The purpose of this paper is to review the present state of the evidence base on the effectiveness of crime prevention programmes and practices in developing countries and to consider the prospects for its improvement. The paper summarises the findings from a scoping review of the literature and develops some suggestions about how the void it finds might be filled. A key focus is on the quality of the methodology used in the research from which the findings are drawn. Against this background the paper considers the degree to which findings about effectiveness, even where they are derived from high quality research on the impact of a criminal justice intervention, are likely to be generalisable from the location of an experiment or pilot to other settings or countries. Building an evidence based on the effectiveness of crime prevention or crime reduction interventions for developing countries would clearly be a major task. Many kinds of political, social, economic and other forces, which vary from country to country, may mediate the impact of criminal justice interventions. The result may be that what works well in one country may not work at all well elsewhere for all kinds of reasons. The principal challenge in creating an evidence base is to develop inclusion criteria when making cross-country comparisons that strike an appropriate balance between the costs and benefits of greater methodological rigour and generalisation.  相似文献

Campus violence prevention often includes proactively reducing crime through noticing and resolving concerning situations. Within these efforts, interventions aimed at enhancing reporting have been considered necessary. The current study explored several reporting influences on college students’ responses to hypothetical and actual campus safety concerns. Students were unwilling to report most (i.e., 52%) vignettes of pathway behavior, and most students who witnessed campus safety concerns did not report (i.e., 87%). Students who witnessed several concerning behaviors from a nonfriend perpetrator tended to be more willing to report, especially if personally victimized and understanding the violence risk associated with pathway behavior. Analyses supported campus-wide exhibitions of the dangerousness of various pathway behaviors and the fair, flexible authority problem solving available to struggling students.  相似文献

This article reviews over sixty years of research on psychological barriers to intergroup conflict resolution and finds that scholars have identified eighty nominally different barriers that create or exacerbate intergroup conflict. In order to create a tractable list that would be more helpful to future scholars and practitioners, we consolidate this vast literature (e.g., by eliminating substantive and conceptual redundancies) to produce a list of twenty‐six “unique” psychological barriers. We further organize this inventory of barriers with a framework that distinguishes between “cognitive,” “affective,” and “motivated” psychological barriers. To better understand the literature ecosystem of research on psychological barriers, we employ a data visualization tool to illustrate the extent to which each of the twenty‐six unique barriers has been studied conjointly with every other barrier in the articles we reviewed. We then shift our attention to the work of scholars who have attempted, experimentally, to attenuate psychological barriers in negotiation and conflict settings, and identify five primary methods for doing so. Finally, we discuss the implications of our review for future work in this field.  相似文献

This article investigates how members of US Congress legitimized their votes in four cases of military interventions after the Cold War (Iraq 1991, 2002–2009; Somalia 1993; Libya 2011). Using an original dataset on congressional rhetoric, the qualitative content analysis highlights that the domestic legitimization of military interventions hinges on members of Congress’s perception of external threats and national interests. So far, international relations research focused on the executive and the war powers literature offered mainly quantitative accounts on voting patterns within the legislative branch―especially for the US case. The relevance of national interest arguments within congressional debates confirms the expectations of neoclassical realism while contradicting previous studies about a dominant discourse in US society, which legitimizes interventions with universal values, such as democracy promotion or human rights.  相似文献

One of the core principles of EU interventions under the Common Security and Defence Policy (CSDP) has been local ownership. While the EU takes pride in fully respecting this principle, the existing research suggests that the implementation has been far from smooth. However, we still know very little how this principle is conceptualised and operationalised, let alone why its implementation has been so difficult. Drawing on document analysis and 27 in-depth interviews, the article makes 3 arguments. First, ownership is increasingly construed in the EU policy rhetoric as a middle ground between imposition and restraint. Second, in practice, ownership is operationalised as an externally driven, top-down endeavour, resulting in the low degree of local participation. Third, in addition to the obstacles normally faced by other peace-builders, the EU’s efforts to implement ownership are constrained by the politics and policy-making of CSDP. The arguments are illustrated in a case study of the European Union Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP Nestor).  相似文献

This article argues for a next generation of place-conscious strategies that recognize the importance of neighborhoods in the lives of families, but look beyond narrowly defined neighborhood boundaries to address market-wide opportunities and barriers, capitalize on demographic and market trends underway at the regional scale, and envision alternative models of how neighborhoods can function for their residents. It offers five principles for ongoing experimentation and knowledge building: (a) develop citywide strategies that promote both inclusion and redevelopment; (b) anticipate and plan for residential mobility and neighborhood change; (c) connect residents of poor neighborhoods to city and regional opportunities; (d) capitalize on the coming rental housing boom; and (e) use data for continuous learning and accountability. Advancing this agenda will require enhanced capacity for collaboration and governance at the local levels.  相似文献

Since 9/11, the American policy towards Africa has been strongly influenced by national security interests and in particular by the fight against international terrorism and Islamic radicalisation. Traditionally, the American Africa policy has been the result of bureaucratic policymaking with the Pentagon and the State Department playing prominent roles. The paper argues that in the current century, evangelical Christian lobby groups have gained increasing influence on policymaking on Africa. Because policymaking has been influenced by a number of different actors, the American Africa policy may appear incoherent and ambiguous if judged narrowly on the expectation that it only aims to take care of US national security concerns and economic self-interests. The paper concludes that Africa was important to the United States during the presidencies of George W. Bush and Barack Obama because of the combination of strong security interests and strong domestic lobby groups that have pressured to place Africa on the US foreign policy agenda.  相似文献

ABSTRACT

The purpose of this pilot study was to explore language dominance and English language literacy, and examine the effects of an intervention focused on facilitating English language acquisition among Dominican children. Eighteen first and second generation Dominican children, ages 7–11, participated in a school based after school literacy language immersion program. Following participation in the literacy language immersion intervention, participants demonstrated an increase in school satisfaction and improvements in English literacy levels. This article makes recommendations for the provision of school-based programs that focus on the specific needs of Latino students associated with Spanish language dominance.  相似文献

The idea of place-based policy, the collaborative management of issues specific to a geographic area, has been widely used in the context of climate change. The outstanding features of more coherence across countries or the ability to address complex environmental aspects in an interdisciplinary and interdepartmental way made it an attractive tool for governments. Often emphasized is also the flexibility of placed-based approaches (PBAs) in terms of adapting to changes and tailoring policy accordingly. However, every policy within an administration also carries the burden of being path. This bares the question of how much flexibility PBAs need regarding environmental issues and how much consistency would be necessary to succeed. The article explores these questions and develops a framework with four adaption options based on cases in the field of carbon tax and carbon emission policy in British Columbia (Canada), New Zealand, Oregon (USA), and Quebec (Canada).  相似文献

In the last edition of the FRC, there are a number of articles which highlight ever‐present themes in the many dispute resolution industries. These themes are: The cyclical nature of family law and DR reform to and fro “faster, cheaper, less formal and more accessible”; Access barriers for the poor and middle class; Access barriers due to geography, distance, and cultural differences; Blossoming of a range of “abbreviated” (short and inexpensive) DR services; The essential, yet neglected, task of systematic diagnosis of possible causes of conflict, and of a possible range of helpful interventions: DR practitioners should aim to “at least do no harm”; If a DR practitioner exhibits care, and core communication skills, how much do different processes matter? The Hawthorne effect—all pilot projects tend to succeed?; There is a constant flow of stories, systematic and statistical knowledge in DR industries. Who is listening and translating this flow of information between the various DR silos and to the public?
