State of the Arts and Innovation: Before and After the Review of the National Innovation System

This article examines the relationship between the arts and national innovation policy in Australia, pivoting around the  Venturous Australia  report released in September 2008 as part of the Review of the National Innovation System (RNIS). This came at a time of optimism that the arts sector would be included in Australia's federal innovation policy. However, despite the report's broad vision for innovation and specific commentary on the arts, the more ambitious hopes of arts sector advocates remained unfulfilled. This article examines the entwining discourses of creativity and innovation which emerged globally and in Australia prior to the RNIS, before analysing  Venturous Australia  in terms of the arts and the ongoing science-and-technology bias to innovation policy. It ends by considering why sector-led policy research and lobbying has to date proved unsuccessful and then suggests what public policy development is now needed.

Diversity in times of austerity: documenting resistance in the academy

What happens to feminism in the university is parallel to what happens to feminism in other venues under economic restructuring: while the impoverished nation is forced to cut social services and thereby send women back to the hierarchy of the family, the academy likewise reduces its footprint in interdisciplinary structures and contains academic feminists back to the hierarchy of departments and disciplines. When the family and the department become powerful arbiters of cultural values, women and feminist academics by and large suffer: they either accept a diminished role or are pushed to compete in a system they recognize as antithetical to the foundational values of feminist priorities of social justice. Collaborative work to nurture diversity and interdisciplinarity does not register as individual accomplishment. This paper considers the necessity of this type of academic work to further the vision of a society committed to the collective values espoused by feminism and other areas in social justice.

权力行使类型之间的逻辑关系体现为一对基本类型和依不同标准而划分的三对"子类型"的结构。"本质的、功能的、深层的、活动的研究"方法,叙事与论理相结合的方法,是权力行使类型理论得以构建的前提,也是具有普遍启发意义的方法。纵向权力的"不定数"特性和不同的人性论预设,构成了权力行使类型理论有效性的内在根据;中国传统文化熏染的官吏群体和稳定、成熟的制度环境,是权力行使类型理论有效性的外在条件。近代以来中国的文化危机和制度变迁,深刻改变了权力行使类型理论发生作用的条件,然而传统文化是活的文化,正在走向复兴的现代中国,有条件积极利用权力行使类型理论这一珍贵的传统资源,营造讲究为官之道的现代"官文化",促进和谐行政,提高行政效率。     

浅析邓小平廉政思想的特点

邓小平廉政思想借鉴和发扬了古代传统廉政思想的精华 ,创造性地继承和发展了马列主义、毛泽东思想中的廉政建设理论 ,又结合中国改革开放和社会主义现代化建设实际 ,形成了颇具特色的廉政思想。如正人先正己 ;不再搞运动 ,但要发动群众 ;立足制度建设 ,实现标本兼治等。

本文简述了近年来出现的我国第二次党政干部辞职经商办企业的类型、特点及对廉政建设的冲击,阐述了在职党政干部不得经商办企业的廉政义务,论证了离职党政干部在离职后的一定期限内仍然负有这一义务,分析了这一义务的例外情形,主张对离职党政干部到企业任职作更完善的制度建设和更有效的监控.     

关于提高接访艺术的调研

近年来,涉法涉诉信访案件日趋增多,信访工作形势不容乐观。作为处理信访问题的第一道关口,信访接待对于解决问题和化解矛盾具有重要作用,信访接待的工作方法和接访艺术尤为重要。为充分发挥信访接待的积极作用,在对当前接访工作中存在的主要问题进行调研的基础上,探索如何充分运用信访接待的工作方法和接待技巧,并总结出八项重要的信访接待艺术,以促进涉诉信访工作水平的提高。
