Shoplifting is one of the most common and costly crimes, yet little data exist to determine reliably characteristics of the typical shoplifter or the modus operandi of the crime. It is a crime that has most often been studied using official, secondary data provided by either retail security personnel or law enforcement officers. Reliability issues plague these official data. Continuing the “dark figure of crime” tradition, this study examines shoplifting by covert observation with a camera system installed in a typical suburban retail drug store. A standardized data template was used to record the demographic and behavioral characteristics of shoppers. Significant numbers of shoppers (8.5%) were observed shoplifting. Logistic regression analysis reveals that, while members of some demographic groups shoplifted more often than others, behavioral indicators carried far more predictive power. The methodology and findings are considered within the larger context of the law enforcement and “profiling” literatures.  相似文献

Contemporary police practice advocates the importance of proactive policing activities. Proactive policing reforms emphasize self‐initiated tasks during unassigned patrol time and directed activities based on supervisor review of crime analysis and problem identification. Our study analyzes data from systematic social observations of police patrol officers to examine how officers spent their discretionary time. We find that, on average, over three quarters of a patrol officers’ shift is unassigned. During this time, officers primarily self‐initiate routine patrol, or back up other officers on calls to which they were not dispatched. Just 6 percent of unassigned time activities are directed by supervising officers, dispatchers, other officers or citizens. Moreover, directives provided by supervisors are vague, general in form, and do not operationalize problem‐oriented policing, community‐oriented policing, or proactive policing strategies. We conclude that first, a very significant proportion of patrol officer time is spent uncommitted that could be better utilized doing proactive, problem‐oriented policing activities, and second, supervisors need to provide patrol officers with much more detailed directives, based on sound crime analysis, to help capitalize on the under‐utilization of patrol officer time.  相似文献

合理配置侦查权是打击犯罪和保障人权的双重需要。我国侦查权配置采用了多重标准,各侦查系统自成体系,互相平等又同时兼具侦查之外的其他职责,这种模式总体上是合理的,但也存在一些弊端。合理配置侦查权需要考虑各种因素,最重要的是侦查效率和侦查公正两大标准,既要符合专业化的发展趋势,又要有利于权力的监督和制约。以这些标准检视我国侦查权的配置,可以对侦查权进行适度调整,例如可以考虑将涉税案件侦查权自公安机关移转至税务机关,以提高侦查效率、减轻公安机关压力并加强对税务机关的检察监督。  相似文献

Concerns over rising costs have forced police services to balance increasing fiscal and operational pressures. Discussions of the resources and requirements of police, however, are generally only informed by political expediency and traditional practice. Operational reviews (ORs) can be used to document the demands on police, their capacity to respond, and ways in which they can become more efficient and effective. Drawing on an OR of a major urban Canadian police service, this article provides a broad outline of the components of an OR and the analytics that can be used to answer these key questions.  相似文献

Studies have tested variations of concentrated patrol combined with intense field interrogations, broken windows enforcement, Compstat accountability, and problem-oriented approaches. Although a majority of findings support the efficacy of concentrated patrol, a substantial number do not. Questions remain regarding six variables: dimension, dosage, duration, displacement, diffusion, and denouement. This study tested differential deployment lengths of geographically concentrated, proactive patrol for an additional 80?h per week in 13 high crime beats in Houston, TX. The original purpose was to identify optimal lengths of deployment periods. The study used a switched replication design with repeated treatments over deployment periods ranging from 4 to 12 weeks. Meaningful reductions in suppressible street crime occurred in only 2 of the 13 beats. The two beats were among the smallest, had among the highest crime rates, and received the highest dosage of concentrated patrol.  相似文献
