ABSTRACT

The over-representation of Indigenous offenders in Canadian prisons highlights the importance of research on the generalizability of potential static risk factors for this group. The current investigation examined whether 87 static indicators currently assessed in Canadian federal prisons were differentially present and related to outcomes (revocations, general recidivism, and violent recidivism) for Indigenous (n?=?1500) and non-Indigenous (n?=?6684) male federal offenders. The follow-up was eight months for revocations and five years for any/violent recidivism. Indigenous offenders scored significantly higher risk than non-Indigenous offenders on the majority of the indicators (particularly criminal history indicators). Generally, most criminal history indicators and some offence severity indicators predicted revocations, general, and violent recidivism for Indigenous offenders; however, several of the indicators had significantly lower accuracy for Indigenous offenders (particularly criminal history indicators). Overall, Indigenous offenders are a higher risk population and several static risk indicators do not perform as well for this group as for non-Indigenous offenders. Nonetheless, there were numerous static indicators that did predict outcomes for Indigenous offenders. The current findings suggest that it is possible to meaningfully assess static risk for recidivism among Indigenous offenders.  相似文献

Crime Mapping and the Training Needs of Law Enforcement   总被引:4,自引:0,他引:4  
This paper explores some of the more recent developments within crime mapping and the broader application of geographical information technology within law enforcement. The information technology (IT) revolution and the reduction in computing costs since the 1980s has brought a range of analytical tools within the budgets of most police services, and one of the most significant changes has been in the way that spatial data are handled. Law enforcement has strong geographic currents at all levels of the organisation, and this paper examines three applications of geographical information systems (GIS) within policing: hotspot mapping; CompStat; and geographic profiling. The paper concludes by discussing the future training needs using a simple model of intelligence-led crime reduction. This model suggests that training for managers to enable a greater understanding of the analyses presented to them, and how to use mapping to further crime prevention and reduction, may be as important as increasing the technical ability of crime analysts. The challenge for the immediate future of crime reduction practice in law enforcement is less to worry about the training of analysts, and more to address the inability of law enforcement management to understand and act on the crime analysis they are given.  相似文献

This article is concerned with the intersections of law, texts and sexuality. Drawing on recent work in theoretical cartography, this article seeks to argue that a cartographical reading of law can be usefully brought to bear on the legal analysis of sexuality. This article considers how looking to contemporary theoretical and critical cartography can help to reveal law as a process of mapping; how sexuality is mapped both within and without the law through cultural texts, and how law’s encounters with the terrains mapped out by those texts might be enriched and diversified. This article seeks to consider how legal mappings of the terrains of sexuality might be sufficiently contextualised and located within a wider socio-political context, and how a specifically cartographical interpretation might reveal the potential for the law to accommodate the complexity of gendered and sexualised identities that do not easily conform to singular positionings. In order to navigate the texts and terrains of law and sexuality, we must first learn to become cartographers, and through this process, perhaps open up radical and alternative mappings.

脑挫裂伤是常见的一类颅脑损伤,单纯的组织病理学技术可能难以早期发现及精确诊断。傅里叶变换红外面扫描成像技术(FTIR-mapping)是病理学研究领域的新技术,因其结合了傅里叶变换红外光谱、红外显微镜技术以及面扫描成像技术的特点,具有测定方法简便、对样本无损、灵敏度高、准确、直观等优点,突破了传统技术的局限,能检测出发生了物质数量、结构以及构象变化但缺乏明显形态学变化的脑挫裂伤,从而实现早期精准地诊断脑挫裂伤。FTIR-mapping虽已能绘制某些损伤组织的红外光谱病理图像,但其在法医病理学中的价值有待全面深入开发。本文综述了脑挫裂伤的法医病理学研究进展以及傅里叶变换红外面扫描成像技术在法医病理学中的应用。  相似文献

This literature review illuminates the conceptualization of predictive policing, and also its potential and realized benefits and drawbacks. The review shows a discrepancy between the considerable attention for potential benefits and drawbacks of predictive policing in the literature, and the empirical evidence that is available. The empirical evidence provides little support for the claimed benefits of predictive policing. Whereas some empirical studies conclude that predictive policing strategies lead to a decrease in crime, others find no effect. At the same time, there is no empirical evidence at all for the claimed drawbacks. We conclude that the current thrust of predictive policing initiatives is based on convincing arguments and anecdotal evidence rather than on systematic empirical research. We urge the research community to do independent tests of both positive and negative expectations to generate an evidence base for predictive policing.  相似文献

Scholars argue that we cannot see civil society organizations (CSOs) as legitimate players in policy if we have no clear ways to define them and if we lack information explaining their functions. Thus, scholars and practitioners alike have encouraged the ‘mapping’ of civil society. Mapping civil society consists of gathering and collating information on CSOs and often making it publicly available. There is little scholarship about such mapping efforts implemented by government. This article compares new mapping efforts in two countries—i.e., registries of CSOs created by governments in Ecuador and Colombia. The article examines the intentions of civil society mapping by government, identifying three key goals: to collect data, to regulate, and to foster collaboration. It discusses the differences across civil society mappings by government and in comparison with other mapping projects. The article argues that registries are increasingly positioned as a link between government and civil society not only to collect data for transparency but also to implement regulatory measures and to foster various degrees of collaboration. Thus, greater research attention to civil society mappings by government and their possible implications on civil society development and civil society/state relations is needed.  相似文献

The paper describes the construction of a restriction profile of the Internal Transcribed Spacer II (ITS2) of Cannabis sativa L. Nuclear Ribosomal DNA, using digestion by a selected number of restriction endonucleases. The method was evaluated for false positives and it is suggested that it could be used to identify suspected Cannabis samples, by comparing their restriction profiles with the restriction profile of known Cannabis material.  相似文献

Clinical use of genetic testing to predict adult onset conditions allows individuals to minimize or circumvent disease when preventive medical interventions are available. Recent policy recommendations and changes expand patient access to information about asymptomatic genetic conditions and create mechanisms for expanded insurance coverage for genetic tests. The American College of Medical Genetics and Genomics (ACMG) recommends that laboratories provide incidental findings of medically actionable genetic variants after whole genome sequencing. The Patient Protection and Affordable Care Act (ACA) established mechanisms to mandate coverage for genetic tests, such as BRCA. The ACA and ACMG, however, do not address insurance coverage for preventive interventions. These policies equate access to testing as access to prevention, without exploring the accessibility and affordability of interventions. In reality, insurance coverage for preventive interventions in asymptomatic adults is variable given the US health insurance system''s focus on treatment. Health disparities will be exacerbated if only privileged segments of society can access preventive interventions, such as prophylactic surgeries, screenings, or medication. To ensure equitable access to interventions, federal or state legislatures should mandate insurance coverage for both predictive genetic testing and recommended follow-up interventions included in a list established by an expert panel or regulatory body.  相似文献

Using Dasymetric Mapping for Spatially Aggregated Crime Data   总被引:1,自引:0,他引:1  
With availability of crime data to the public via sources such as the Uniform Crime Reports, and increasing geographic information system (GIS) capabilities for mapping crime, macro-level studies of crime have advanced knowledge of how crime is distributed over large areas. Choropleth mapping, commonly used in macro-level studies, visually displays data by assigning the number of crimes or crime rate to the corresponding spatial unit and using different shades or textures for each value or classified values creating a thematic map. However, crime incidents or crime rates are not dispersed evenly within spatial units, and choropleth mapping masks the underlying nuances of the distribution. Artificial boundaries, along with variations in the size of the unit of analysis, can further distort the true distribution of crime. Dasymetric mapping provides a methodology for refining the distribution of crime within a spatial unit. It does so by using additional data, such as land use and census data, to provide a realistic estimate of how crime may be distributed within the units of analysis. Dasymetric mapping is also useful in creating density maps to reveal clusters of crime normally masked with choropleth maps. This paper will show how dasymetric mapping can estimate the spatial distribution of aggregate level residential burglary within political boundaries in Massachusetts based on land use and housing data.  相似文献
