Not-Knowing or Knowing Naught: Revisiting the Concept of Collaboration and Expertise in Child and Youth Care Practice

This article discusses the complexities associated with adopting a not-knowing stance in Child and Youth Care practice. By highlighting some of the challenges, it also clarifies the distinctions between practitioner lack of knowing how to proceed and an intentional, uncertain attitude when working with children, youth and families. Recommendations or caveats are provided if a practitioner chooses to adopt this kind of orientation to practice.     

‘Not Simple,Not Pure’: Revisioning of Mythical Wicked Women in the Stories of Sara Maitland

The British novelist, feminist and religious thinker Sara Maitland (b.1950) is renowned for her short stories, many of which involve the rewriting of fairy tale and classical and biblical myth. This article situates Maitland's retellings within the contemporary feminist tradition of literary revisioning, but emphasises that her retelling of old tales is distinguished by a deep—and often discomforting—engagement with questions of morality. This is rooted in Maitland's political commitment and Christian faith, and is particularly evident in her treatment of mythical female evil. Her short stories take a morally ambiguous approach, paying attention to the moral and psychological complexities of the wicked stepmothers in fairy tale, gorgons and child-killers of classical myth, and temptresses of the Hebrew Bible. Maitland's feminist revisioning of mythical wicked women does not flinch from their darkness, or impose simple ethical lessons, but at the same time she is (sometimes horribly) aware of their moral significance. This article examines the portrayal of feminist theology's concept of the ‘female sin’ of passivity in Maitland's revisioning of Delilah (in Daughter of Jerusalem, 1978) and ‘Helen of Troy's Aerobics Class’ (in On Becoming A Fairy Godmother, 2003); how the crimes of mythical wicked women are retold as being motivated by revenge against men in ‘Deborah and Jael’ (Daughter of Jerusalem), ‘Siren Song’ and ‘The Swallow and the Nightingale’ (Far North and Other Dark Tales, 2008). The latter of these raises issues of women's conflicting loyalties, which is also considered in ‘The Swans’ (2008). The taboos of incest and child abuse are explored powerfully and sensitively in ‘Jocasta’ (2003) and ‘The Wicked Stepmother's Lament’ (A Book of Spells, 1987), and resistance to simplistic moralising is encapsulated in the story of a menopausal Eve, in ‘Choosing Paradise’ (2003).     

Inmigrantes laborales y flujo en tránsito en la Frontera Sur de México: dos manifestaciones del proceso y una política migratoria

This text presents a characterization of Guatemalan labor immigration into Mexico, its historical perspective and processes of change in relation to new places of destination, crossings and labor insertions. It also sets out the most fundamental traits of migrants who cross Mexican territory when in transit from Central America, new crossing trajectories and social costs in terms of human rights, within a framework of greater social vulnerability. It analyzes the role that the Mexican state has played in relation to the establishment of a new migration policy set forth in the last two administrations (2001–2012) by the Partido Acción Nacional (National Action Party), institutional and legislative arrandos gements, progress and unresolved matters with respect to the proclamation of human and labor rights. It is concluded that even though unprecedented progress has been made in terms of immigration regulations, these policies still have serious shortcomings with regards to Central American immigration into Mexico, be it labor immigration or migrants in transit. This migration has taken on new forms and has registered qualitative and quantitative changes in crossing, in an environment of greater risk in Mexican territory.     

The Africa-China relationship: challenges and opportunities

The dramatic growth in the relationship between Africa and China is one of the great stories of the twenty-first century, part of the profound transformations taking place in the global political economy. It has been greeted with excitement, consternation, and confusion. To its cheerleaders, it represents the enduring partnership between Africa and China, spawned by the historical affinities of struggles against Western imperialism and humanistic aspirations for development. To its critics, it is reminiscent of European colonisation a century earlier, in which Africa serves as a cheap source of raw materials, a lucrative export market for Chinese manufactured goods, and an outlet for its surplus capital. Rather than a development partner, some see China as Africa's biggest development competitor, whose explosive growth and insatiable quest for global markets threatens Africa's industrialisation and competitiveness. This paper examines the factors behind the development of Africa-China relations, especially its economic magnitude, and the challenges and opportunities it offers both regions.     

Neo-Islamism in the post-Arab Spring

The Arab Spring revealed the rise of Islamists and a wave of Islamic movements across the region. The Islamist agenda is debatable on issues regarding their commitment to democracy, pluralism and individual freedom. Central to this is understanding their evolving definition of Islamism and how the players view themselves. The article provides a brief background on which to describe and define the modern Islamist. The features of Islamist political parties are described. The article offers a definition of neo-Islamism that reflects its most modern trends, including these key characteristics: non-traditional religiosity, gradualism, Islam modernization, nationalism and pragmatic relations with the West.     

Trading in development: norms and institutions in the making/unmaking of European Union–African,Caribbean and Pacific trade and development cooperation

This paper offers a contribution to recent debates on European Union (EU) external trade and development policy, with a specific focus on the African, Caribbean and Pacific (ACP) group of countries. The question asked is why the EU encountered such difficulties in the attempt to translate its normative preferences for freer trade and closer economic integration into a series of binding agreements? Drawing on both economic constructivist and historical institutionalist insights, it is argued that the case for reform initially rested on a strong convergence between institutions and ideas, enabling the EU to discursively present desired policy reforms as necessary to satisfy World Trade Organisation trade rules. However, in due course, the institutional dynamics behind the latter began to diverge from the EU's policy preferences and blunt its norm-based argument – thus creating the space for transnational coalitions to, first, question and, ultimately, undermine aspects the EU's trade and development prospectus for the ACP.     

Grabbing back: essays against the global land grab

ABSTRACT

Extensive research, mainly undertaken by nutrition scientists and economists, indicates that the presence of a home garden is positively associated with improved household nutrition in rural households of the global South. However, this literature is relatively silent on the contexts that influence home garden uptake. This is problematic given rapidly changing social and economic landscapes, which reshape the place and scope for home gardens within households’ livelihood and food provisioning arrangements. Original research from Myanmar reported here reveals that emergent socio-economic contexts for rural households are posing heightened challenges for home gardens to contribute to food and nutrition security.     

The ‘rule of experts’ in making a dynamic micro-insurance industry in India

India is reported to have the most dynamic micro-insurance market in the world and the largest weather-index insurance market among developing countries. This is interesting because, paradoxically, reports readily suggest that the primary hindrance for the industry is the widespread lack of effective demand for insurance. This paper seeks to identify, understand and problematize the paradox of resolutely promoting micro-insurance and its apparent rapid growth despite a manifest absence of demand for insurance. Neo-classical theories about risk-averse behaviour do not explain the current lack of appeal of insurance among the poor. Rather, I draw on a postcolonial political economy framework to argue that expert investment in getting prices and culture right while safeguarding micro-insurance supply currently explains the celebrated dynamism of Indian micro-insurance. I argue that promoting comprehensive institutional reform for an ideal investment and entrepreneurial climate involves securing mutually beneficial linkages, collaborations and knowledge within a broad assemblage of profit motives, insurance expertise, policy-makers and professionals. Insurance experts rule by promoting the micro-insurance sector while simultaneously investing in and gaining from discursive, material and pedagogical construction of this industry. Future research should address whether such processes and products are effective in managing financial risks of the poor.     

浅谈落实党的工人政策——学习党的十八大工作报告的体会

党的十八大报告,是夺取中国特色社会主义新胜利和全面建成小康社会的纲领性文件,是代表人民、为人民谋利益的政策指南。报告就实现好、维护好、发展好工人劳动者的积极性和创造性方面重申和提出了许多方针和政策性要求。改革开放30多年的实践中,我们在依靠工人阶级方面也出现了一些杂音和问题。贯彻落实党的十八大报告精神,必须坚定不移地贯彻宪法,切实落实工人劳动者的主人翁地位;必须进一步贯彻党的"依靠"方针,更好地形成"劳动光荣"、"尊重劳动"、落实工人劳动者合法权益的良好社会环境,积极推进工人劳动者逐步实现自身的现代化;同时还要重视和发挥工会组织代表维护工人劳动者合法权益的职能作用,使党的工人政策真正落在实处。     

关于制造业工会工作的调研与思考

朝阳区制造业工会2013年成立后,为夯实工作基础,全面了解基层企业工会组织工作现状,探索促进制造业工会工作健康发展的新路子,对行业所辖44家基层企业工会进行逐一实地走访,围绕企业状况、工会组织建设、民主管理、职工权益维护和技术创新、文体活动及职工需求等工会重点工作内容进行了专题调研,获得了大量一手信息与数据,发现了制造企业工会存在的普遍问题,并对破解问题进行了思考.
