Relative Political and Value Proximity in Mediated Public Diplomacy: The Effect of State-Level Homophily on International Frame Building

This article applies the homophily thesis to public diplomacy and offers an empirical examination of a country's success in its mediated public diplomacy efforts. It analyzes international frame building, the process of creating or changing media frames in the international communications arena, by applying it to the case of Israeli mediated public diplomacy efforts during the war in Gaza in the winter of 2008–2009. The article claims that one way to use the homophily thesis in empirical analyses of international frame-building campaigns in conflicts is to measure the political and value proximity of a country promoting frames to other countries. Yet, proximity should be measured relatively rather than in absolute terms. Therefore, one should look not only at the dyadic proximity between two actors (i.e., Country A that attempts to promote its frames to Country C), but at the relative proximity between Countries A and C considering the proximity between the rival Country B and the target Country C. The study proposes a model and a method to facilitate empirical analysis of this claim. Using sophisticated computerized content analysis, our analyses demonstrate that relative proximity is related to successful international frame building in the hypothesized direction: The closer the relative proximity between Israel and a foreign country, the greater the acceptance of Israel's views.     

Language and identity in a post-Soviet world: language of education and linguistic identity among Azerbaijani students

Azerbaijan's complex history has weaved a tapestry of linguistic, cultural, and national identities among Azerbaijanis through centuries of political, social, and linguistic integration. In the current post-Soviet era, this identity is undergoing another period of change, with influences from intra-state ethnic, religious, and sociopolitical institutions as well as from regional and international powers. This article centers on linguistic identity among Azerbaijani youth at three types of schools: Azerbaijani-medium, Russian-medium, and English-medium. The authors seek to discover whether and to what extent the language of instruction in each type of school affects linguistic identity, which in turn has implications for national identity. The article first discusses the existing literature on language and identity in second language acquisition and socio-educational linguistics. It then examines Azerbaijan's linguistic and political history through the lens of the latter framework, as a context for an analysis of the data from surveys and focus groups. The article analyzes the relationship between medium of instruction in school and students' perceptions of language and identification with various language groups, and discusses the findings of a significant correlation between language of instruction and linguistic identity, with its implications for national identity.

Abstract

South Africa like the rest of the world is facing critical challenges and opportunities relating to the Green Economy. The country has relevant policies, is part of various Green Economy International initiatives, Conventions and Declarations, has allocated funding to green economy programmes and projects and has made job projections in this sector. However, the education policies and the education system do not reflect an adequate paradigm shift towards a Green Economy. The International Renewable Energy Agency (IRENA) (2012) purports that the education systems in various countries need to adapt to this demand. It is against this backdrop that this article seeks to highlight the fact that the present job projections are not attainable owing to lack of skilled personnel in the green economy sector.

本文以交通运输高层次人才为研究对象,分析了交通运输高层次人才在现代交通运输事业发展中的地位,提出了需要重点解决的四个问题：交通运输高层次人才适应现代交通运输业发展需求的问题、交通运输高层次人才结构不合理造成人才浪费的问题、交通运输高层次人才开发投入不足造成人才素质不高的问题、交通运输高层次人才体制机制制约效能发挥的问题。同时提出了解决问题的三个方案：加强交通运输高层次人才发展的组织管理、信息管理和协同管理。

犯罪心理测试作为＂人机结合＂特点明显的一项技术,其主体必须是经过专门技术培训,熟练掌握专业理论知识和基本技能,具备心理学、生理学、刑事侦查、物证技术、法律等相关知识背景,具有良好的职业道德、个性品质和举止衣着等素质的犯罪心理测试技术人员,测试人员的专业化是该技术发展的必然要求。

The School-Based Violence Prevention Planning Program

Abstract

Despite a growing research literature identifying evidence-based prevention strategies, schools often adopt programs lacking evidentiary support (Gottfredson and Gottfredson, 2002; Ringwalt et al., 2002). Further, when evidence-based programs are adopted they often suffer from poor implementation (Gottfredson and Gottfredson, 2002). This gap between research and practice defines a need for efforts to further the dissemination and effective implementation of evidence-based prevention strategies. The School-Based Violence Prevention Planning Program (SBV3P) is designed to improve the dissemination of evidence-based prevention strategies by building the capacity of school personnel to identify and effectively implement violence prevention strategies that have substantial empirical support. In this program, prevention planning teams from schools create violence prevention plans by progressing through a structured planning framework emphasizing data-driven decision making and the use of empirically validated violence prevention strategies. To build capacity, participating teams are provided with training, technical assistance, and online resources. Here we present the SBV3P and review a pilot test of this program.
