地方政府财政支农规模变化的调查与分析——以河南、陕西和浙江所属市县为例

本文首先由案例分析显示2003年前后我国地方财政支农资金绝对量实现了快速增长,财政支农资金占财政总支出的比例也有较大的上升。进一步的案例研究表明,财政支农资金在分配、使用与管理方面还欠合理,地方财政收入直接影响到财政支农的投入和配套资金的落实。因此,需要进一步完善财政支农体制,减少支农项目审批环节,做好支农资金整合工作,扩大取消资金配套的项目范围,提高地方政府财政支农的内在动力。     

海峡两岸毒品犯罪比较研究

两岸刑法在毒品概念、分级制度、毒品犯罪对象和行为类型等方面存在较大的差异。大陆刑法在毒品犯罪对象、行为类型等方面有着较为完整的规制体系，台湾“刑法”在毒品分级制度和使用行为犯罪化问题上迥异于大陆刑法。研究还发现，台湾“刑法”的毒品分级制度、毒品目录更新机制、对制毒设备和施用毒品的器具的刑法规制值得大陆刑法借鉴。     

试论马克思主义信仰

本文简要论述了四个方面的问题：其一，信仰的涵义以及信仰、理想和信念的关系；其二，从理论上和实践上简要论证了马克思主义信仰是科学的信仰；其三，从比较马克思主义信仰与宗教信仰的不同，阐明了马克思主义信仰是我们唯一正确的信仰；最后，在新的历史时期，信仰呈多元化态势，马克思主义信仰面临挑战，重新正确认识和坚定马克思主义信仰，是我们刻不容缓的神圣使命。     

《坛经》与《忏悔录》美学思想对比研究

《坛经》与《忏悔录》作为东西方宗教文化名作之一 ,其中包蕴着若干的审美思想 :《坛经》中具有可引申以资中国古代美学发展的思想论断 ;《忏悔录》则把艺术审美与宗教信条相结合 ,树立起基督教美学权威。比较两书的美学思想 ,强调心性的作用及与各自文化背景中的人学思想密切联系是其相同之处 ;不同的美学传统思维模式以及佛教、基督教教义中对美本质的不同认识又是导致差异性的原因所在。     

An experience report regarding the performance of the IBIS correlator

The majority of published experimental evaluations of the performance of the IBIS system are based on very specific conditions, mainly considering IBIS as a tool to create a "ballistic database." No recent reports were found covering the performance of the IBIS system to search an open case file of realistic structure. In this paper, the performance of the IBIS correlator will be evaluated, based on four different data sources that predominantly concern the operation of the central collection of evidence ammunition of the Federal Criminal Police Office (BKA), Germany. The results allow a conclusion on the success and error rates to be expected of the IBIS correlator in a realistic OCFDB ("open case file database") environment, given certain conditions. It was found that success rates of 75-95% for cartridge case comparisons and 50-75% for bullet comparisons can be achieved in practice. Recommendations for a most efficient way to operate the IBIS electronic comparison system will be presented based on the results of the evaluations. The terms and definitions in this report completely correspond with the definitions in an earlier article. Familiarity with this article is therefore absolutely necessary to fully understand many of the statements presented here.     

我国知识产权战略的国际比较及政策建议

知识产权是一种竞争性资源要素,拥有知识产权的程度决定着一个国家或企业在全球化经济中进行资源配置和国际分工时的地位。运用知识产权法律保护制度,充分维护自身的合法权益,获得和保持竞争优势并遏制竞争对手,谋求最佳的经济效益。我国实施知识产权战略的基础条件、文化观念、法制环境等与欧美、日本等经济发达国家相比有较大差距,因此在相关制度的选择与政策安排上必须具有独特性和针对性。     

中西政党制度结构功能比较

政党制度是政治制度的重要组成部分.西方资本主义国家主要实行的是两党制和多党制.本文从结构、功能视角对中西政党制度进行了比较分析,提出为充分发挥共产党领导的多党合作和政治协商制度的作用,应进一步完善我国的政党制度,处理好党际关系,使制度结构更具弹性,充分发挥政党制度功能,为多党合作协商机制提供更适宜的制度环境.     

Perceived Injustice in Unified Germany and Mental Health

In a questionnaire study, 929 West Germans and 1275 East Germans were asked to appraise East–West differences in life quality on the labor market 7 years after the German unification. Judgments included perceived East–West differences, the justice of East-West differences, and temporal comparisons (changes since the unification and expectations in East and West Germany). Changes and expectations for East and West Germany were combined to obtain social-temporal comparisons. Negative emotions (envy, anxiety, moral outrage, guilt, hopelessness) and positive emotions (gratefulness, pride) regarding the situation of the labor market were also assessed. Mental health indicators included measures of depression, self-esteem, and psychosomatic well-being. Parameters of a path model were estimated by regressing (i) mental health on emotions and judgments and (ii) emotions on judgments. Mental health of East Germans is associated negatively with envy, anxiety, and hopelessness. Moral outrage has a positive suppressor effect. Mental health of West Germans is linked negatively with envy, anxiety, and existential guilt whereas pride, the perception of unfair privileges, and optimistic expectations have positive path effects. Appraising East–West differences as unjust plays a core role in predicting emotions in both samples. Social comparisons and social-temporal comparisons are superior to egocentric temporal comparisons for predicting social emotions (envy, moral outrage, guilt) while egocentric temporal comparisons are generally more important for predicting nonsocial emotions (anxiety, hopelessness). Theoretical and practical implications of the findings are discussed.     

Europeans of the Peruvian Andes: A Family History, 1860s–1940s

Liberal elites in nineteenth-century Peru were eager to attract European immigrants to help modernise their country. The majority arrived independently bringing commercial skills, while a minority, contracted as colonists, settled in the tropical lowlands. This article focuses on two European communities established in the central Andean region, where immigrants from northern Italy excelled as merchants and families from the Austrian Tyrol became smallholders. Through a reconstruction of one family's history, which draws on personal letters and a photograph, the article explores the experiences, character and socio-economic transformation of these communities and the significance given to European-ness and whiteness.     

完善我国禁毒法律法规刍议

借鉴其他国家的禁毒经验 ,我国的禁毒立法可从两方面加以完善 :一是修改、补充现有条款 ,如在从重处罚情节中增加对孕妇保护等条款 ,详尽毒品犯罪的下游犯罪即 :洗钱罪的立法 ;二是增设非法提供、运输、制造、贩卖制毒设备罪。
