财政资金绩效评价的探讨与思索

绩效评价对于企业而言是个有待完善的课题,对于财政而言是个全新的课题。针对我国现有的财政管理模式,财政必须从资金分配、流转、使用三环节下重力,才能“理好财,算好帐”,从源头惩治腐败,从根本上转变机关作风。建立一套完整的绩效评价体系如制度、机制、层次、指标等,都是财政管理“理念”的创新之措和改革之举,有利于调优公共财政,更好地满足经济和社会协调发展、城市和农村协调发展、人与自然协调发展的需要。     

关于公安派出所绩效考核的思考

公安派出所实行绩效考核制度有利于促进基层派出所各项业务工作和队伍建设的整体推进,成效显著。目前公安派出所绩效考核中存在的问题有目标设定不科学,考核过程和结果处理不当,考核难以量化,考核的形式过于单一等。为此,考核中应突出重点,制定统一科学的标准,注重落实,重在实效。

Getting a `Get' – the Limits of Law's Authority? N. v. N. (Jurisdiction: Pre-Nuptial Agreement) [1999] 2 F.L.R. 745

This note examines the decision of the Family Division of the High Court in N. v. N. (Jurisdiction: Pre-Nuptial Agreement) in which, in the context of Jewish divorce proceedings, the Court found that it had no jurisdiction to order a husband, by specific performance of a marriage agreement, to go through the procedure to obtain a ‘get’ (a hand-written bill of divorcement) allowing his wife to remarry. First, discussion of the case is contextualised broadly within the debate on the (de)merits of employing legal means in order to redress social wrongs. Secondly, adopting a theoretical perspective upon the difficulties involved in using law to achieve social change, the note goes on to examine more specifically why women from minority cultures may choose to go to the law of the dominant culture in order to obtain relief. A comparison of the use of visible microspectrometry and high performance thin layer chromatography for the discrimination of aqueous inks used in porous tip and roller ball pens

Ink lines made by porous tip and roller ball pens have been examined by high performance thin layer chromatography (HPTLC) and by transmission microspectrophotometry (VM) in the visible region. Better discrimination between apparently similar coloured inks was obtained with HPTLC but VM has value as an additional technique for ink examination.     

Evaluation of a Psychoeducational Program to Help Adolescents Cope

Over 20% of a sample of 706 young adolescents identified themselves as experiencing difficulties and being in need of specific help in coping. A psychoeducational Program Helping Adolescents Cope was offered to 112 of those. This was adapted, with permission, from the Coping with Stress Course, devised by Albano et al. (1997). Participants progress was monitored and evaluated using qualitative and quantitative measures. The psychoeducational Program was found to be significantly effective in reducing participants depression scores, in reducing their reliance on unproductive means of coping and overall in helping them cope. This article presents the methodology used, key results and discusses the implications of this work for professionals working with adolescents in the area of prevention and coping.Claire Hayes is a clinical and educational psychologist who has recently moved from her post of lecturer in the National University of Ireland Maynooth to develop the Break through Anxiety service as a private practitioner. He received his PhD in social psychology from the London School of Economics. His research has mainly been in the area of literacy, educational disadvantage and substance use, particularly the evaluation of prevention programmes.
