非政府组织在城市社区建设中的作用主要是体现在对社区参与渠道的拓宽、弥补现有社区组织服务能力不足以夏对社会就业、社会稳定产生的积极意义.但这些作用的充分发挥还有待于非政府组织自身的快速、健康发展。为此,要借鉴国外非政府组织的经验;倡导、动员社会的志愿精神,发展志愿者组织;筹集活动经费.     

新建企业工会的组建与集体合同制度

党的十五大以来 ,新建企业得到了前所未有的发展。如何把新建企业职工最大限度地组织到工会中来 ,已成为工会组织的一项重要而迫切的任务。目前 ,面对大量的以农民工为主体的弱势群体 ,为了切实维护好职工的合法权益 ,必须大力推行平等协商、集体合同制度。为此 ,应该加快维护集体合同的立法 ;正确认识集体协商谈判的目的与手段 ;加强工会自身的改革和建设 ,提高工会干部的素质。     

Trade Unions and Employment Relations in Italy during the Economic Crisis

Abstract

Many of the usual assumptions about the impact of the economic crisis on trade unions and employment relations only partially fit the Italian case. Trade unions during the crisis showed resilience both organisationally and as important actors in economic and political life. Also, the national industry level reaffirmed itself as the key level in industrial relations. Explanations of these unexpected outcomes have to do with some features of all three actors of Italian employment relations. Trade unions have become over time a relevant actor not just in the industrial relations arena but in several other spheres of Italian society and politics. As to employers, small and medium enterprises (SMEs) have tended to prefer national sectoral-level agreements and set rather low wage standards, while employers’ associations have shown an organisational interest in preserving centralised bargaining where they play a role. Finally, governments have been too weak and short-lived to follow a consistent strategy of unilateral decision-making.     

Explaining community mobilization in the city of Vilnius: a search for social capital

The article explores community mobilization in the urban environment. Specifically, it examines community organizations in Lithuania’s capital city of Vilnius. Engaging with social capital theory, the article illustrates the actual community mobilizations, their stories, collective action strategies, and reasons for mobilizing. It challenges the assumption that mobilizations rarely take place in the urban environment of Lithuania due to low civil society and a nonparticipatory culture. This article shows that when mobilizations do take place, they can be short lived but still achieve significant results.     

Precarious Elderly Workers in Post-Industrial South Korea

This article examines how the combination of immature welfare state and expansion of the service economy, in particular, contributes to the precariousness of the elderly labour market in South Korea where nearly half of the elderly live below the poverty line. It completes an empirical analysis of how elderly workers in Korea are participating in the labour market and examines their situation using a conceptualisation of “precariousness.” It is explained how the elderly in an immature welfare state are pushed into bad jobs resulting in a large number of precarious “elderly workers” in an economically advanced country. Results of the statistical analysis suggest that, due to severe precariousness, the Korean elderly are unable to escape from poverty even though they work. Also, gender segregation of precariousness in the service industry has been exacerbated in the elderly labour market. Structural change such as the rapid transition to a service-oriented economy has a greater impact on elderly women than middle aged or elderly men because elderly women tend to have lower skill levels and shorter careers, mainly entering service occupations where the bad jobs are concentrated.

Opting for Openness: Capital Mobility and Monetary Sterilisation in Malaysia

Malaysia gained attention for its use of capital controls in 1998, but since the early 2000s it has emphasised its commitment to an open capital account, despite experiencing volatile capital flows. As well as opting for financial openness, Malaysia chose to manage the value of its exchange rate after de-pegging from the US dollar in 2005. In a bid to escape the macroeconomic constraints that arise from capital mobility, Malaysia also chose to sterilise a large portion of capital inflows. It then made a further choice to use market-based sterilisation instruments more than regulatory sterilisation measures. These choices have carried costs and led to a build-up of economic risk. Three interrelated factors explain these choices: Malaysia’s strategy to manage the stigma arising from its imposition of controls in 1998, the increased level of financial integration that followed from this strategy, and the politically privileged position of groups that have benefitted from Malaysia’s commitment to capital openness.     

Rights and obligations in civil society organizations: learning active citizenship in Turkey

This is a comparative analysis of whether and how participation in different types of civil society organizations (CSOs) enable an environment for the learning of active citizenship practices. Active citizenship is conceptualized and defined around three dimensions: civic action, social cohesion and self-actualization. The potential to transform citizenship practices is critical to the Turkish context where, rooted in its strong state tradition, citizenship has been conceptualized and practiced in a passive manner. CSOs in Turkey have burgeoned over the past two decades and provide an important space to pursue a wide range of interests and provide services. This study is an in depth analysis of participant experiences in six CSOs in Istanbul. The study distinguishes between CSOs based on indicators that are expected to create variation in how the participant is engaged. CSOs are classified as either rights or obligations based, membership or volunteer based, and finally based on their types of activities. This article presents results on the effect of participation in rights vs. obligations-based CSOs on the development of active citizenship practices.
