我国大学评价排名的指标体系分析

大学排名已经成为公众关注的热点,也引起了诸多激烈的争论。着重选取国内四家较有影响的评价机构并对其大学综合排名指标体系进行分析研究,为改进和完善我国大学评价排名制度提供借鉴和参考。

社区服刑人员矫正效果评估是检验社区服刑人员矫正质量和社区矫正工作效果的重要手段,是社区矫正工作的关键环节和基础工作。因此,以社区服刑人员再社会化为中心,遵循罪犯矫正的本质与规律,构建科学、实效的社区服刑人员矫正效果评估体系,是提升社区矫正工作整体水平,促进社区矫正工作发展的现实需要和必然要求。     

Measurement of Performance Management System for High Organizational Achievement in State-Owned Enterprises,Lao PDR

This study attempts to measure the performance appraisals system of the state-owned enterprises in Vientiane Capital City from their operation. Meanwhile, the state-owned enterprise performances are measured through standard evaluation form, annual report, and technical performance evaluation. The data used in this analysis are primary data provided through a questionnaire by the state-owned enterprises in Vientiane Capital City, the capital of the Lao PDR. The results are mixed results. On the positive side, the operation performance evaluation of the state-owned enterprises focuses more on profit making, and encourages the directors, chiefs, and staff toward continuous improvement in their operation. On the negative side, the state-own enterprises face some risks as a result of operation performance evaluation.

危机评估是危机管理的前哨,决定着危机管理的成功与否。本文通过介绍澳大利亚危机评估的组织机构、参与者、评估过程等,指出澳大利亚危机评估体系具有流程标准化、方法多样性、社会参与度高等特点,并认为这对我国危机评估工作具有重要的启示意义。     

审查起诉阶段检察官心证的合理运用与保障机制

传统意义上的自由心证仅指法官对判断案件证据的内心确信过程,而对检察官在审查起诉阶段的主观心理活动,法学界却没有给予其如同对法官自由心证那样的关注。事实上在审查起诉工作中,检察官同样有依靠证据内心确信的过程,文章对检察官合理运用自由心证作了分析,并提出了我国检察官自由心证保障机制的完善措施。     

“Walls made out of paper”: Witnessing wit and how I learned to drive

The article proposes an alternative performative methodology for displaying sexuality in public spaces called queer curatorship. Specifically, it examines Isaac Julien's film The Attendant and a Chicago leathersex museum (The Leather Archives &; Museum) wherein histories of sadomasochistic sex practices and slavery dangerously crisscross on the surface of objects. Tyburczy posits that sites that feature materials such as real Antebellum slave whips alongside objects used as instruments of consensual pleasure and pain offer unique opportunities to reconfigure, recode, and reanimate epistemological frameworks for understanding the history of sexual equipment, the perversion and eroticization of power exchange, and the mutually constitutive relationship between histories of eroticism and histories of discipline. Cultivating the visual lessons learned from The Attendant into new curatorial models enacted during her tenure as a museum curator at the Leather Archives &; Museum, Tyburczy ultimately proposes queer curatorship as an experimental museum practice that stages alternative configurations between objects and bodies in space to alter the historical relationship of race, sex, and power as they relate to particular objects and acts, in this instance the use of whips in interracial scenes of sex and violence.     

绩效预算法律问题研究

实行绩效预算是20世纪80年代以来西方主要发达国家推行政府预算改革的新趋向,也是我国解决财政资金使用效率和效益低下问题的制度选择。绩效预算以结果为导向,以绩效评价为关键,以分权为激励,以监督和责任为约束,与投入导向型的传统预算制度明显不同。借鉴西方国家绩效预算制度实践的有益经验,我国深入推进绩效预算制度改革依然面临路径依赖、自身局限和制度环境等多个方面的约束。为此,我国应以《预算法》修改为契机,适时嵌入绩效预算制度,通过预算权在政府、权力机关和社会公众之间的优化配置,以绩效评价为核心的专门性制度建设和相关制度的及时跟进,为持续推进绩效预算改革提供有力的法律保障。

效能评估是警察执法作战指挥系统实施作战指挥活动所达到目标的程度,是一个十分复杂的问题。在评估过程中仅仅依靠评价小组的定性分析和逻辑推理判断,而没有定量分析和计算为依据,就很难作出准确客观的效能评估。本文以层次分析法建立指标体系为基础,根据指标划分的原则,从动态和静态两个角度,分析了影响警察执法作战指挥效能评估的主要因素,形成了评估警察执法作战指挥效能评估的指标体系。
