中国特色社会主义的三重意蕴

中国特色社会主义是当代中国的主题,是当代中国发展进步的旗帜,也是全党全军全国各族人民团结奋斗的根本方向。深刻认识和科学把握中国特色社会主义的伟大意蕴,就是科学理解中国特色社会主义的本质特征,坚持和发展中国特色社会主义道路、中国特色社会主义理论体系和中国特色社会主义制度;就是深刻把握中国特色社会主义的鲜明特色,不断丰富中国特色社会主义的实践特色、理论特色、民族特色和时代特色;就是高举中国特色社会主义伟大旗帜,毫不动摇坚持、与时俱进发展中国特色社会主义。     

Bennu: Africa innovating itself out of underdevelopment

ABSTRACT

This article is a direct challenge to the established view reflected in the World Bank's Berg report, that structural adjustment programmes and the markets alone will resolve Africa's underdevelopment challenges. This article completely accepts that science and technology lead to products and services that create efficiency, productivity and wealth. It accepts different dynasties of industrialisation from land use (agriculture and mining), labour-intensive activities, heavy machinery, assembly lines, branding, information technology and intellectual property, but shows how – in the current global paradigm – this has led to an anomaly: while development aid flows from more industrialised to less industrialised countries, larger sums of global investment capital leave poorer countries for richer countries in search of higher returns. Having accepted the ‘returns-seeking’ nature of capital, a strategy is proposed for Africa to engage with this reality. In contrast with the Berg view, it is argued that the public sector is a key stakeholder in the developmental process. As has been put forward by Thabo Mbeki, several African countries exhibit ‘two nations’ characteristics. If this is true, all seven dynasties of industrialisation can be simultaneously developed through interventionist government, which could not happen though markets alone. A direct policy and strategy positioning in technology-related sectors that support increasing returns should be developed. Economic development bodies should have scientific and technological people to ensure technological focus in development strategies.The article demonstrates that a different value paradigm is needed. Large numbers of poor people can provide markets for goods that can yield returns for capital that are similar to markets of small numbers of rich people. A shift in the development model from Public Private Partnerships (PPP) to Public Entrepreneur Private Partnerships (PEPP) is suggested to maximise employment through sustainable entrepreneurship. Through spearheaded emerging technologies such as information convergence technologies, cellular technologies such as mobile banking, resource management and alternate energy, Africans can create output that attracts global investment capital – and not only aid. This article explores how, through investment in activities that generate increasing rather than decreasing returns, Africa will innovate its way out of what appears to be a stubborn history of underdevelopment.     

On The Outside Looking In: Reflections on the Role of Inspection in Driving Up Quality in the Criminal Justice System

This article examines the role of external inspection in enhancing the quality of a criminal justice system. It seeks to answer six foundational questions: how should we understand the nature and purposes of criminal justice inspection? what methodologies ought it to employ? who should do it? what values should it respect? how much does it cost? and does it ‘work'? The article reveals that the difference between inspection and other forms of scrutiny activity is largely a matter of emphasis; that the same is true of the difference between inspection and research; that ‘lay’ involvement in inspection can be beneficial; that independence is a core value for inspection, albeit one that is best understood as independence of judgement; that transparency is a further key value but not always honoured; and that evidence that inspection improves service delivery and hence justifies its costs is weak and further research is needed.

共产党人的先进性,从整体上说就是党的先进性,因此永葆党的先进性,对强化军魂意识具有着根本性价值,包括认同价值和促进价值;共产党人的先进性,从个体上说就是党员的先进性,因此永葆每一个共产党员的先进性,对强化军魂意识具有着主体性价值,包括中介价值、示范价值和保证价值;党的先进性和党员先进性是高度统一的,因此新形势下深入开展共产党员先进性教育,是永葆共产党人先进性的现实基础,对我们强化军魂意识有着重要的发展性价值,包括基础价值和着力价值等。     

文化认同视角下的社会主义核心价值体系建设

价值认同是文化认同的基础和核心。伴随着中国社会的转型与现代化建设的推进,当今中国社会价值多元化和价值认同多维化日趋明显,这使当下人们的文化认同乃至社会认同和国民认同面临危机。文化认同视角下的社会主义核心价值体系建设问题是一个复杂的课题,但具有重要性与必要性。社会主义核心价值体系的构建对文化认同以及社会良性运行具有促进作用。与社会主义核心价值体系相配套的社会制度体系建设等是其构建的可能路径。     

Co-Evolution of a University Department and a Dance Company: Creation of Value of Art in a Community

In Korea, arts and culture in the provinces are at a disadvantage in many aspects. We examine the difficulties of being a provincial dance organization. We analyze the strategies to overcome these difficulties and the resulting process of the co-evolution of a department of dance at a provincial university and its offshoot dance company. In their endeavor for survival, these dance organizations seek to be a part of the community with community dance programs that induce the participation of residents. The resulting values created in the community of the Western District of Daejeon City and the success factors of these organizations are also analyzed. Some implications of the co-evolutionary process to other provincial dance organizations are discussed.     

论刑罚轻缓化

刑罚轻缓化的基本理论问题是其含义、价值及理论根据.刑罚轻缓化的含义是指在刑事立法上建立轻刑化的刑罚结构.刑事司法上尽可能适用轻刑和非刑罚处理措施的刑罚改革趋势.其价值是有利于实现刑法的人权保障机能:有利于实现刑法的社会保护机能;有利于节约司法资源,获得较大的刑法效益以及有利于犯罪人的改造和再社会化,达到惩罚和预防的双重目的.刑罚轻缓化的理论根据是指刑罚的人道性、谦抑性和有限性.     

论价值观与犯罪

犯罪行为受犯罪心理的影响和支配,犯罪心理的形成因素复杂多样,概括起来不外乎主体因素和主体外因素.个体价值观作为犯罪心理的心理因素之一,在犯罪心理形成的认知、情感、意志过程中分别起到过滤、催化、推动的作用.本文从价值观角度剖析犯罪心理的形成,旨在展开加强主导价值观教育从而预防和减少犯罪的新视角.     

Who are ‘we’? Don’t make me laugh

This paper explores the implications of uses of the word ‘we’ in post-apartheid South African fiction. ‘We’ in these novels is typically a contested linguistic site – which tells of the loss of inherited communities, and reflects the ethically complex negotiations of a ‘we’ perhaps still to come. Yet if the internal narratives assert a loss of community, each event of the novel’s being-read inaugurates a new ‘community’ of readers. The paper considers the ethical implications of the act of reading a literary text in post-apartheid South Africa. In the course of the argument, I draw links between African philosophies of community, and Jean-Luc Nancy’s proposition that ‘I’ does not precede ‘we’. Thus I suggest some ways in which philosophies from Africa contribute towards current debates about ‘we’ in contemporary continental philosophy.

走向后官僚制时代：公务员价值取向的转变

官僚制度下形成了官僚制组织及其成员以理性为基础的价值取向,但是新公共管理运动的兴起,使官僚制组织及其理论受到了冲击,新的社会需求要求政府公务员树立新的价值取向。我国作为后发展中国家,在对官僚制组织体制进行反思和改革的过程中,应形成具有我国特色的公务员价值取向。
