我国人口抚养比指标探讨

《中国统计年鉴》中的总抚养比,老年人口抚养比和少年儿童抚养比三个指标均因对劳动年龄人口与非劳动年龄人口内含界定不符合我国国情及现行法律规定,从而导致其计算出来的比值大大小于我国现实生活中总抚养比、老年人口抚养比和少年儿童抚养比三个指标的实际比值,严重脱离实际,几乎没有什么实用价值。有关部门应严肃对待并基于现行法律规定和实际情况予以更正,使相应指标具备实际意义。     

鄱阳湖生态经济区环湖区人口经济发展与劳动力转移

本文选取＂鄱阳湖生态经济区＂的南昌县、新建县、进贤县、九江县、永修县、德安县、星子县、都昌县、湖口县、余干县、鄱阳县11个环湖县为样本,对其人口与经济发展的现状进行分析研究,发现环湖区人口、就业与经济发展不协调。解决问题的对策是：发展生态经济,做大经济总量,促进农村劳动力从农业向非农产业转移,提高就业率,实行人口、就业与经济发展间的均衡,从而促进环湖区各县经济的均衡、可持续发展。     

完善我国社会养老服务体系建设再思考——以陕西省为例

养老服务是社会保障制度的重要构成部分,是应对人口老龄化、保障和改善民生的重要途径。陕西省社会养老服务体系建设取得了显著成绩,也面临着诸多问题。加快推进社会养老服务体系建设必须优化供给结构,明确多元组织权责;开放运行系统,合理配置稀缺资源;拓展项目内容,践行"文化养老"理念;加强监督管理,提升养老质量水平。     

Moderating Factors in Adopting Local e-Government in Spain

This study analyses the factors that influence citizens' intention to use e-government activities offered by municipalities in Spain. For this purpose, we developed a straightforward user behaviour model that considers the components of the TAM and DOI models simultaneously, harnessing their synergies and factoring in the role of citizens' trust. We also examined the moderating role that population size can play in the model's behaviour. Among the results we obtained, it is important to note that user trust not only improved the model's fit, but also showed a significant effect on intention of use for all the population sizes that we analysed. The other significant relationship for all the samples linked ease of use to perceived usefulness. For the other relationships between variables, we observed the moderating role of size for the populations we considered.     

行政法语境下的流动人口受教育权保障——一种行政给付的可期途径

当流动人口成为不断庞大的群体时,其受教育权的实现需要依赖政府的行政职能予以保障,我国制定了一系列与受教育权有关的教育管理法律法规,试图对政府行为予以规范以实现公民基本权利的维护。从现有的法律制度安排而言,与流动人口受教育权有关的行政法律制度从主体权力的划分、责任的承担到行政经费的财政支持等诸多方面均有所欠缺,不能很好地解决跨区域的人口流动教育问题。行政给付作为一种二次分配手段可以成为地域界限的突破口,在既定制度的范围内,对流动人口教育问题进行一定程度的改善。     

国际金融危机背景下俄罗斯低收入群体的生活水平

国际金融危机背景下,俄罗斯居民购买力下降,需求受到一定程度的抑制。低收入群体的生活水平低下,他们中多数人饮食质量变差、生活耐用品占有相对缺乏、基本的医疗救助不足、社会心理沉重。其生活水平是可被民众接受的最低标准。加强社会保障和就业安置并加大对社会低收入阶层等弱势群体的扶助力度,不断完善社会福利与救济制度,是俄政府当前面临的最大任务之一,同时也给我们一定的借鉴和启发。     

Comparison of Age Estimation in Japanese and Scandinavian Teeth Using Amino Acid Racemization*

Abstract: Racemization method is currently considered to be one of the most accurate methods for age estimation. There are many factors that affect racemization reaction velocities. We investigated ethnic differences in the racemization reaction velocities between Japanese and Scandinavian teeth. After a heating experiment, the Arrhenius equation was used to obtain a rate constant (k). Both groups presented almost identical velocities, indicating that there was no difference in the tooth racemization reaction between the two groups. However, because 14 of the 18 Scandinavian teeth had multiple roots, it is possible that accurate racemization rates of the teeth themselves were not reflected in the results. These findings reconfirm that the type of tooth selected is extremely important when evaluating age by racemization.
