The current Arab‐Israeli peace negotiations have normalized frequent and open contacts between Israel and its neighbors. This new situation is primarily the result of Operation ‘Desert Storm’ and the Soviet Union's dissolution. Both events forced the Middle Eastern states and sub‐national organizations to re‐evaluate their perceptions of one another, as well as of the degree of support they might expect from their superpower patrons. This article begins by examining the ways in which these events have affected those countries and organizations which chose to participate in the peace process and finally focuses on the policies of the Palestinian national movement ‐ specifically the groups which are opposed to the negotiations and have vowed to undermine them. It argues that these groups seek to subvert any peace treaty which the talks may produce and that the moderate Palestinian leadership has proven incapable of controlling them. It concludes that unless this occurs, it will be impossible to implement any agreement. 相似文献

The International Commercial Mediation Competition is organized by the International Chamber of Commerce (ICC) in Paris, which held the event for the eighth time in February 2013. As the competition has grown, participation has become more and more diverse and thus mediation and negotiation have become more and more cross‐cultural. This led the ICC to invite external research on culture at the competition in February 2011. In this article, I discuss this student competition, the external research project question, and the culture of the competition. I also identify some of the further cultural issues raised by referring to relevant research on conflict and mediation across cultures, and conclude with some thoughts on how better to conceptualize the field of cross‐cultural mediation in terms of a systems approach. 相似文献

For all of their centralized power and undisputed authority, even crisis leaders are susceptible to breakdowns in political communication. This is particularly significant when martial rule or a state of emergency—most effective when of short duration— becomes open‐ended; the sense of urgency no longer prevails. In the initial stage of proclaiming a constitutional emergency it is perhaps easiest to create an atmosphere of crisis and to promote a collective sense of danger. A climate of national fear and insecurity, in turn, enables the constitutional dictator to mobilize broad support even for draconian measures imposed at the expense of individual freedoms. With the prolongation of the emergency, however, and the institutionalization of crisis government, certain immunities to authoritarianism do begin to surface. As suggested by periods of prolonged emergency rule in India and South Korea, the leader becomes remote and isolated; he or she no longer feels quite so compelled to communicate; domestic opposition increases. The experience of President Marcos and the Philippines since 1972 illustrates some of the political dynamics of the modern, permanent “emergency state.” What has happened to the New Society program of reforms should help in understanding the critical link of communication between leaders and their followers under conditions of either real or manipulative domestic political stress. 相似文献

Abstract Several recent studies have found that homeownership has positive effects on children's development. This article extends these studies by testing whether these effects depend on neighborhood conditions. This extension is important because many low‐income families that become homeowners under current policies promoting homeownership for the poor are likely to purchase homes in troubled or distressed neighborhoods. Homeownership in almost any neighborhood is found to benefit children, while neighborhood effects are weak. This suggests that the children of most low‐income renters would be better served by programs that help their families become homeowners in their current neighborhoods instead of helping them move to better neighborhoods while remaining renters. However, the positive effects of homeownership on children are weakened in distressed neighborhoods, especially those that are residentially unstable and poor. Thus, helping low‐income families purchase homes in good neighborhoods is likely to have the best effects on children. 相似文献

Abstract Preservation of the federally assisted low‐income housing stock is a critical issue in housing policy for the 1990s. Most of the low‐income housing initiatives that emerged over the last decade at the local and state levels were in response to changing economies and housing markets, to shifts in composition of the low‐income population, and to cutbacks in federal housing assistance as well as potential losses in the federally assisted housing inventory. The expansion of housing initiatives at state and local levels has critical ramifications for federal housing policy. It is a challenge to the federal government, which has not undergone a similar dramatic change in housing assistance policies. A number of areas of a new “federal partnership” need to be explored. 相似文献

Abstract A long‐time criticism of New Urbanism has been that the housing it provides is affordable only to middle‐ and upper‐income families. Johnson and Talen's survey of New Urbanist developers and developments is intended to see whether this criticism is justified. Although the methodology is limited, the results of this survey would seem to indicate that it is. Because Johnson and Talen's survey is restricted to New Urbanist developments, it is not possible to compare the results with those for other, more conventional developments to see whether New Urbanist developments may actually contain more affordable units than comparable conventional projects. Also, limiting the definition of affordability to the cost of housing alone prevents the authors from seeing whether the housing New Urbanist communities provide would be considered less expensive if housing and transportation costs were combined. 相似文献

This paper asks why an officially unregulated market in pharmaceuticals in a least developed country, Djibouti, behaves as if it were strictly regulated, with limited access to a small number of high‐cost drugs. We use Actor‐Network Theory (ANT) to show that the explanation is more complex than critics of the international pharmaceutical industry have supposed. Regulation and property rights generated in developed countries have become embedded in the drugs and “black boxed” to the point of invisibility. This has allowed them to travel to Djibouti with the drugs, while maintaining their effects in action. This case study develops our understanding of the way in which materials that are not designated as regulatory agents may still have regulatory impacts through their ability to enrol complex networks of actors, rules, values, and practices. Finally, it argues against the notion of law as a fixed and distinctive space for action, as opposed to the ANT vision of a fluid and contingent order, where law is part of a socio‐technico‐legal alliance that happens to achieve certain effects. 相似文献
