? It is argued in this article that the extent to which state‐wide parties emphasise decentralisation depends on their strategic considerations: on their overall ideology, on the electoral incentives created by the context in which they compete, and on the interaction between the two. The results of the analysis of party manifestos in 31 countries since 1945 are as follows. First, parties that pay greater attention to cultural matters relative to economic matters tend to talk more about decentralisation. Second, the systemic salience of decentralisation also encourages parties to talk more about decentralisation. Third, the larger the regionally based ethnic groups within a country, the more salience all state‐wide political parties will attach to decentralisation. Finally, only parties that put greater relative emphasis on cultural matters tend to respond to the electoral threat of regionalist parties. The influence of territorial diversity on the salience of decentralisation thus works through two channels and is partly conditioned by political parties’ ideological profile.  相似文献

This paper examines the context, campaign and main determinants of how Catalans voted in the 2015 regional election. The elections were exceptional because the incumbent and the remaining Catalan nationalist parties framed the contest as a de facto referendum on secession. In this paper we scrutinise whether attitudes towards independence affected vote choice and whether they eclipsed other traditional significant vote-driving factors such as the state of the economy or government performance. Results show that, although the independence issue became a major determinant of vote choice, the elections did not become a pure plebiscite on secession, since voters also used their vote to hold the regional government accountable for its past performance.  相似文献

ABSTRACT

The Guatemalan National Revolutionary Unit (URNG) fought one of the longest and bloodiest civil wars in recent Latin American history. In 1996, the URNG and the Government of Guatemala signed a Firm and Lasting Agreement ending the country’s civil war and initiating the URNG’s post-war life as a political party. After finishing third in its initial electoral competition, the URNG has since been unable to capture more than 4% of the vote, on its own or in coalition, leaving it a minor political party. What explains the poor electoral performance of the URNG as a political party? Based upon fieldwork, elite interviews, and analysis of electoral data, I argue that the URNG’s minor party performance was caused by both organizational and institutional factors.  相似文献

The article analyses which parties support registered partnership and same-sex marriage bills in parliament in Western Europe. Existing comparative research indicates that left parties back same-sex union laws. This article shows that support is not limited to the left camp. Liberal and even Christian democratic parties have expressed above-average support as well, albeit with certain exceptions. The chief opponents of same-sex union laws are Protestant parties and the parties of the far right; in terms of numbers, however, both are largely insignificant. Far more relevant for these laws’ chances of success are the positions of the large parties at the centre and at the right of the political spectrum. The analysis reveals considerable inter-country differences in these parties’ attitudes, which can be explained to a large extent with the two-worlds-of-morality-politics distinction introduced by Engeli, Green-Pedersen and Larsen: countries in which centre and right parties continue to oppose same-sex union laws are part of the religious world, with the exception of France. The results for France indicate a need for further research.  相似文献

ABSTRACT

The Peruvian parliament was a central institution in the early republic, but so far very little has been written on its history. This is due to the fact that military leaders took control of power for most of the nineteenth century. This article reflects on three main questions: what was the role of the legislative in nineteenth-century Peru? What was its relationship with the executive power? And what part did conflict play in these relationships? Most initial congresses were tasked with writing up constitutions, because institutions had to be created, and there was a strong belief that having a written charter mattered. The strongmen who took power felt the need to obtain legitimacy from both constitutions, and elections, but often did not see eye to eye with congress. This led congress to be closed, particularly when legislators refused to bow down to presidential power.  相似文献

In recent years much has been written on the communist successor parties. Although much of the existent work focuses on the electoral performance of these parties or has described, in great detail, the development of single parties, this paper evaluates the utility of theories of party identity change in application to the successor parties. As an initial exploration we investigate the successor parties' programs before and after the initial competitive parliamentary elections in Hungary (in 1990), Poland (in 1991) and Russia (in 1993) to determine the extent to which poor electoral performance in initial competitive elections compelled the successor parties to alter their political identities.  相似文献

The Scottish National Party (SNP) won control of Scotland's devolved government in the 2007 election yet opinion polls show no majority for its objective of independence in Europe. While the party is adept at exploiting short‐term political opportunity structures in the wider British context, as well as appealing to the ‘opinion electorate’, it appears less successful at persuading a majority of Scottish voters to agree with its core ideology. Helpful parallels can be drawn between 2007 and the last time the party polled over 30 per cent of the popular vote in Scotland at the 1974 (October) British General Election—then, as now, the Scottish voter appears to be willing to distinguish between party and policy.  相似文献
