Mestizaje,Córdoba's patria chica: beyond the myth of black disappearance in Argentina

This article examines the ‘disappearance of the black population’ by moving beyond the more traditional explanation of the blanqueamiento (whitening) movement at the end of the nineteenth century. In shifting the temporal framework to the republican period, 1820–1853, a more colorful explanation arises to address how the black population was first lightened which would lead to it being whitened during the second half of the nineteenth century. Ultimately because of mestizaje (racial mixture), blacks and other castas (a person who was not a Spaniard and often of a mixed racial heritage) became pardos. Pardos at first included those of mixed heritage with an elite status among other castas in the colonial period. As Córdoba joined the nation-building process, pardo encompassed all people of color, especially the growing, free black population. In order to explain this process, I traced African descendants who were originally labeled negro and changed to pardo in the 1813, 1822, and 1832 city censuses     

Looking beyond the economy: Pussy Riot and the Kremlin's voting coalition

The arrest of the protest punk band Pussy Riot (PR) in March 2012 and the subsequent prosecution of three band members pose a significant puzzle for political science. Although PR's performances presented a coherent alternative to the Putin regime's image of Russian reality, it was unlikely that the discordant music and crude lyrics of their art protest would inspire Russian society to take to the streets. Yet, the regime mounted a very visible prosecution against the three young women. We argue that the trial marked a shift in the Kremlin's strategy to shape state–society relations. In the face of declining economic conditions and social unrest, the PR trial encapsulated the Kremlin's renewed focus on three related mechanisms to insure social support: coercion, alliance building, and symbolic politics. The PR trial afforded the Kremlin an important opportunity to simultaneously redefine its loyal constituency, secure the Church–state relationship, and stigmatize the opposition.     

War-torn countries,natural resources,emerging-power investors and the UN development system

The unsustainable aid dependency of war-torn countries – most of which are rich in natural resources – makes it imperative to start gradually replacing aid with foreign direct investment (fdi) and exports. This article identifies ways in which stakeholders – governments, the international community, including the UN development system, foreign investors, and local communities – could work together in a ‘win-win’ situation. Most crucial is avoiding conflict-insensitive policies that fuel discord by putting governments and foreign companies, often from emerging markets, in direct confrontation with local communities. The control of natural resources is often a root cause of conflict, and the latter’s exploitation can become a major challenge as wars end. The peculiarities of war-torn countries are discussed along with the specific impediments to attracting fdi into the exploitation of natural resources. An effective and fair legal framework is necessary to ensure that investors do not operate as ‘enclaves’, creating new conflicts.

侦查错误理论要求侦查主体在侦查过程中正确、全面、发展地诠释和抑制对科学侦查有负面导向的侦查主体、侦查客体、侦查方法和相关人的致错因素。侦查主体未能形成正确的侦查错误意识,不明确侦查错误的表现形式,缺乏探求侦查错误成因的勇气,将很难在侦查错误预防上大有所为。对侦查人员来说,运用侦查学基础知识,准确界定侦查错误概念,明确侦查错误表现形式,探求侦查错误原因,进行侦查错误预防,是十分必要的。

侦查学科建设和学术研究的困境和出路

当前我国侦查学科建设和学术研究存在许多致命问题,主要表现在研究对象含混、学术共同体没有形成、没有科学的学术目的、学术话语系统没有形成、学术资源欠缺等多个方面。在学科建设和学术研究的内在逻辑中思考以上问题有一定意义,但对未来侦查学建设和发展景象和效果应审慎乐观。欲推进侦查学科建设,开展学术研究,首先需要解决学科队伍素质的提高、研究对象和研究方法论的界定、公安院校办学模式的变革等三个根本问题。

党建价值目标的伦理建构，要体现以人为本的核心立场，把促进人的全面发展，实现好、维护好、发展好最广大人民的根本利益作为党的建设的出发点和落脚点。基于党的建设实践路径，应把观念创新作为党建价值目标伦理建构的先导工程，从人民利益出发，在“民生”与“民富”、“民智”与“民强”、“民安”与“民享”协调发展中，彰显党的执政品格，体现党推进发展的根本目的。

建党90年来，中国共产党始终重视加强自身形象建设，坚持把代表广大人民利益作为形象建设的灵魂，把不断推动经济社会发展作为形象建设的根本，把与时俱进加强党的建设作为形象建设的主线，树立了我党在各个时期的光辉形象。在继承和发扬我党形象建设优良传统的基础上，还应适应形势任务发展变化，借鉴公共关系学理论，强化政党公关意识，发挥现代传媒作用，不断探索创新我党形象建设的形式和方法，全面提高党的执政能力、巩固党的执政地位。
