加强高校学生社团管理工作的几点思考

高校作为社会的重要组成部分,是社会稳定的晴雨表之一.当前随着高等教育改革的不断深入,高校学生社团得以蓬勃发展,成为新时期全面培养学生、维护高校稳定、构建和谐校园的中坚力量.同时,也要看到高校学生社团在其实际运行过程中存在着一些问题,使它容易被各种敌对势力、敌对组织操纵和利用,成为危害我国国家安全和社会稳定的隐患.因此根据构建社会主义和谐社会的要求,加强对学生社团的管理,对于促进高校的和谐稳定具有十分重要的意义.     

经济新常态下的刘易斯转折点演进路径研究

Based on the utility decision model of family,this paper selects the following parameters: the relative price of agricultural and non-agricultural products, total factor productivity,labor output elasticity in agricultural sector and non-agricultural sector,and designates three states:low, medium and high. And on this basis,we have constructed a model of Lewis Turning Point evolution path based on the general equilibrium model to forecast its movement with the method of numerical simulation in this “new normal” economy. Results show:the Chinese economy will not meet Lewis Turning Point in 2025,but an increase in non-agricultural sector output will accelerate the coming of Lewis turning point; the influence of capital elements is similar to industry production; the efficiency variance of two sectors is negative to the Lewis Turning Point. The efficiency gap is not only in microscopic system,such as the mode of production, advanced technology acquisition and other inputs,but also in macro system of household registration, employment and social security.     

中层行政：行政中层与实际行政

行政中层是一个行政组织中处于中间位置的行政层次,由于行政职能过多、过细以及行政过程中存在较多的形式主义,导致行政领导不能把时间和精力用在行政事务上,而行政中层可以利用在组织内所处的承上启下的位置,通过掌控行政过程中的具体环节,在决策、执行过程中发挥决定性的作用,从而产生“中层行政”现象.“中层行政”现象启示我们要进一步深化行政体制改革,转变和精简政府职能,减少形式主义,改进行政方式和行政文化.同时,注重提高行政领导的专业化水平,保证行政领导权责相符,强化对行政中层的监督,避免负面问题的产生.     

行政法视野下我国非政府组织合法性危机及其矫正

随着经济和社会纷纷步入转型期,我国社会的权力结构发生了变化。非政府组织的兴起改变了原来政府———市场的二元治理结构,推动着我国治理理念的转变以及民主法治的进步。然而,非政府组织蓬勃发展的同时也面临着内外交困的局面,从而引发了一系列的危机,尤其是合法性危机:一来其权力的来源缺乏明确的法律依据,二来缺乏代表性,再来独立性也受质疑。从行政法的视角分析了我国非政府组织合法性危机,并试图探索出解困之策。     

现代农业前瞻：广阔的微生物农业——兼以科技经济学辨析“资源稀缺”、“边际效用”

石化农业已走到尽头,要靠科技创新实现农业产业革命,开拓高端生态农业。近一万年的人类农业主要致力利用生物中的植物、动物（称＂二维农业＂）,对于作为第三界的微生物认知和利用差距甚远。而科技创新可使生态环境的可优化性与资源利用的深广性相统一,冲破资源稀缺和边际效用的绝对化界限,可以拓展和构建新的产业,这就是钱学森提出的微生物农业。它可分为两大部分：一是主要以循环形式优化＂二维农业＂;二是发展为独立的产业,成为未来农业产业革命的一大新兴产业。其发展分近期、中期、长期、远期四步,未来可以克服＂二维农业＂限制,真正实现农业＂工厂化＂。现在起步应当集中优势兵力攻关,逐步推广、提升,远期实现根本性变革。

本文从"人的问题"是应急处置重大突发事件过程中的核心问题这一基本命题出发,比较系统地分析了人口与计生组织网络参与地方应急处置重大突发事件的优势和作用,并就如何进一步发挥人口和计生组织网络在参与地方应急处置重大突发事件中的重要作用提出了具体的政策建议。     

创新社会组织党建服务科学和谐发展

社会组织党建工作，作为基层党的建设的重要组成部分，应该受到更多、更广泛的重视和关注。切实加强和改进社会组织党的建设，必须紧扣发展主题，坚持党的政治领导不动摇，合理调整和设置社会组织党组织，充分发挥党员的先锋模范作用；切实加强党对社会组织工作的领导，必须建立健全社会组织党建工作责任制，创新管理机制，创新组织设置方式，创新工作方式，创新活动载体。     

Bargaining When the Future of an Industry Is at Stake: Lessons from UAW–Ford Collective Bargaining Negotiations

The 2007 American automobile industry labor negotiations involved fundamental challenges for labor and management, including a historic shift of responsibility in the management of retiree health care, a need for new approaches to core employment security issues, identification of ways to create new unionized jobs in the industry, and a joint commitment to the competitive viability of U.S. operations. Less visible, but no less important in the United Auto Workers–Ford case, has been unprecedented levels of information sharing and unique innovations in the bargaining process designed to enable problem solving even when tough issues were on the table. More than 300 people were directly involved in the negotiations, serving at the main table and on twenty‐four subcommittees. This case study covers the context for the negotiations, key events leading up to the bargaining, a unique process of “bargaining over how to bargain,” the actual negotiation process, and the results achieved. Implications are generalizable to the broader concept of pattern bargaining and many other types of negotiations when transformation is on the table.     

Is China’s rise now stalling?

The variations on power transition theory so widely used to frame analysis of U.S.–China relation tend to assume the inevitability or at least strong probability of China surpassing the United States in economic power if not necessarily military power. In the terminology of social psychology’s attribution theory, China is imputed with the identity of a state that is inevitably rising. The Chinese Communist Party encourages this attribution among Chinese people and foreigners. But China’s economic rise – the foundation of its comprehensive rise – appears to have entered an inflection point in the mid-2010s and may now be stalling. In critical respects, China increasingly resembles the last two countries that ‘attempted’ a globe-level rise: the unsuccessful cases of postwar Japan and the Soviet Union. China’s labor force is shrinking; the country relies excessively on unsustainable debt increases to fuel economic growth; and pollution is seriously harming public health. But even if China’s rise conclusively stalls, it may take quite some time before the Chinese public and outside observers recognize the new reality because of intrinsic biases in the cognitive logic of attributing identities to actors.     

劳动争议协商处理机制研究

随着市场化、全球化步伐的加快,与市场经济同处于转型期的劳动关系,正处于巨大的制度变迁时代。当前我国现有劳动法律体系的形成,为解决劳动争议提供了配套的法规依据。劳动争议既是劳动关系主体之间的一种对抗性矛盾,也是一种非对抗性矛盾。劳动争议的矛盾固然可以转化,然而,当事人任何一方的不当行为,往往促使矛盾激烈化。因此,把当事人之间的协商机制作为解决劳动争议的基础性程序,坚持协商原则,加强工会的自身建设,发挥企业在预防、协商处理劳动争议中的作用,十分重要。
